R. 7387</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240215">February 15, 2024</action-date><action-desc><sponsor name-id="P000613">Mr. Panetta</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reiterate the support of the Congress of the United States for the North Atlantic Treaty Organization, and for other purposes.</official-title></form><legis-body id="H7EE62E12C7C94D1F9156BF76DE1DB3B0" style="OLC"><section id="HBC61AE79865740B29E43ACC5A6A95D30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>NATO Support Act of 2024</short-title></quote>.</text></section><section id="HA0F2035DDFAE4CD0A2480BCF178C219C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that:</text><paragraph id="H25266B5DEA5E43D28A605580BB09BF95"><enum>(1)</enum><text>The North Atlantic Treaty Organization (referred to as <quote>NATO</quote>), which came into being through the North Atlantic Treaty, which entered into force on April 4, 1949, between the United States and the other founding members of the North Atlantic Treaty Organization, has served as a pillar of international peace and stability, a critical component of United States security, and a deterrent against adversaries and external threats.</text></paragraph><paragraph id="H873CAAF5A49842F9B55537FFDFFCDD13"><enum>(2)</enum><text>The House of Representatives affirmed in H. Res. 397, on June 27, 2017, that—</text><subparagraph id="H03ADA1C9990B4DAB93E7AB59DBF58E1C"><enum>(A)</enum><text>NATO is one of the most successful military alliances in history, deterring the outbreak of another world war, protecting the territorial integrity of its members, and concluding the Cold War peacefully;</text></subparagraph><subparagraph id="HA17913D6A4B941D99E8AA05DA41423C5"><enum>(B)</enum><text>NATO remains the foundation of United States foreign policy to promote a Europe that is prosperous, free, and at peace;</text></subparagraph><subparagraph id="HA9FB6B5BF10D430293D2C340C024AD46"><enum>(C)</enum><text>the United States is solemnly committed to the North Atlantic Treaty Organization’s principle of collective defense as enumerated in Article 5 of the North Atlantic Treaty; and</text></subparagraph><subparagraph id="HFE8E8BF28C144ECBB96C45751784B74F"><enum>(D)</enum><text>the House of Representatives—</text><clause id="H21564C5C3DB2461A963C755B11ADDD91"><enum>(i)</enum><text>condemns any threat to the sovereignty, territorial integrity, freedom, and democracy of any NATO ally;</text></clause><clause id="HA28BF17DE55144E385C15120AFD8E4BD"><enum>(ii)</enum><text>supports the decision at the NATO Wales Summit in 2014 that each alliance member aim to spend at least 2 percent of its nation’s gross domestic product on defense by 2024;</text></clause><clause id="HC8B79E85885F4D3596E73589038269AD"><enum>(iii)</enum><text>strongly supports collaboration with NATO allies to enforce Ukraine’s territorial integrity against unprovoked aggression from the Russian Federation;</text></clause><clause id="H6DC7B8CE9F0D49F1BF7C5C1CF883886F"><enum>(iv)</enum><text>recognizes the advantages that multinational training exercises and joint research and education programs with NATO allies have offered for interoperability and readiness; and</text></clause><clause id="HFC628D8BCF7049DCAF8BC9B5730D9F4F"><enum>(v)</enum><text>welcomes the addition of Finland as the 31st member of the NATO Alliance and supports the swift accession of Sweden as an additional member.</text></clause></subparagraph></paragraph></section><section id="H9BB8503CF3344DE5A113C9826F3F8079"><enum>3.</enum><header>Sense of congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="HF80124C68929426684A233F8EFB0AB95"><enum>(1)</enum><text>the President shall not withdraw the United States from NATO; and</text></paragraph><paragraph id="H95208244DD4A4C2DB9D3BEE6338340E2"><enum>(2)</enum><text>the case Goldwater v. Carter is not controlling legal precedent with respect to the withdrawal of the United States from a treaty.</text></paragraph></section><section id="HCB8D22DF76E04808A69E45D262108AFF"><enum>4.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States—</text><paragraph id="HF17E5FF8B2084B5790DD582AA9A8A4A4"><enum>(1)</enum><text>to remain a member in good standing of NATO;</text></paragraph><paragraph id="H4694C6963A4C455DB64D7D259A37FEFE"><enum>(2)</enum><text>to reject any efforts to withdraw the United States from NATO, or to indirectly withdraw from NATO by condemning or reducing contributions to NATO structures, activities, or operations, in a manner that creates a de facto withdrawal;</text></paragraph><paragraph id="HC0D41F249FB849BF87F1003DF7297646"><enum>(3)</enum><text>to continue to work with NATO members to meet their 2014 Wales Defense Investment Pledge commitments; and</text></paragraph><paragraph id="H0EF97FFCBDB44FFF8B9756BAFDCC9EE0"><enum>(4)</enum><text>to support robust United States funding for the European Deterrence Initiative, which increases the ability of the United States and its allies to deter and defend against Russian aggression.</text></paragraph></section><section id="HA3622893E27B4006AA18FD1BDE4AC374"><enum>5.</enum><header>Prohibition on the use of funds to withdraw from nato</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, no funds are authorized to be appropriated, obligated, or expended to take any action to withdraw the United States from the North Atlantic Treaty, done at Washington, DC, on April 4, 1949, between the United States and the other founding members of the North Atlantic Treaty Organization.</text></section></legis-body></bill>
