<section id="H930ED0300E3D477B8A47A4934BF81F99" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ralph David Abernathy, Sr. National Historic Site Act</short-title></quote>.</text></section> <section id="HADC120C7830240B9A48A7A55DC214EC1"><enum>2.</enum><header>Ralph David Abernathy, Sr. National Historic Site</header> <subsection id="H542F2ABA35104B5496AED5080DB76E17"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> 
<paragraph id="H1356D5F747A444399EC88F2F6A8DAE10"><enum>(1)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Ralph David Abernathy, Sr. National Historic Site Proposed Boundary</quote>, numbered P99/184,019, and dated August 2022.</text></paragraph> <paragraph id="HB4BF6EC5B2BE4401B946D05FFBD94E13"><enum>(2)</enum><header>Historic site</header><text>The term <term>Historic Site</term> means the Ralph David Abernathy, Sr. National Historic Site established by subsection (b).</text></paragraph> 
<paragraph id="H5E16D2DD281E444B889A11302B761FB9"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph> <paragraph id="H6DD0783350554045A19CF3814E18DFAF"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of Georgia.</text></paragraph></subsection> 
<subsection id="H5887A3EF51FB4129A58B7985D11AC603"><enum>(b)</enum><header>Establishment</header> 
<paragraph id="HB56DF911222D473188D6C7B3CD4B60B4"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), there is established the Ralph David Abernathy, Sr. National Historic Site in the State of Georgia as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations—</text> <subparagraph id="H4C2DDFC202D045F9BBD1F96FB83173AE"><enum>(A)</enum><text>the site where the Reverend Dr. Abernathy served as pastor during the height of the modern civil rights movement, the historic West Hunter Street Baptist Church; and</text></subparagraph> 
<subparagraph id="H6DFF2B659E0C4AF89A85650A7514820E"><enum>(B)</enum><text>the role of Dr. Abernathy as an internationally recognized civil rights leader.</text></subparagraph></paragraph> <paragraph id="HA27B645EBD2C429E9D64804B25EEFF36"><enum>(2)</enum><header>Determination by the secretary</header><text>The Historic Site shall not be established until the date on which the Secretary determines that a sufficient quantity of land and interests in land have been acquired to constitute a manageable park unit.</text></paragraph> 
<paragraph id="H6AB6215F133841EB8FE287E80A069E7E"><enum>(3)</enum><header>Notice</header><text>Not later than 30 days after the date on which the Secretary makes a determination under paragraph (2), the Secretary shall publish in the Federal Register notice of the establishment of the Historic Site.</text></paragraph></subsection> <subsection id="H76295618F5844065B4585229E839C198"><enum>(c)</enum><header>Boundary</header><text>The boundary of the Historic Site shall be the boundary generally depicted as <quote>Proposed Boundary</quote> on the Map.</text></subsection> 
<subsection id="HD7F676A561534E7AB3C13A975BDFBBCD"><enum>(d)</enum><header>Availability of map</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text></subsection> <subsection id="H756082E8E57B45EE8A9EF0E4B1FA9913"><enum>(e)</enum><header>Acquisition of land</header> <paragraph id="HB88CB5166C824BCCB47F4D606899AD63"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), the Secretary may acquire land and interests in land within the boundary of the Historic Site by—</text> 
<subparagraph id="HA5772D3ABC8040C9B525E776772F33B5"><enum>(A)</enum><text>donation;</text></subparagraph> <subparagraph id="HD32EDB32B0B4431DBCA10D4638582EAF"><enum>(B)</enum><text>purchase from a willing seller with donated or appropriated funds; or</text></subparagraph> 
<subparagraph id="H79B8CFEFCF414DDC97336CECE92C219D"><enum>(C)</enum><text>exchange.</text></subparagraph></paragraph> <paragraph id="H1F90D62DE0904EB3AE8923D2C735C30E"><enum>(2)</enum><header>Limitation</header><text>Any land or interests in land owned by the State or a political subdivision of the State may be acquired for inclusion in the Historic Site only by donation.</text></paragraph></subsection> 
<subsection id="H56434AFD27644CB3BED2760D5A271138"><enum>(f)</enum><header>Administration</header><text>The Secretary shall administer the Historic Site in accordance with—</text> <paragraph id="H8C7ACA0438C6458BA4897DC48CDF49F5"><enum>(1)</enum><text>this section; and</text></paragraph> 
<paragraph id="HA897FDC697DE4121ADD7ED5850FC2B55"><enum>(2)</enum><text>the laws generally applicable to units of the National Park System, including—</text> <subparagraph id="H1BE9B464D8014B19A573C6F7E0BA0221"><enum>(A)</enum><text>sections 100101(a), 100751(a), 100752, and 100753 of title 54, United States Code; and</text></subparagraph> 
<subparagraph id="HFC4DC5C77F2F48838855E8997473DD64"><enum>(B)</enum><text>chapters 1003 and 3201 of title 54, United States Code.</text></subparagraph></paragraph></subsection> <subsection id="H84D94ECBFC9F474BA86DB6A689825328"><enum>(g)</enum><header>Management plan</header><text>Not later than 3 years after the date on which funds are first made available to carry out this Act, the Secretary shall complete a management plan for the Historic Site in accordance with section 100502 of title 54, United States Code.</text></subsection> 
<subsection id="H900694AFDF2B4E7AA238B6ED1C8E1A26"><enum>(h)</enum><header>Agreements</header><text>Within or outside the boundaries of the Historic Site, the Secretary may enter into cooperative agreements, leases, or other agreements, as appropriate, with the State or other entities to provide and facilitate interpretive and educational services, administrative support, and technical assistance related to the Historic Site, including—</text> <paragraph id="HAD467DF87E294E058258E217528087F6"><enum>(1)</enum><text>the placement of directional and interpretive signage;</text></paragraph> 
<paragraph id="HE26CA220CA6948389A9A883E25D40AE7"><enum>(2)</enum><text>exhibits;</text></paragraph> <paragraph id="H664353AF8E924D308DCEB85433EBA3C3"><enum>(3)</enum><text>parking and other administrative needs;</text></paragraph> 
<paragraph id="H7A6814292766461DB5BA0BC816EE43AE"><enum>(4)</enum><text>technology-based interpretive devices;</text></paragraph> <paragraph id="H7702852F89FF482DB3A8BAF15F6C307C"><enum>(5)</enum><text>public interpretation and tours; and</text></paragraph> 
<paragraph id="H9A45F4FD71CC47B0AE2425ADB9F51CA1"><enum>(6)</enum><text>the preservation of historic and cultural resources.</text></paragraph></subsection></section> </legis-body></bill>
