R. 7305</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240207">February 7, 2024</action-date><action-desc><sponsor name-id="W000815">Mr. Wenstrup</sponsor> (for himself, <cosponsor name-id="S001209">Ms. Spanberger</cosponsor>, <cosponsor name-id="B001298">Mr. Bacon</cosponsor>, <cosponsor name-id="C001087">Mr. Crawford</cosponsor>, and <cosponsor name-id="K000388">Mr. Kelly of Mississippi</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to provide to the Committees on Armed Services of the Senate and House of Representatives a report and briefing on anomalous health incidents affecting members of the Armed Forces and civilian employees of the Department of Defense.</official-title></form><legis-body id="HA51F2218AC194CD48988B12CE81F7217" style="OLC"><section id="H8D7451A0CAFA4CE5AA8D93BA03162A62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Initiating Imperative Reporting on Anomalous Health Incidents Act</short-title></quote> or the <quote><short-title>IIR on AHI Act</short-title></quote>. </text></section><section id="H65EEAD78BA05494CAFCD66A3F57F1DA2"><enum>2.</enum><header>Report an briefing on anomalous health incidents involving members of the Armed Forces and civilian employees of the Department of Defense</header><subsection id="H8592F92FBEB346028E8A9EA7851DB87E"><enum>(a)</enum><header>Briefing</header><text display-inline="yes-display-inline">Not later than March 1, 2025, the Secretary of Defense shall provide to the Committees on Armed Services of the Senate and House of Representatives a report and briefing on—</text><paragraph id="H559169ABDE754B0694D479CD5FE3B317"><enum>(1)</enum><text>anomalous health incidents affecting members of the Armed Forces and civilian employees of the Department of Defense;</text></paragraph><paragraph id="HF631BC76B4F14B68B002799C5FCF8B46"><enum>(2)</enum><text>any ongoing efforts carried out by the Secretary to protect such members and employees from the effects of anomalous health incidents; and</text></paragraph><paragraph id="HEC2F527637294EBFB12B164B6C39983E"><enum>(3)</enum><text>the extent and nature of engagement by the Secretary with the heads of other Federal departments and agencies regarding anomalous health incidents affecting the employees of such other departments and agencies.</text></paragraph></subsection><subsection id="HAB9DE5F58301430D9950F5AF78F9F4E4"><enum>(b)</enum><header>Matters</header><text>The report and briefing provided under subsection (a) shall each include each of the following:</text><paragraph id="HC71203B7D0F04913A5EF3685AA2D3515"><enum>(1)</enum><text display-inline="yes-display-inline">Information on cases of confirmed or suspected anomalous health incidents affecting members of the Armed Forces or civilian employees of the Department of Defense, including the total number of individuals affected (broken down by military occupational specialty), the location of each such incident, and the timeframe during which the incidents occurred.</text></paragraph><paragraph id="H887FB93DAD6E46B7B73E915AD8FD68E4"><enum>(2)</enum><text display-inline="yes-display-inline">An update on the strategy of the Department to protect such members and employees from the effects of anomalous health incidents, including any efforts carried out by the Secretary to ensure that—</text><subparagraph id="H297237D7AFC54B389FA2196C290318EC"><enum>(A)</enum><text>suspected anomalous health incidents are promptly reported; and</text></subparagraph><subparagraph id="H5C512F22D1FE4755BCF9AA71D8C8868D"><enum>(B)</enum><text display-inline="yes-display-inline">victims of anomalous health incidents are provided immediate and long-term medical treatment.</text></subparagraph></paragraph><paragraph id="HBE131649FDDF40BE94FE70D8D8542403"><enum>(3)</enum><text display-inline="yes-display-inline">The current efforts of the Department to contribute to the overall approach of the Federal Government to address, prevent, and respond to, anomalous health incidents, including such contributed efforts of the Department to defend against anomalous health incident attacks against personnel of the Federal Government and United States citizens.</text></paragraph></subsection></section></legis-body></bill>
