which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Workforce Innovation and Opportunity Act to direct the Secretary of Labor to award grants to train workers for broadband careers.</official-title></form><legis-body id="H46EFAE5CEB814A54B9DD66ACA5032C30" style="OLC"><section id="HB8771FD464ED4E99A01F948C2841ACB3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Broadband Industry Development Act</short-title></quote>.</text></section><section id="HD136C9BE84D643F6BDAC99CDFB96D042"><enum>2.</enum><header>Broadband industry training grants</header><text display-inline="no-display-inline">Subtitle D of title I of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3221">29 U.S.C. 3221 et seq.</external-xref>) is amended—</text><paragraph id="H0498B82378FE43018801FF344CE041A2"><enum>(1)</enum><text>by redesignating section 172 as section 173; and</text></paragraph><paragraph id="H51CDA2636F644523ACA4688B2929DEA9"><enum>(2)</enum><text>by inserting after section 171 the following:</text><quoted-block style="OLC" id="H2FA0B562544E4B2EB56C058C3283EA2A" display-inline="no-display-inline"><section id="HF0CEB7D05959475AB01A91DFECA10FBF" commented="no"><enum>172. </enum><header>Broadband industry training grants</header><subsection id="H0CDC93B7D34D4804934B71B12E13F54B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award grants, on a competitive basis, to eligible entities to provide training programs (including pre-apprenticeship programs) to prepare workers for careers in the broadband industry.</text></subsection><subsection id="H3B757B06EAEF44A1A35E820F97A3A542"><enum>(b)</enum><header>Application requirements</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H0431C3EE62DD4A608A1E9D5ECF814504"><enum>(c)</enum><header>Matching funds</header><text display-inline="yes-display-inline">Each eligible entity that receives a grant under this section shall provide, from non-Federal sources, an amount equal to 25 percent of the amount of the grant (which may be provided in cash or in kind) to carry out the activities supported by the grant.</text></subsection><subsection id="HC96F6887FF2F4B6D8D5A6C0A8A396B24"><enum>(d)</enum><header>No new funds authorized</header><text display-inline="yes-display-inline">Amounts authorized to be appropriated to carry out this section shall be derived solely from amounts otherwise appropriated for the Department of Labor.</text></subsection><subsection id="H2F5E8A69616D4432B178E585DF0EE9D0" commented="no"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H1F5EFF50E23D40AC9A599588F96C8E13"><enum>(1)</enum><header>Apprenticeship program</header><text display-inline="yes-display-inline">The term <term>apprenticeship program</term> means an apprenticeship registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></paragraph><paragraph id="HA9950809D1A1461892978F5DFB08B80E"><enum>(2)</enum><header>Broadband</header><text>The term <term>broadband</term> has the meaning given the term <term>broadband internet access service</term> in section 8.1(b) of title 47, Code of Federal Regulations (or any successor regulation).</text></paragraph><paragraph id="HE8F5DA94930B4463A467954455D089A4"><enum>(3)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph id="HF1496EB78FA444EBBDAFC6C9B2E0B655"><enum>(A)</enum><text display-inline="yes-display-inline">an eligible provider of training services identified under section 122 (or a consortium of such providers);</text></subparagraph><subparagraph id="H1B5644A12E9043DE97BB4ED477E38E4A"><enum>(B)</enum><text>a labor organization or joint labor-management organization;</text></subparagraph><subparagraph id="H9FD13F9289C54D438E154581E98E9337"><enum>(C)</enum><text>a nonprofit entity (such as a community-based organization that assists program participants in accessing supportive services);</text></subparagraph><subparagraph id="H2BC107B91AC74AB5A97DA03724506100"><enum>(D)</enum><text display-inline="yes-display-inline">a private business;</text></subparagraph><subparagraph id="H0776B02CDD77435487BE83C4B84F5792"><enum>(E)</enum><text>an industry association; or</text></subparagraph><subparagraph id="H6C02A09132584A139DC1990FCC0C8DEA"><enum>(F)</enum><text>an institution of higher education (such as a community college).</text></subparagraph></paragraph><paragraph id="HB26B9E54F51A4DFD8873938C2803D48C"><enum>(4)</enum><header>Pre-apprenticeship program</header><text display-inline="yes-display-inline">The term <term>pre-apprenticeship program</term> means a program—</text><subparagraph id="HBA77E7712174431F88051C7F7E0DC785"><enum>(A)</enum><text>designed to assist individuals who do not meet minimum qualifications for an apprenticeship program and prepare them to enter and succeed in such an apprenticeship, including by providing the skills and competency attainment needed to enter the apprenticeship; and</text></subparagraph><subparagraph id="HC8C99D93E2844F6BACC9D78A17F39BD0"><enum>(B)</enum><text>that is carried out by a sponsor that has a written agreement with at least one sponsor of an apprenticeship.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H485CDA377CF54D89B09955002D6CBC08" display-inline="no-display-inline"><enum>3.</enum><header>Conforming amendments to the table of contents</header><text display-inline="no-display-inline">The table of contents of the Workforce Innovation and Opportunity Act in section 1(b) is amended—</text><paragraph id="HA6C5D408FADA4DCABF6D90A1C42BBC05"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the item relating to section 172; and</text></paragraph><paragraph id="HA83ACB7D5A6D492BAC79988C62921F2F"><enum>(2)</enum><text>by inserting after the item relating to section 171, the following: </text><quoted-block style="OLC" id="H7D05709E28E5470AA73212498FA9AC0E" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 172.
