committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish requirements relating to size standard compliance of small business concerns owned and controlled by women for certain purposes, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="HA20CB2A0F63548DFA13748C7320EBCC0" style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="H4E7E7113AF164556A54E9C03447CCC8E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>The WOSB Integrity Act of 2024</short-title></quote>.</text></section><section id="H2AF6430A902745A4A42B4628C20A52AA"><enum>2.</enum><header>Women owned small business size standard compliance for restricted competition</header><subsection id="H6DBE328378C64C8887DA9B1988B1CE32"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 8(m)(2)(E) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)(2)(E)</external-xref>) is amended by inserting <quote>, including that each such concern does not exceed the applicable size standard established under section 3(a)</quote> after <quote>by women</quote>.</text></subsection><subsection id="H8342938CF1D84102BB9930BBEE1687FB"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall not be construed as disqualifying any small business concern owned and controlled by women that, as of the date of the enactment of this Act, is certified by a Federal agency, the Administrator of the Small Business Administration, or a national certifying entity approved by the Administrator as a small business concern owned and controlled by women from competing for contracts restricted under section 8(m)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)(2)</external-xref>) before the earlier of—</text><paragraph id="H8601BBD833EC49778876BF3F78008B07"><enum>(1)</enum><text>the date on which the small business concern owned and controlled by women submits a notice that such concern is no longer a small business concern owned and controlled by women; or</text></paragraph><paragraph id="H0EB05200E84945599495BCC4EB064F78"><enum>(2)</enum><text>the date on which the Administrator, Federal agency, or entity that provided such certification determines that the concern exceeds the applicable size standard established under section 3(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(a)</external-xref>).</text></paragraph></subsection><subsection id="H679FFF40DEC3487086F8EB7FDE57C5EE"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this Act or the amendments made by this Act shall be construed to require the Administrator to perform a formal size determination on a small business concern when considering an application from such concern for certification as a small business concern owned and controlled by women.</text></subsection><subsection id="H633F913ADA814500B31488E6D042AD2B"><enum>(d)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H276C8C33962B4E06AC3ED4662538B316"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Small Business Administration.</text></paragraph><paragraph id="HE3DDF6037B6E499F876BA9D97BDE95C6"><enum>(2)</enum><header>Small business concern</header><text display-inline="yes-display-inline">The term <term>small business concern</term> has the meaning given under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph><paragraph id="HE9A5DAB4BB9A48679D31DA588755D9CA"><enum>(3)</enum><header>Small business concern owned and controlled by women</header><text display-inline="yes-display-inline">The term <term>small business concern</term> and <term>small business concern owned and controlled by women</term> has the meaning given in section 8(m)(1) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)(1)</external-xref>).</text></paragraph></subsection><subsection id="HF3122144DC1747EC97367A5C28D7E2C9"><enum>(e)</enum><header>Technical amendment</header><text>Section 8(m)(2)(C) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)(2)(C)</external-xref>) is amended by striking <quote>paragraph (3)</quote> and inserting <quote>paragraph (4)</quote>.</text></subsection><subsection id="HA21D1E38A8534CAC806782B4E136E2C5"><enum>(f)</enum><header>Compliance with CUTGO</header><text display-inline="yes-display-inline">No additional amounts are authorized to be appropriated to carry out this Act or the amendments made by this Act.</text></subsection></section></legis-body><endorsement display="yes"><action-date date="20240213">February 13, 2024</action-date><action-desc> Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
