R. 6730</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231212">December 12, 2023</action-date><action-desc><sponsor name-id="R000614">Mr. Roy</sponsor> (for himself, <cosponsor name-id="S001183">Mr. Schweikert</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="B001311">Mr. Bishop of North Carolina</cosponsor>, <cosponsor name-id="O000175">Mr. Ogles</cosponsor>, <cosponsor name-id="D000032">Mr. Donalds</cosponsor>, <cosponsor name-id="E000294">Mr. Emmer</cosponsor>, and <cosponsor name-id="R000610">Mr. Reschenthaler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HBU00">the Budget</committee-name>, <committee-name committee-id="HBA00">Financial Services</committee-name>, <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, <committee-name committee-id="HII00">Natural Resources</committee-name>, <committee-name committee-id="HGO00">Oversight and Accountability</committee-name>, <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, and <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To rescind amounts made available for the Department of Commerce Nonrecurring Expenses Fund by the Fiscal Responsibility Act of 2023, and for other purposes.</official-title></form><legis-body id="HCCC09D7B0F154C778B940854513AEA22" style="OLC"><section id="H98E7981EFCD6490590661101AD3587FE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Eliminate Congressional Slush Funds Act</short-title></quote>. </text></section><section id="HA597C5BEBA7D413FAA70E03B29D9A318"><enum>2.</enum><header>Rescission of amounts appropriated for Department of Commerce Nonrecurring Expenses Fund</header><subsection id="HE157CABDE40D45EFA6E6C58D1DF423A7"><enum>(a)</enum><header>Rescission</header><text display-inline="yes-display-inline">The total amount of unobligated funds made available by section 101(e) of the Fiscal Responsibility Act of 2023 (<external-xref legal-doc="public-law" parsable-cite="pl/118/5">Public Law 118–5</external-xref>) for the Department of Commerce Nonrecurring Expenses Fund are hereby permanently rescinded.</text></subsection><subsection id="H3EA5FA474DAD4EE1AC3D22DF5240BC33"><enum>(b)</enum><header>Classification of budgetary effects</header><text display-inline="yes-display-inline">The budgetary effects of subsection (a) shall not count for purposes of section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985 or allocation pursuant to section 302(a) or 302(b) of the Congressional Budget Act of 1974. </text></subsection></section></legis-body></bill>
