R. 6688</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231207">December 7, 2023</action-date><action-desc><sponsor name-id="R000610">Mr. Reschenthaler</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To permit grant funds to be used to identify unidentified human remains without regard as to whether the manner of death is determined to be a homicide.</official-title></form><legis-body id="H793A98F6AC9F477887CEC731F7DEDE05" style="OLC"><section id="HE3330F3F27FA47FCA50A91FE6C842E69" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cold Case Modernization Act</short-title></quote>.</text></section><section id="H03C8933CC525412883718E3DF34CB7DA"><enum>2.</enum><header>Authorizing grant under Jennifer’s Law to be used on any unidentified remains</header><subsection id="HABB837186EE24A1FA7864EBCC33C95CE"><enum>(a)</enum><header>Program authorization</header><text display-inline="yes-display-inline">Section 202(a)(1) of the Child Abuse Prevention and Enforcement Act (<external-xref legal-doc="usc" parsable-cite="usc/34/40501">34 U.S.C. 40501</external-xref>) is amended by inserting after <quote>including migrants</quote> the following: <quote>, without regard to whether the manner of death is determined to be a homicide</quote>.</text></subsection><subsection id="HDA7FAC8264794CE6BDA2237C9D805F16"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Title II of the Child Abuse Prevention and Enforcement Act (<external-xref legal-doc="usc" parsable-cite="usc/34/40501">34 U.S.C. 40501 et seq.</external-xref>) is amended—</text><paragraph id="H790684BB249C4555AB96FEDC0A094B9E"><enum>(1)</enum><text>by redesignating the first section 205 as section 204; and</text></paragraph><paragraph id="H61480D12DA214780B69368AADF9E75E0"><enum>(2)</enum><text display-inline="yes-display-inline">in section 204(a), as redesignated, by inserting after <quote>including migrants</quote> the following: <quote>, without regard to whether the manner of death is determined to be a homicide</quote>.</text></paragraph></subsection></section><section id="H6CF7E6EBAC354131979E9FBDE4DBB233"><enum>3.</enum><header>Department of Justice grants</header><text display-inline="no-display-inline">Any Department of Justice grant awarded to States and units of local government for forensic genetic geneaology may be used to identify unidentified human remains without regard to whether the manner of death is determined to be a homicide. </text></section></legis-body></bill>
