R. 6396</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231114">November 14, 2023</action-date><action-desc><sponsor name-id="C001114">Mr. Curtis</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of funds by the Secretary of the Interior to finalize and implement certain travel management plans in the State of Utah.</official-title></form><legis-body id="H245F5C78048E4B8CA28973ED8A44FF65" style="OLC"><section id="H7D6841BE017345CDA1D0E8E72F380BB5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Historic Roadways Protection Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H1C06408BFCCA4BE082703C8B73ADE8D4"><enum>2.</enum><header>Prohibition on use of funds to finalize and implement certain travel management plans in the State of Utah</header><subsection commented="no" display-inline="no-display-inline" id="HC62FAC5A7C8546D5926F85160F03A3A0"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H93E1FC998DAD48B8BF45CE7B33D13839"><enum>(1)</enum><header>Applicable period</header><text>The term <quote>applicable period</quote> means the period that begins on the date of enactment of this Act and ends on the date on which the Secretary certifies to Congress that each of the R.S. 2477 cases has been adjudicated.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8E5C9655C1524C6194A816AFE7B2D211"><enum>(2)</enum><header>Covered travel management area</header><text display-inline="yes-display-inline">The term <quote>covered travel management area</quote> means any of the following travel management areas in the State of Utah:</text><subparagraph commented="no" display-inline="no-display-inline" id="HC527F4724B6942F0B4079F2349F05952"><enum>(A)</enum><text display-inline="yes-display-inline">The Henry Mountains and Fremont Gorge Travel Management Area.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H086965E657624359844B89596A0F2897"><enum>(B)</enum><text>The Dinosaur (North) Travel Management Area.</text></subparagraph><subparagraph id="H73AB7BFEA79F40B38DAC6B199FD7F1F3"><enum>(C)</enum><text>The Book Cliffs Travel Management Area (Vernal Field Office).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H12F13B1E50A14B4CBEBEBD59B9AF9951"><enum>(D)</enum><text>The Nine Mile Canyon Travel Management Area (Vernal Field Office).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5E31FA644FB0429FBB88AAD267DACBD8"><enum>(E)</enum><text>The San Rafael Swell Travel Management Area.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAADE2AB09CDF4FFC959C3517325B36A1"><enum>(F)</enum><text>The Nine Mile Canyon Travel Management Area (Price Field Office).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H43569261ADF54D02B90EF4CB9BD43745"><enum>(G)</enum><text>The Book Cliffs Travel Management Area (Moab Field Office).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6DE5F0499B094BD39D3C88E9FB6BC2B7"><enum>(H)</enum><text>The Dolores River Travel Management Area.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE5816273440A45E99A64B6D2FC2911D1"><enum>(I)</enum><text display-inline="yes-display-inline">The Trail Canyon Travel Management Area.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HEAF42DF829624923BA6C3605C6BE107A"><enum>(J)</enum><text>The Paunsaugunt Travel Management Area.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE948E9AFBD114F4E88F4A86B0FBE1D80"><enum>(3)</enum><header>R.S. 2477 case</header><text>The term <quote>R.S. 2477 case</quote> means each of—</text><subparagraph commented="no" display-inline="no-display-inline" id="H1CE97917A05C46D9A4F1FB899D7F5C8F"><enum>(A)</enum><text display-inline="yes-display-inline">Beaver County and State of Utah v. United States (Case No. 2:12–cv–434–DN). </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4B5E89083ABE4A339EB19C9199287B94"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H821A9DBCF0DC4DD190ADFB63E16CA31C"><enum>(b)</enum><header>Prohibition on use of funds by the Secretary of the Interior To finalize and implement certain travel management plans</header><text>During the applicable period, notwithstanding any other provision of law, the Secretary may not obligate or expend Federal funds—</text><paragraph commented="no" display-inline="no-display-inline" id="H155D6A77069447E9B19526A335A78906"><enum>(1)</enum><text display-inline="yes-display-inline">to finalize or implement, with respect to land within the boundary of the State of Utah, a new travel management plan for a covered travel management area; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9279B91875284321B765A60008F3C033"><enum>(2)</enum><text display-inline="yes-display-inline">to implement, with respect to land within the boundary of the State of Utah—</text><subparagraph id="H171EEA23DE934432A69B14C81D49AC12"><enum>(A)</enum><text>the Indian Creek (Canyon Rims) Travel Management Plan;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCC2095207DE54A539894EFDA7CF2FFB6"><enum>(B)</enum><text display-inline="yes-display-inline">the San Rafael Desert Travel Management Plan; or</text></subparagraph><subparagraph id="HD3B6E6E3B62A4515A637C9B8C09BD6FD" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the Labyrinth/Gemini Bridges Travel Management Plan.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
