R. 6374</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231113">November 13, 2023</action-date><action-desc><sponsor name-id="B001248">Mr. Burgess</sponsor> (for himself, <cosponsor name-id="A000376">Mr. Allred</cosponsor>, <cosponsor name-id="D000628">Mr. Dunn of Florida</cosponsor>, and <cosponsor name-id="C001121">Mr. Crow</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name>, and in addition to the Committee on <committee-name committee-id="HVR00">Veterans' Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the issuance of a Veterans Health Care Stamp.</official-title></form><legis-body id="HB095053938694AA78D8E0B6275994A3A" style="OLC"><section id="H17230D5322A841339C5EF78F74CF591A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Health Care Stamp Act</short-title></quote>.</text></section><section id="HA8D45905C5034ABF99FFD9B2FC701DBE" section-type="subsequent-section"><enum>2.</enum><header>Veterans Health Care Stamp</header><subsection id="H2F284D6D730D4A7696CA696D0309FBE2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In order to afford a convenient way for members of the public to contribute to funding for the medical care and treatment of veterans, the United States Postal Service shall provide for the issuance and sale of a special postage stamp which shall be known as the <quote>Veterans Health Care Stamp</quote>.</text></subsection><subsection id="HA9C59F21A4AB449F98B5F346C7C0DB3C"><enum>(b)</enum><header>Terms and conditions</header><text>The issuance and sale of the Veterans Health Care Stamp shall be governed by section 416 of title 39, United States Code (as last in effect, if expired), except that—</text><paragraph id="HE847E4FC969744189615EB98FEFD352E"><enum>(1)</enum><text>all amounts becoming available from the sale of the stamp shall be transferred to the Department of Veterans Affairs in accordance with section 416(d) of such title; and</text></paragraph><paragraph id="H82D8FF64C980499CB7650567D5637E2E"><enum>(2)</enum><text>the stamp—</text><subparagraph id="HA7AF2118D8FE4209B408115E0A33FB04"><enum>(A)</enum><text>shall be issued in time for Veterans Day of each year;</text></subparagraph><subparagraph id="H01C1A1FF58EA418D851B2B75D7558778"><enum>(B)</enum><text>shall bear such illustration, depiction, design, or other image as the United States Postal Service shall determine; and</text></subparagraph><subparagraph id="H490A351F70634D5DB224D945743121BE"><enum>(C)</enum><text>shall not be subject to any numerical limitation under section 416(e)(1)(C) of such title.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
