R. 624</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230130">January 30, 2023</action-date><action-desc><sponsor name-id="C001103">Mr. Carter of Georgia</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Victims of Crime Act of 1984 to authorize compensation for victims of illicit fentanyl poisoning, and for other purposes.</official-title></form><legis-body id="HBD8EA20F62004C6F87B660D75AC169C3" style="OLC"><section id="H71727376251547B6B7E8A8E4901F0318" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Recognizing Victims of Illicit Fentanyl Poisoning Act</short-title></quote>.</text></section><section id="H6F0E64BBE4B2490BA169C9F1CEF79D48"><enum>2.</enum><header>Recognizing victims of illicit fentanyl poisoning</header><text display-inline="no-display-inline">Section 1403(d) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/34/20102">34 U.S.C. 20102</external-xref>) is amended—</text><paragraph id="HD92B3E3E8D9F4211A2A6526B44D33AD2"><enum>(1)</enum><text>in paragraph (3), by striking <quote>and domestic violence</quote> and inserting <quote>domestic violence, and illicit fentanyl poisoning resulting in death</quote>;</text></paragraph><paragraph id="H6A75D9C3104F4D11A02F1C7057CE96A0"><enum>(2)</enum><text>in paragraph (4), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H27E83DC3FD15486D8D84799C08EC33DF"><enum>(3)</enum><text>in paragraph (5), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H4116DFDC4E12437DA21844A594142697"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H064AA18E919240FCA229312844ED4D3E" display-inline="no-display-inline"><paragraph id="H38A6422C2622414285F40CFEBF3D5C3E"><enum>(6)</enum><text display-inline="yes-display-inline">the term <quote>illicit fentanyl</quote> means fentanyl and any analogue thereof that is manufactured, distributed, or dispensed, or possessed with intent to manufacture, distribute, or dispense, in violation of section 401, 406, or 416 of the Controlled Substances Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
