R. 6177</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231102">November 2, 2023</action-date><action-desc><sponsor name-id="B001317">Mr. Brecheen</sponsor> (for himself, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, <cosponsor name-id="B001316">Mr. Burlison</cosponsor>, <cosponsor name-id="R000603">Mr. Rouzer</cosponsor>, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>, <cosponsor name-id="G000576">Mr. Grothman</cosponsor>, <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>, <cosponsor name-id="G000565">Mr. Gosar</cosponsor>, and <cosponsor name-id="O000175">Mr. Ogles</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HED00">Education and the Workforce</committee-name>, <committee-name committee-id="HWM00">Ways and Means</committee-name>, and <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit Federal funding for researchers who have conducted a study or experiment relating to gender identity, and for other purposes.</official-title></form><legis-body id="H16086E7078804C639482CE68539A65F6" style="OLC"><section id="HCD68520F39C2439E9108B8F46BDCD4C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be referred to as the <quote><short-title>No Taxpayer Funding for Researchers Who Prey on Children Act</short-title></quote>. </text></section><section id="H8FDFB04592E0443AA946802C367289A7"><enum>2.</enum><header>Prohibition on Federal funding</header><subsection id="H150CC1C54A6545EDBD421E173A4DF08E"><enum>(a)</enum><header>In general</header><text>Notwithstanding any other provision of law, no principal investigator or project leader who is identified in a study or experiment described in subsection (b) shall be eligible to receive Federal financial assistance from the Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>) for any study or experiment.</text></subsection><subsection id="HFA6BC3D8D2704713AC9E84126EFD209E"><enum>(b)</enum><header>Study or experiment described</header><text>A study or experiment described in this subsection is any federally-funded study or experiment which—</text><paragraph id="HBEC656ECC00447F5AEE16AA80024ABC9" commented="no"><enum>(1)</enum><text>includes or describes any minor whose perception of his or her sex or asserted identity is incongruent with such individual’s sex for the purposes of affirming such perception or asserted identity;</text></paragraph><paragraph id="H23FDD2EBFCCB4FAE91FE9327D09A85FC" commented="no"><enum>(2)</enum><text>introduces any minor to any medical or surgical service for the purpose of assisting such individual’s disassociation from his or her sex; and</text></paragraph><paragraph id="H76A52527C2FA4C50997B1ABC67B50F18" commented="no"><enum>(3)</enum><text>introduces a minor to social interventions for the purpose of assisting such individual’s disassociation from his or her sex.</text></paragraph></subsection><subsection id="HCA705BE94CB148C68B23DE504B55AB95"><enum>(c)</enum><header>Required statement</header><text display-inline="yes-display-inline">An applicant seeking Federal financial assistance from the Secretary for any study or experiment shall certify to the Secretary that the applicant is not, and has never been, a principal investigator or project leader for any study or experiment described in subsection (b).</text></subsection><subsection id="H71CF44A5211949C9B8AB60C981DDBC32"><enum>(d)</enum><header>Definitions</header><text>For the purposes of this section:</text><paragraph id="H222E4A5D1DF9440EBCD56084156C9022"><enum>(1)</enum><header>Minor</header><text>The term <term>minor</term> means any individual under the age of 18.</text></paragraph><paragraph id="HC33D2FAA9C1841009F2D87194E969EED"><enum>(2)</enum><header>Sex</header><text>The term <term>sex</term> means the indication of male or female based solely an individual’s reproductive biology and genetics at birth, such as sex chromosomes, naturally occurring sex hormones, gonads, or internal or external genitalia, without regard to an individual’s psychological, chosen, or subjective identity.</text></paragraph></subsection></section></legis-body></bill>
