<official-title display="yes">To direct the Secretary of Homeland Security to cease all immigration functions at ports of entry along the southern border until the United States is secure, and for other purposes.</official-title>

<section id="H38E1DBC7A9054AFA841C3A2D5174BE63" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Border Security and Terrorism Prevention Act</short-title></quote>.</text></section> <section id="H2E1FEAE78534427C8DD7B7DDED5010A3"><enum>2.</enum><header>Southern border closure</header> <subsection id="H7F969CFA46134BA591281188FCD32764"><enum>(a)</enum><header>Cessation of all immigration functions at southwest border</header> <paragraph id="HC429EF79428E4977B5B43871805E6273"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall take such actions as may be necessary to immediately cease immigration functions described in paragraph (2) at ports of entry along the southern border.</text></paragraph> 
<paragraph id="HED909A4E552445C18607A4A365096958"><enum>(2)</enum><header>Immigration functions described</header><text>The immigration functions described in this paragraph are the following:</text> <subparagraph id="H0BBD221562464844B1BE78C5F694E15C"><enum>(A)</enum><text>The processing of aliens into the United States who seek entry at the southwest border.</text></subparagraph> 
<subparagraph id="H1C3A55139C774738A4DCD519DEE5EE07"><enum>(B)</enum><text>The processing of aliens into the United States who unlawfully cross into the United States.</text></subparagraph></paragraph></subsection> <subsection id="H57EED7642F2B499891E68995BA4120F3"><enum>(b)</enum><header>Detention and removal</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, acting through the Commissioner of U.S. Customs and Border Protection, shall immediately detain aliens apprehended along the southwest border and expediently remove such aliens from the United States.</text></subsection> 
<subsection id="H319E245BAC204CC688C9C9F9F45B9ACA"><enum>(c)</enum><header>Certification</header><text>The cessation under subsection (a) shall terminate 15 days after the date on which the Secretary of Homeland Security submits to Congress a certification that no individuals included on the terrorist screening database are able to enter the United States at any point along the southern border.</text></subsection> <subsection id="HA27BF242B0FC49C0A9ED4F2E308FE81B"><enum>(d)</enum><header>Report</header><text>The Secretary of Homeland Security shall submit to Congress a report that—</text> 
<paragraph id="HDCB57E4D757A4F5095035792BB73B59A"><enum>(1)</enum><text display-inline="yes-display-inline">identifies security risks and capability gaps along the southwest border;</text></paragraph> <paragraph id="HB62D735DDB124E70AC34BB00DBE02E03"><enum>(2)</enum><text>includes information relating to efforts by U.S. Customs and Border Protection to—</text> 
<subparagraph id="HBB408EDFD10C438AB0758936BE91C035"><enum>(A)</enum><text>prevent terrorists and instruments of terror from entering the United States; and</text></subparagraph> <subparagraph id="H5760C12075CE4D4FB7E1151C989F19F9"><enum>(B)</enum><text>combat and reduce cross-border criminal activity, including—</text> 
<clause id="H82CCC6B3E26348BF956139A32CB75305"><enum>(i)</enum><text>the transport of illegal goods, such as illicit drugs; and</text></clause> <clause id="H6A1972560E0D48E2A1793EC4E6D9B11C"><enum>(ii)</enum><text>human smuggling and human trafficking; and</text></clause></subparagraph></paragraph> 
<paragraph id="H8E34D8A1022444CDACC33D6E16090238"><enum>(3)</enum><text>includes a plan to ensure all aliens apprehended at ports of entry are cross-referenced against the terrorist screening database and immediately detained and not released until a match determination is acquired.</text></paragraph></subsection> <subsection id="H00AA681C02104F298C35A9787E4CFE7C"><enum>(e)</enum><header>Definition</header><text>In this section, the term <quote>terrorist screening database</quote> has the meaning given such term in section 2101 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/621">6 U.S.C. 621</external-xref>).</text> </subsection></section>
