R. 6156</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231101">November 1, 2023</action-date><action-desc><sponsor name-id="L000601">Mr. Landsman</sponsor> (for himself and <cosponsor name-id="L000595">Ms. Letlow</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Small Business Administration to designate a point of contact for for-profit child care providers, submit a report to Congress, and for other purposes.</official-title></form><legis-body id="H169EE62F6A024DB2AFC5582755F13985" style="OLC"><section id="H61FD46FD4811469F887FA58BBC49A983" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Care Small Business Insight and Improvement Act of 2023</short-title></quote>.</text></section><section id="H8570882A806E423B8DAA59616AA6D0F3"><enum>2.</enum><header>Report on for-profit child care providers</header><subsection id="HCD7238382A2A4933A1CABC6B9A677A90"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Administrator of the Small Business Administration shall submit to Congress a study and report on for-profit child care providers that includes—</text><paragraph id="HA0235F42A6B840EBBD5550CE9EA1D0C0"><enum>(1)</enum><text>an assessment of the challenges and needs of such providers;</text></paragraph><paragraph id="H53CE063ECCAA4DFE8F9D223DC57BD6F9"><enum>(2)</enum><text>a description of the resources and support that the Small Business Administration provides to such providers;</text></paragraph><paragraph id="HC61198D11B4E4186A2523E4AD3405D06"><enum>(3)</enum><text>any deficiencies in the resources and support described under paragraph (2); and</text></paragraph><paragraph id="HE49C5635CD4E490FAEE208CB2E4AD6DB"><enum>(4)</enum><text>any recommendations for legislative actions necessary to address any challenges or needs faced by such providers that are identified by the report required in this subsection.</text></paragraph></subsection><subsection id="H281A8A980EC142D891F67B3EBDCD74B6"><enum>(b)</enum><header>Designated employee duties</header><text display-inline="yes-display-inline">The Administrator of the Small Business Administration shall designate a full-time employee within the Administration as a point of contact for for-profit child care providers. Such employee shall—</text><paragraph id="H6DEDCC0502B740BC82EDAB3DC61C09C1"><enum>(1)</enum><text>carry out the study required under subsection (a); and</text></paragraph><paragraph id="H3AA0B63F5230400AA6DD9ED8E8A74890"><enum>(2)</enum><text>provide recommendations to the Administrator on how to better deliver existing resources and support to for-profit child care providers. </text></paragraph></subsection><subsection id="H1D8013E2ED424565A411F430D9438478"><enum>(c)</enum><header>For-Profit child care provider defined</header><text>The term <term>for-profit child care provider</term> has the meaning given the term <term>eligible child care provider</term> in section 658P of the Child Care and Development Block Grant Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/9858n">42 U.S.C. 9858n</external-xref>) and is a provider that operates—</text><paragraph id="H24CF856EC47F49A58EA18CA36320894E"><enum>(1)</enum><text>on a for-profit basis; and</text></paragraph><paragraph id="H1AC31181D8C648409EACA75EB71A7996"><enum>(2)</enum><text display-inline="yes-display-inline">in one or more of the several States or the District of Columbia.</text></paragraph></subsection><subsection id="H95F5469D7BD548A2A2B2B5BE5886ADB9"><enum>(d)</enum><header>Compliance with CUTGO</header><text display-inline="yes-display-inline">No additional amounts are authorized to be appropriated to carry out this Act. This Act shall be carried out using amounts otherwise appropriated to the Administrator of the Small Business Administration.</text></subsection></section></legis-body></bill>
