which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National Security Act of 1947 to include school security as an element of the National Security Strategy, and for other purposes.</official-title></form><legis-body id="H1123E30E84FF40F8891F83580CF44492" style="OLC"><section id="H4BFE35AFCA014D1DA0FEB21EC4160F6A" section-type="section-one"><enum>1.</enum><header>Inclusion of school security in the National Security Strategy</header><text display-inline="no-display-inline">Section 108(b) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3043">50 U.S.C. 3043(b)</external-xref>) is amended—</text><paragraph id="H149CD161B47C4D6397C2D52B72F52B5E"><enum>(1)</enum><text>by redesignating paragraph (5) as paragraph (6); and</text></paragraph><paragraph id="HA06E116E88DE48A9B298BD8E865A5E28"><enum>(2)</enum><text>by inserting after paragraph (4) the following new paragraph:</text><quoted-block style="OLC" id="HDAA2663DF7DB4D0DB2E309BA3BEBDAAD" display-inline="no-display-inline"><paragraph id="HF584A95E30BB405E8545A51552DAFBD0"><enum>(5)</enum><text display-inline="yes-display-inline">The strategies and capabilities needed to ensure the safety and security of schools in the United States, including elementary schools, secondary schools, and institutions of higher education.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H4388366A544F45E29DAE04323BD31EB6"><enum>2.</enum><header>Assessment of threats to schools in the United States</header><subsection id="H68685DFB0F5B41D0AC5E0CF573919E66"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">The Secretary of Education and the Secretary of Homeland Security shall conduct a comprehensive assessment of threats to elementary schools, secondary schools, and institutions of higher education in the United States.</text></subsection><subsection id="H48FB8F60310045EB8B2854BB0E9F5886"><enum>(b)</enum><header>Consultation with States</header><text>In conducting the assessment subsection (a), the Secretary of Education and the Secretary of Homeland Security shall consult with the chief executive of each State.</text></subsection><subsection id="H26132A9C2141438BAA2954AB4AAB514B"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Education and the Secretary of Homeland Security shall jointly submit to the appropriate congressional committees and congressional leadership a report on the results of the assessment conducted under subsection (a).</text></subsection><subsection id="H01CD1FF4298A4FAE9655DC30DE32F513"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE529762708964065AF19C2C544C28647"><enum>(1)</enum><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="H4656B3108CE44983900E863AA085D4E7"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Health, Education, Labor, and Pensions and the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></subparagraph><subparagraph id="H0CF9C6D5625D4C7F961662C966A932D2"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Education and the Workforce and the Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph><paragraph id="H602E4A7C116A4C26BF12889B4E0A5F30"><enum>(2)</enum><text>The term <term>congressional leadership</term> means—</text><subparagraph id="HDAA25EC6C90648109146F6BFF1AD7A22"><enum>(A)</enum><text>the majority leader of the Senate;</text></subparagraph><subparagraph id="H3CFA56B4F3034F22A46E5DCC444F977A"><enum>(B)</enum><text>the minority leader of the Senate;</text></subparagraph><subparagraph id="HA701AA30B3084621AA6916817EF663D6"><enum>(C)</enum><text>the Speaker of the House of Representatives; and</text></subparagraph><subparagraph id="HF2EC920B3BD145DB8CA38B4823B8DA6E"><enum>(D)</enum><text>the minority leader of the House of Representatives.</text></subparagraph></paragraph><paragraph id="H5D74DDE0A5274972A0FBBEAF7FC926AE"><enum>(3)</enum><text>The terms <term>elementary school</term>, <term>secondary school</term>, and <term>State</term> have the meanings given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H77BB7669D01441099B005BAD7880CF69"><enum>(4)</enum><text>The term <term>institution of higher education</term> has the meaning given that term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
