<section id="H43333585135E4300ACE8E6E71DA85F30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamline Emergency Care Act</short-title></quote>. </text></section> <section id="HD6736B402EAC4763B6AAEB83A34A68FD"><enum>2.</enum><header>Grants for emergency room operations</header> <subsection id="HC072B8B604B74517A19F23E43764848E"><enum>(a)</enum><header>Awards</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>), acting through the Administrator of the Health Resources and Services Administration, shall carry out a program of awarding grants to eligible entities for expanding, modernizing, or streamlining emergency room operations.</text></subsection> 
<subsection id="HCB533CFDF14D4D558AB54D74483400D3"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">In this section, the term <term>eligible entity</term> means a health care provider that—</text> <paragraph id="HA8A05D9D5712409CB38CFD7301096759"><enum>(1)</enum><text display-inline="yes-display-inline">is a nonprofit organization; and</text></paragraph>
<paragraph id="H0D25828B7A8D41BB8245BDBD6A0F0056"><enum>(2)</enum><text display-inline="yes-display-inline">at the time of applying for a grant under this section, is already operating an emergency room.</text></paragraph></subsection> <subsection id="H4CE366C9F81742C28B91812F999762C0"><enum>(c)</enum><header>Amount</header><text>The amount of a grant under subsection (a) shall not exceed $500,000. </text></subsection> 
<subsection id="H047D365F5317455A9BF034539CE081D5"><enum>(d)</enum><header>Use of funds</header><text>A grant received under this section may be used for any of the following:</text> <paragraph id="H21BD58BFEBCE489A9CB2AF15166E40E3"><enum>(1)</enum><text>The hiring of individuals to work in the emergency room.</text></paragraph> 
<paragraph id="H5658CCFEC0ED4AAD8B7F67001E2DF83B"><enum>(2)</enum><text display-inline="yes-display-inline">The purchase of equipment to optimize and modernize emergency room capacity.</text></paragraph> <paragraph id="HF2C61C1611FA46FD986D4550FD02DC45"><enum>(3)</enum><text display-inline="yes-display-inline">Triage and other training to increase the capacity of existing personnel to assist in the emergency room.</text></paragraph> </subsection> 
<subsection id="H1E255BAD45FA4C55B1BA7FD35CB673FB"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than the end of the third fiscal year beginning after the date of enactment of this Act, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate a report on the effectiveness and impacts of the grant program under this section.</text> </subsection> <subsection id="H6CC8AFA63FC44011A5E4CD68C37D3D02"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">To carry out this section, there is authorized to be appropriated $20,000,000 for each of fiscal years 2024 through 2028.</text> </subsection> </section>
