R. 5870</legis-num><associated-doc role="report" display="yes">[Report No. 118–659]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20231002">October 2, 2023</action-date><action-desc><sponsor name-id="S001224">Mr. Self</sponsor> (for himself and <cosponsor name-id="M001220">Mr. McGarvey</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20240910">September 10, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on October 2, 2023</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to make certain improvements to the processing of claims for benefits under the laws administered by the Secretary of Veterans Affairs and the transparency of actions of Board of Veterans’ Appeals, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HVR00" reported-display-style="italic" id="H86179438884F45E288B994A836D7FE23"><section id="HB3D21AE802A04AB8A0F655455B21FA7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veteran Appeals Transparency Act of 2024</short-title></quote>. </text></section><section id="H38D0F7936F5A4E4A8147A33EAC05326A"><enum>2.</enum><header>Board of Veterans’ Appeals publication of dates of docket activity</header><text display-inline="no-display-inline">Section 7107 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="USC" id="H915E06460D9346028A942B0FE4BDDEF5" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="HE70CA05A5D214D1983EA6801ABA83C47"><enum>(f)</enum><header>Publication of expected actions</header><paragraph commented="no" display-inline="yes-display-inline" id="H89FE558B86434D36AB5B9E7FCD48CE81"><enum>(1)</enum><text>On a weekly basis, for each docket, the Board shall publish, on a website of the Department, notice of the docket dates of the cases assigned to a Board member for a decision for that week.</text></paragraph><paragraph id="HE4E1C2E8FA4949B5A2C1C4C940AB2D15" indent="up1"><enum>(2)</enum><text>Each notice published under paragraph (1) shall include a statement that an assignment described in such paragraph does not require the Board to issue a decision regarding the case during such week.</text></paragraph><paragraph id="H9A699B9A5D3C4A3DBF32DBC991EBFED1" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">Paragraph (1) shall not apply to a case—</text><subparagraph id="H29B6F3E5B525424C8E75329DE821AB20"><enum>(A)</enum><text>that has been advanced under subsection (b); or</text></subparagraph><subparagraph id="HFF0E80B28C13448A9AFBB60F19727104"><enum>(B)</enum><text display-inline="yes-display-inline">remanded by the United States Court of Appeals for Veterans Claims.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><endorsement display="yes"><action-date date="20240910">September 10, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
