<section id="H0F226C34211B41609BB1B00E449E3CEE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Academy Honor and Conduct Act</short-title></quote>.</text></section> <section id="H9CDD778152B149BF981724A2F0227BA3" section-type="subsequent-section"><enum>2.</enum><header>GAO report on honor codes and related adjudicatory processes of the Service Academies</header> <subsection id="H9AFE5FC968B548F4AEE0C2F658319E08"><enum>(a)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than February 1, 2024, the Comptroller General of the United States shall submit to the congressional defense committees an updated version of the 1995 report titled <quote>Department of Defense Service Academies: Comparison of Honor and Conduct Adjudicatory Processes</quote>. In such updated report, the Comptroller General shall include the following elements:</text>
<paragraph id="H2A2C74134ED44DB39B649DFBEF5082D6"><enum>(1)</enum><text>A comparison of the honor and conduct systems at each Service Academy, including punishments given for misconduct and performance issues.</text></paragraph> <paragraph id="HC506662E6F874D0AA2094469E5169755"><enum>(2)</enum><text>A description of how such systems provide due process protections for a cadet or midshipman.</text></paragraph>
<paragraph id="H62277DFD04DD4874B114E1360BFFE076"><enum>(3)</enum><text display-inline="yes-display-inline">A comparison of such systems to processes regarding military misconduct and the Uniform Code of Military Justice.</text></paragraph> <paragraph id="HA95843FFF7D14BE58342ECB5D5637885"><enum>(4)</enum><text display-inline="yes-display-inline">Whether certain honor or misconduct issues are included in the military service record of a cadet or midshipman who is commissioned as an officer in the Armed Forces upon graduation.</text></paragraph>
<paragraph id="HD2E183E66E19409F89667A5A5C9B90D8"><enum>(5)</enum><text display-inline="yes-display-inline">A description of how each Service Academy measures student conduct and performance trends.</text></paragraph> <paragraph id="H8EFED6D9BD0940CDAA6DDF5DEC477340"><enum>(6)</enum><text display-inline="yes-display-inline">A description of the attitudes and perceptions of cadets and midshipmen regarding such systems.</text></paragraph>
<paragraph id="H9474B12E76FA496D920B16C6B0764495"><enum>(7)</enum><text>Recommendations of the Comptroller General regarding how to improve such systems.</text> </paragraph></subsection> <subsection id="H76372954C2D542C0A00C0F323E70554D"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
<paragraph id="H82EA9901C55E4BD599396A39A5540CA1"><enum>(1)</enum><text>The term <term>congressional defense committees</term> has the meaning given such term in section 101 of title 10, United States Code.</text></paragraph> <paragraph id="H1ADB2CC7854E4FD0A40A64A19D6482BD"><enum>(2)</enum><text>The term <term>Service Academy</term> has the meaning given such term in section 347 of title 10, United States Code.</text></paragraph></subsection></section>
