Energy and Commerce, and in addition to the Committee on the Judiciary,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of
the committee concerned

A BILL
To prohibit the use of Federal funds from preventing a State from
implementing their own laws with respect to psilocybin.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Validating Independence for State
Initiatives on Organic Natural Substances Act of 2023'' or the
``VISIONS Act of 2023''.
SEC. 2. PROHIBITION ON THE USE OF FEDERAL FUNDS WITH RESPECT TO
PSILOCYBIN.
(a) Prohibition.--No Federal funds may be used to prevent any State
or unit of local government from implementing such State's or unit of
local government's own laws that authorize the use, distribution, sale,
possession, research, or cultivation of psilocybin.
(b) Definitions.--In this section:
(1) State.--The term ``State'' means each of the several
States, the District of Columbia, and any commonwealth,
territory, or possession of the United States.
(2) Unit of local government.--The term ``unit of local
government'' means a county, municipality, town, township,
village, or other unit of general government below the State
level.
