<section id="H3C580F6B96BE481D8D0EB2E12EE3C0A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Upholding the Power of the Purse Act</short-title></quote>. </text></section> <section id="H7F670D5289A647DF9695CFC410C82C06"><enum>2.</enum><header>Elimination of exceptions to Miscellaneous Receipts Act</header> <subsection id="H349B52CBA994404EB8D23BF653239778"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3302 of title 31, United States Code, is amended—</text> 
<paragraph id="HE38606ACC7F9437FA27C8503BD88F574"><enum>(1)</enum><text>in subsection (a) by striking <quote>Except as provided by another law</quote> and inserting <quote>Except as provided in subsection (c)(3)</quote>; and</text></paragraph> <paragraph id="HFA4DFDD8E3F3430A9A23023C783A4E11"><enum>(2)</enum><text>in subsection (c), by add at the end the following:</text>

<paragraph id="H47C0B2C167134EF5A448378F4AF2BCC1"><enum>(3)</enum><text display-inline="yes-display-inline">The requirement in subsection (b) shall not apply to any Federal program under which the Government is a custodian of money for States or units of local government, or under which the Government disperses amounts to States or units of local government.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection> <subsection id="HF5AF1A41EFA242A59DE3E444033AD5F9"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall begin to apply in fiscal year 2024.</text></subsection></section>
