<section id="H2D027069413E4EF08632AB1B35E2816B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Neighborhood Options for Patients Buying Medicines Act</short-title></quote> or the <quote><short-title>NO PBMs Act</short-title></quote>.</text></section> <section id="HDE93AA9451A74389B2E06A1009372359"><enum>2.</enum><header>Assuring pharmacy access and choice for Medicare beneficiaries</header><text display-inline="no-display-inline">Section 1860D–4(b)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-104">42 U.S.C. 1395w–104(b)(1)</external-xref>) is amended by striking subparagraph (A) and inserting the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="HBD5BB7A0E20D40D7B07A56CD2E69D12B"> 
<subparagraph id="HD84D12CB3F1F46ED9AC82762CAF9FCF9"><enum>(A)</enum><header>In general</header> 
<clause id="H3CA3597B3B3E4E40B271B01A296A86F6"><enum>(i)</enum><header>Participation of any willing pharmacy</header><text>A PDP sponsor offering a prescription drug plan or a pharmacy benefit manager acting to develop a pharmacy network on behalf of such plan shall permit the participation of any pharmacy that meets the standard contract terms and conditions under such plan to participate as a network pharmacy of such plan.</text></clause> <clause id="H66E2E68F19734714B0936B726B79C8AC"><enum>(ii)</enum><header>Contract terms and conditions</header><text>In accordance with clause (i), contract terms and conditions offered by such PDP sponsor or pharmacy benefit manager shall be reasonable and relevant. Notwithstanding any other provision of law, not later than January 1, 2026, the Secretary shall establish standards for reasonable and relevant contract terms and conditions for purposes of this clause.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
