improvements to the Small Business Development Center Program, and for other purposes.</official-title></form><legis-body id="HA252397F60CF48EE8F387F6A1F3C74C7" style="OLC"><section id="HE55474705A154B87B1845B39B984B353" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Development Centers Improvement Act of 2023</short-title></quote>.</text></section><section id="H167F154ECED34FA292923F7DFCB40C89"><enum>2.</enum><header>Use of authorized entrepreneurial development programs</header><subsection id="H4A61848E45FF4D9DB64FCBF7E6FFB07F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is amended—</text><paragraph id="H6DE465ED04F746D18784CFD625EC861D"><enum>(1)</enum><text>by redesignating section 49 as section 50; and</text></paragraph><paragraph id="H342699B6D8FA4E4DBA944B4D127E9AB7"><enum>(2)</enum><text>by inserting after section 48 the following new section:</text><quoted-block id="H5330472D6C12468CB464B7CFBE8623C5" style="OLC"><section id="H314AEC2F4D8E46659AD29D6BCC4692E0"><enum>49.</enum><header>Use of authorized entrepreneurial development programs</header><subsection id="HEE7545B7CE2446738E55461B7C27C42F"><enum>(a)</enum><header>Expanded support for entrepreneurs</header><paragraph id="H1F5DE5F032454B2E89C179543816479E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law and except as provided in paragraph (3), the Administrator—</text><subparagraph id="H52221518985449DDB463FFC4D69E6807"><enum>(A)</enum><text display-inline="yes-display-inline">shall only deliver entrepreneurial development services, entrepreneurial education, or support for the development and maintenance of the Regional Innovation Clusters Program (or similar business training services) through a program of the Administration that was established before the date of the enactment of this section; and</text></subparagraph><subparagraph id="H6B4D1D6BC7AE4922A041E102C343ECEC"><enum>(B)</enum><text display-inline="yes-display-inline">may not establish a program after the date of the enactment of this Act to provide such services, education, or support without explicit authority provided by an Act of Congress.</text></subparagraph></paragraph><paragraph id="H2F0B3FDEB5D24898813C1FB05C39DAAF"><enum>(2)</enum><header>Notification</header><text display-inline="yes-display-inline">The Administrator shall notify Congress before providing any services, education, or support described in paragraph (1)(A).</text></paragraph><paragraph id="H6ADAC6F0380B44C59348206B9A23F2A4"><enum>(3)</enum><header>Exception</header><text display-inline="yes-display-inline">This section does not apply to services provided to assist small business concerns owned by an Indian tribe (as such term is defined in section 8(a)(13)).</text></paragraph></subsection><subsection id="H1BF04BEE706D42BE807F8102C735A7B8"><enum>(b)</enum><header>Annual report</header><text display-inline="yes-display-inline">The Administrator shall include in the annual report required under section 10(a) the following information:</text><paragraph id="HED061469C06747FA80F2B5218D69D3EA"><enum>(1)</enum><text display-inline="yes-display-inline">A list of all covered activities undertaken through a program of the Administration during the fiscal year preceding the date of the report, including—</text><subparagraph id="H2498425D01264D0DB5DABD614A4BE736"><enum>(A)</enum><text display-inline="yes-display-inline">a description and operating details for each such program and the covered activities conducted under each such program;</text></subparagraph><subparagraph id="H04538A91940D4E84ABA16C14D35E67E3"><enum>(B)</enum><text display-inline="yes-display-inline">operating circulars, manuals, notices of awards, notices of funding opportunities, and standard operating procedures for each such program and the covered activities conducted under each such program;</text></subparagraph><subparagraph id="HCD35F5C07CEC47939EB386FB47C82D17"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the process used to provide awards for covered activities conducted under each such program;</text></subparagraph><subparagraph id="H4FB7B2ABD76941229A43C1A6148DE3A4"><enum>(D)</enum><text display-inline="yes-display-inline">a list of all recipients of awards under each such program, contractors, and vendors (including organization name and location) and the amount of awards provided during the fiscal year preceding the date of the report for such programs and activities performed under such programs;</text></subparagraph><subparagraph id="H3AE8C1F17F354067A862AA3588E512DF"><enum>(E)</enum><text display-inline="yes-display-inline">the total amount of funding obligated for each such program and the covered activities conducted under each such program for the fiscal year preceding the date of the report; and</text></subparagraph><subparagraph id="H11ED999F2D454BB28BDA957152E036F3"><enum>(F)</enum><text display-inline="yes-display-inline">the names and titles of the individuals responsible for carrying out each such program.</text></subparagraph></paragraph><paragraph id="H400F3C1B172E4F72A90B475C84D72211" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Covered activity defined</header><text display-inline="yes-display-inline">In this subsection, the term <term>covered activity</term> means entrepreneurial development services, entrepreneurial education, or support for the development and maintenance of the Regional Innovation Clusters Program (or similar business training services).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H52794554042D4DF196B9071280A45FF7"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">Subsection (b) of section 49 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/639">15 U.S.C. 639</external-xref>), as added by this section, shall apply with respect to the first annual report required under section 10(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/639">15 U.S.C. 639(a)</external-xref>) after October 1, 2023.</text></subsection></section><section id="H0803AAA684B748729BCD289806D6A502"><enum>3.</enum><header>Data collection by the small business development center association, women’s business centers, and SCORE</header><subsection id="H025A7CEBE2F040FFB749E0A36F9D8765"><enum>(a)</enum><header>In general</header><text>Section 21(a)(3)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(3)(A)</external-xref>) is amended—</text><paragraph id="HF3ABA42D15784A939E7DE9667B9AEED2"><enum>(1)</enum><text>by striking <quote>as provided in this section and</quote> and inserting <quote>as provided in this section,</quote>; and</text></paragraph><paragraph id="H4AE49A41DD794C67A257A83FD77D2329"><enum>(2)</enum><text>by inserting before the period at the end the following: <quote>, and (iv) governing data collection activities related to applicants receiving grants under this section</quote>.</text></paragraph></subsection><subsection id="H31D690C00F3E43389062B9F70A72F133"><enum>(b)</enum><header>Working group To improve data collection</header><paragraph id="HAE9486A847BD4C4C863231E7EE5E1C86" commented="no"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Administrator of the Small Business Administration shall establish a group to be known as the <quote>Data Collection Working Group</quote> consisting of—</text><subparagraph id="H3D8EC1749FD4488B92B7BF5235D00359" commented="no"><enum>(A)</enum><text>entrepreneurial development grant recipients;</text></subparagraph><subparagraph id="H71D111FD36FA4DF5A65C0760EAE02F24" commented="no"><enum>(B)</enum><text>associations and organizations representing such recipients;</text></subparagraph><subparagraph id="H38E6D89E0FC5401F96C917D13A4D982E" commented="no"><enum>(C)</enum><text>contractors that handle data systems for women’s business centers (as described under section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>)), small business development centers (as defined in section 3 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)), and chapters of the Service Corps of Retired Executives (established under section 8(b)(1)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>)); and</text></subparagraph><subparagraph id="HF0DC45F04AD04747B6E0089B6FA8B497" commented="no"><enum>(D)</enum><text>officials from the Small Business Administration.</text></subparagraph></paragraph><paragraph id="HF9474AE302FE4E35A059064175EEB87A" commented="no"><enum>(2)</enum><header>Responsibilities</header><text>The Data Collection Working Group shall—</text><subparagraph id="H9BB9F3E6205648D7ACBDAD6010AA56DD" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">determine the best methods for conducting data collection activities for the Small Business Development Center Program, women’s business centers, and chapters of the Service Corps of Retired Executives; and</text></subparagraph><subparagraph id="H43DE6D97D99A4F6C88B08D4EB74F545B" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">develop recommendations to create or revise existing systems dedicated to data collection for the Small Business Development Center Program, women’s business centers, and chapters of the Service Corps of Retired Executives.</text></subparagraph></paragraph><paragraph id="H9F0D630AD48044B7BC3675A0E90A466C"><enum>(3)</enum><header>Report</header><text>Not later than the end of the 180-day period beginning on the date of the enactment of this Act, the Data Collection Working Group shall issue a report to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate containing the findings and determinations of the Data Collection Working Group pursuant to paragraph (2), including—</text><subparagraph id="HB02FCCCB64C64B66B4C5C2C15702CB0A" commented="no"><enum>(A)</enum><text>the recommendations developed under paragraph (2)(B); and</text></subparagraph><subparagraph id="HF33BF174178E4A36A4E0AA48374C21D4"><enum>(B)</enum><text>a proposed plan for the Administrator of the Small Business Administration to implement such recommendations.</text></subparagraph></paragraph></subsection></section><section id="HAB515C49B1734E628665599655791F63"><enum>4.</enum><header>Marketing of services</header><text display-inline="no-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended by section 14, is further amended by adding at the end the following:</text><quoted-block id="H8F9B571EDA304165AE88AF55BD663E0A" style="OLC"><subsection id="H31C147D96FB2408BBCA551272649B8C1"><enum>(q)</enum><header>No prohibition of marketing of services</header><text display-inline="yes-display-inline">An applicant receiving a grant under this section may use up to 10 percent of program funds to market and advertise the services of such applicant to individuals and small business concerns.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H27745B1D1E2E4FB69CBFAC671EAD694D"><enum>5.</enum><header>Fees from private partnerships</header><text display-inline="no-display-inline">Section 21(a)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(3)</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H0B5FA20F48674650BAD9F67F2BE6A5C7" style="OLC"><subparagraph id="H1F51F3B540E14C1DB2F91BCCE0A0E1F8" indent="up1"><enum>(D)</enum><header>Fees from private partnerships and cosponsorships</header><text>A small business development center that participates in a private partnership or cosponsorship, in which the Administrator or designee of the Administrator also participates, may collect fees or other income related to the operation of such private partnership or cosponsorship.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H6F658286758C44EEA0F7D2E11BB61728"><enum>6.</enum><header>Equity for small business development centers</header><text display-inline="no-display-inline">Subclause (I) of section 21(a)(4)(C)(v) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)(v)(I)</external-xref>) is amended to read as follows:</text><quoted-block id="H15E8510D5DED40FBB4277B6B4B4030D2" style="OLC"><subparagraph id="HA65BFCB9640B4E86AE35799890D620A9"><enum>(I)</enum><header>In general</header><text>Of the amounts made available in any fiscal year to carry out this section, not more than $600,000 may be used by the Administration to pay expenses enumerated in subparagraphs (B) through (D) of section 20(a)(1).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H19DCC04C345A4DDFAD9BCB78DE52CA07"><enum>7.</enum><header>Confidentiality requirements</header><text display-inline="no-display-inline">Section 21(a)(7)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(7)(A)</external-xref>) is amended—</text><paragraph id="HD0DDB67C64C64A83A92A394EC27B22FA"><enum>(1)</enum><text>by striking <quote>or telephone number</quote> and inserting <quote>, telephone number, or email address</quote>; and</text></paragraph><paragraph id="H0F917D0ED6F9469DA4BD57D5C1C9477E"><enum>(2)</enum><text>by inserting <quote>, or the nature or content of such assistance, to any State, local, or Federal agency, or to any third party</quote> after <quote>receiving assistance under this section</quote>.</text></paragraph></section><section id="H520AFE3C7FB14D9C9A158EEEE092DE6F"><enum>8.</enum><header>Limitation on award of grants to small business development centers</header><subsection id="HB246885E3F0048A5839BADF49A690957"><enum>(a)</enum><header>In general</header><text>Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>), as amended by this Act, is further amended—</text><paragraph id="H7C455C24D0BF47959E0BCA62057C85FD"><enum>(1)</enum><text>in subsection (a)(1)—</text><subparagraph id="HCCA0D4E925764C479BE9E896F68FA64A"><enum>(A)</enum><text>by striking <quote>any women’s business center operating pursuant to section 29,</quote>;</text></subparagraph><subparagraph id="H19387BB1E56A4EC0897149209B337104"><enum>(B)</enum><text>by striking <quote>or a women’s business center operating pursuant to section 29</quote>; and</text></subparagraph><subparagraph id="H2B3E16CFF9F74DDB86BC9AE9840F8DF0"><enum>(C)</enum><text>by striking <quote>and women’s business centers operating pursuant to section 29</quote>; and</text></subparagraph></paragraph><paragraph id="H3656A01A0C824232A2895E2A49FCE2E8"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block id="HC1C1656438604736AF50EE4FC5624AB0" style="OLC"><subsection id="H0AD6A99AD9664316B2A20A6DE6EABADD"><enum>(r)</enum><header>Limitation on award of grants</header><text>Except for institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>), and notwithstanding any other provision of law, the Administrator may not award a grant or contract to, or enter into a cooperative agreement with, an entity under this section unless that entity—</text><paragraph id="H48E53011CDEA4896B54EB26B44FD1FB1"><enum>(1)</enum><text>received a grant or contract from, or entered into a cooperative agreement with, the Administrator under this section before the date of the enactment of this subsection; and</text></paragraph><paragraph id="H7C392E77C3F14CEB9052A6E40934ECC4"><enum>(2)</enum><text>seeks to renew such a grant, contract, or cooperative agreement after such date.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HE80D7398FDE24429993914D3B0332396"><enum>(b)</enum><header>Rule of construction</header><text>The amendments made by this section may not be construed as prohibiting a women’s business center (as described under section 29 of the Small Business Act) from receiving a subgrant from an entity receiving a grant under section 21 of the Small Business Act.</text></subsection></section><section id="HB56161CD7AFC49909801CA7EABF3E6BD"><enum>9.</enum><header>Management of program activities</header><text display-inline="no-display-inline">Section 21(a)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(3)</external-xref>), as amended by section 5, is further amended—</text><paragraph id="H5385C12ABFE84891BD24BDD70B7CA2BE"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>upon, with full participation of both parties,</quote> and inserting <quote>upon with the full participation of all parties (including the association authorized in subparagraph (A)), and carried out</quote>;</text></paragraph><paragraph id="H75C6D864216A45E1A474D7C9F6910608"><enum>(2)</enum><text>in subparagraph (A), by striking <quote>and develop</quote> and inserting <quote>and negotiate the development of</quote>; and</text></paragraph><paragraph id="H95574D6A30294B838C22AB4A6B139061"><enum>(3)</enum><text>in subparagraph (C)—</text><subparagraph id="H515B47656D5947F3946CCA2861C8439C"><enum>(A)</enum><text>by striking <quote>Whereas</quote>;</text></subparagraph><subparagraph id="H982985E1E2344C918B19875AD10412E0"><enum>(B)</enum><text>by inserting <quote>Program</quote> after <quote>Center</quote>;</text></subparagraph><subparagraph id="H0FAB58DEAE20497980507202FFD14AA8"><enum>(C)</enum><text>by striking <quote>National</quote> and inserting <quote>national</quote>; and</text></subparagraph><subparagraph id="H629F12D6247E430BB0053B5C29EFAC1E"><enum>(D)</enum><text>by moving such subparagraph 2 ems to the left.</text></subparagraph></paragraph></section><section id="H7A78CE2497AD49408A4189EC9852FA0B"><enum>10.</enum><header>Authorization of appropriations for formula grants received by States</header><text display-inline="no-display-inline">Section 21(a)(4)(C) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(C)</external-xref>) is amended—</text><paragraph id="H636AF8AA770F4C489312ED29390DE958"><enum>(1)</enum><text>in clause (vii), by striking <quote>this subparagraph—</quote> and all that follows through the period at the end and inserting <quote>this subparagraph $175,000,000 for each of fiscal years 2024 through 2027.</quote>; and</text></paragraph><paragraph id="H59DC7A4713394A50924F3890035D9C2A"><enum>(2)</enum><text>in clause (viii)—</text><subparagraph id="H0552D963CDAA4B5EB0C016A0E9438E94"><enum>(A)</enum><text>by striking <quote>shall reserve not less than $1,000,000</quote> and inserting <quote>shall reserve not more than $2,000,000</quote>; and</text></subparagraph><subparagraph id="HBB4E7E0D0AE445B4912DEA5930BAD2FB"><enum>(B)</enum><text>by striking <quote>shall not exceed $100,000</quote> and inserting <quote>shall not exceed $200,000</quote>.</text></subparagraph></paragraph></section><section id="HF8D44FE0319D4976A3A1D8C1E8AF60AB" commented="no"><enum>11.</enum><header>Requirements relating to matching funds</header><text display-inline="no-display-inline">Section 21(a)(4)(A) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(4)(A)</external-xref>) is amended by adding at the end the following new sentence: <quote>Such matching funds shall be evidenced by good faith assertions from the applicant, and the expenditure of matching funds shall not be made a prerequisite of the reimbursement of Federal funds, notwithstanding the final reconciliation payment for the close-out of each award.</quote>.</text></section><section id="H5C6607F70B6247399AEA9F7B081117E8" commented="no"><enum>12.</enum><header>Contract prerequisites</header><text display-inline="no-display-inline">Section 21(a)(5)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(a)(5)(B)</external-xref>) is amended by adding at the end the following: <quote>If the Associate Administrator fails to issue a determination of an approval for a contract within 10 days after receipt of a request for such determination, such contract shall be deemed to be approved.</quote>.</text></section><section id="HDC233487725A4331BB290D6C07E0F048"><enum>13.</enum><header>Duties of the Associate Administrator for Small Business Development Centers</header><text display-inline="no-display-inline">Section 21(h)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648(h)(2)</external-xref>) is amended by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="HED1C639CE75047AA9A03FA1871F46B9F" display-inline="no-display-inline"><subparagraph id="H8EE9A4FB38F54A6299FBB0B549310ED5"><enum>(C)</enum><header>Marketing</header><text display-inline="yes-display-inline">The Associate Administrator for Small Business Development Centers shall market and advertise the Small Business Development Center Program and participants in such Program as a resource available to any Federal program providing assistance to small business concerns.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H76A852CB979F4CC79EE5BF4A68F25C98"><enum>14.</enum><header>Annual report on entrepreneurial development activities</header><text display-inline="no-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1253039AFE1C4BDB8C2A913B28AED306"><subsection id="H6B34810E1371490A9D68E7C0FA82946C"><enum>(p)</enum><header>Small business development centers annual report</header><text display-inline="yes-display-inline">Beginning on the first December 1 after the date of the enactment of this subsection, the Administrator shall annually submit to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a report on the entrepreneurial development activities undertaken during the fiscal year preceding the date of the report through the Small Business Development Center Program (in this subsection referred to as the <quote>Program</quote>), including—</text><paragraph id="H229A3045D45A48E49CA77A757804D13C"><enum>(1)</enum><text>the total number of hours of counseling and training services provided through the Program;</text></paragraph><paragraph id="HBB62B7B732374694BF9D0012D60CE0E9"><enum>(2)</enum><text>to the extent practicable, the demographics of participants in the Program, which shall include the gender, race, and age of each such participant;</text></paragraph><paragraph id="H7635C5422A6B4118BA004F68EA7E7FF6"><enum>(3)</enum><text>the number of participants in the Program who are veterans;</text></paragraph><paragraph id="HD34D92D8F126466683C4E206CF67C5B8"><enum>(4)</enum><text>the number of new businesses started by participants in the Program;</text></paragraph><paragraph id="H604F5B13FC034CA2BCC127DDBBE81B3B"><enum>(5)</enum><text>to the extent practicable, the number of jobs created or retained with assistance from the Program;</text></paragraph><paragraph id="H06ADF56B36C346E1BFD7124A273515E2"><enum>(6)</enum><text display-inline="yes-display-inline">to the extent practicable, the amount of capital secured by participants in the Program, including through loans and equity investment;</text></paragraph><paragraph id="HF4101351AB094FAB9E3C7524C83D65C9"><enum>(7)</enum><text>the number of participants in the Program receiving financial assistance, including the type and dollar amount, under a loan program of the Administration;</text></paragraph><paragraph id="HDF48C1053D99406B8D0055EB13571AE5"><enum>(8)</enum><text>an estimate of gross receipts, including (to the extent practicable) a description of any change in revenue, of small business concerns assisted through the Program;</text></paragraph><paragraph id="H9A3224835C2F4CF28B6ACC944A0FEC1E"><enum>(9)</enum><text>the number of referrals of individuals counseled or trained through the Program to other resources and programs of the Administration;</text></paragraph><paragraph id="H196199CA32D043A7BA764F1FDB568639"><enum>(10)</enum><text>the results of satisfaction surveys of participants in the Program, including a summary of any comments received from such participants; and</text></paragraph><paragraph id="H42D4C9BDD63E4627BBF87FC76FA79520" commented="no"><enum>(11)</enum><text>any recommendations by the Administrator or the National Small Business Development Center Advisory Board (established under subsection (i)) to improve the delivery of services by the Program.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
