which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of the Interior to establish a grant program to provide funding for memorials honoring veterans, law enforcement officers, and firefighters, and for other purposes.</official-title></form><legis-body id="H0940A356CA6D4A0482D0927A1278569E" style="OLC"><section id="H8F269FA383AC4B3C91B07BA62CC9C499" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Remembering Our Local Heroes Act</short-title></quote>.</text></section><section id="H9A21BCDF128D4B0FBC50876ECA268DA3"><enum>2.</enum><header>Grant program for memorials</header><subsection id="H2B5ECFA687154D478D06CD1DA24A9E73"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 6 months after the date of the enactment of this Act, the Secretary shall establish a grant program to fund construction, restoration, renovation, and maintenance for covered memorials. </text></subsection><subsection id="H03B12491F1FB4A5BAD4B1AF6494619B5"><enum>(b)</enum><header>Eligible entities</header><paragraph id="HCF4874431C364A25A02B1A0086918B4E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out the Program, the Secretary may award grants to units of local government and nonprofit organizations.</text></paragraph><paragraph id="HB56DF96C002F4AEA84012EFCDDA04C2E"><enum>(2)</enum><header>Applications</header><text>To be eligible for a grant under the Program, a unit of local government or nonprofit organization shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph><paragraph id="H0765EF3827D347CF981A8C711C7D63C7"><enum>(3)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under the Program, the Secretary shall give priority to grants that will fund projects—</text><subparagraph id="H4BC640813A2741388B34CC3ECAF4A704"><enum>(A)</enum><text>for which strong support is demonstrated from the local community; and</text></subparagraph><subparagraph id="HED08327332C04FBD8001B23DE3D8286A"><enum>(B)</enum><text display-inline="yes-display-inline">that memorialize individuals or groups, living or deceased—</text><clause id="HE2CE7670055E422FBC07E1A2384880F4"><enum>(i)</enum><text>who are broadly viewed to have contributed positively, in a manner demonstrating exemplary public service, to their community or to the United States; or</text></clause><clause id="H4FA56105C64242308ECA308C0D1E5392"><enum>(ii)</enum><text>who distinguished themselves through acts of bravery in which they risked their lives. </text></clause></subparagraph></paragraph></subsection><subsection id="H493DDAFD437B4756829CFC327C08D0B1"><enum>(c)</enum><header>Use of funds</header><text>Grant funds awarded under the Program may only be used for construction, restoration, renovation, or maintenance for covered memorials.</text></subsection><subsection id="H9F2F03B0A7B9420CAC060080250EDBF0"><enum>(d)</enum><header>Limitation on grants</header><paragraph id="H042EEB125BB6423496C853D24712B96E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may not award more than 1 grant in a fiscal year with respect to any single—</text><subparagraph id="H1B763FFF0B864A56BB80AC92DC6376DB"><enum>(A)</enum><text>unit of local government or nonprofit organization; or</text></subparagraph><subparagraph id="H0122D803FF3E48FCA1C3E386FA352EF5"><enum>(B)</enum><text>covered memorial. </text></subparagraph></paragraph><paragraph id="HF194EF51E4D54233B910E1369E16760E"><enum>(2)</enum><header>Amount</header><text>No grant awarded under the Program may exceed $100,000.</text></paragraph></subsection><subsection id="HF6A9D13F926B40B1AF2DC26D02E9428B"><enum>(e)</enum><header>Matching requirement</header><paragraph id="H3DB50B6474E74492817E4CBF7AB99C54"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The recipient of a grant under the Program shall provide non-Federal matching funds equal to not less than 50 percent of the grant.</text></paragraph><paragraph id="H2C453B94D8E4495BB868ADED91D1ECFF" commented="no"><enum>(2)</enum><header>In-kind support</header><text display-inline="yes-display-inline">The non-Federal matching funds described in paragraph (1) may include in-kind support.</text></paragraph></subsection><subsection id="H5F7CC1320EB94D15B7825E740D132877" commented="no"><enum>(f)</enum><header>Authorization</header><text>There is authorized to be appropriated to the Secretary to carry out the Program $2,000,000 for each of fiscal years 2024 through 2028.</text></subsection><subsection id="H6AFFEAF86CF647329F8E1D92E65AB579"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA2CB119E94E74DE0B7072226F18F1E3A" commented="no"><enum>(1)</enum><header>Covered memorial</header><subparagraph id="HAFC193BCC13A4E7C8E7A36A02C9D7F0F" commented="no"><enum>(A)</enum><header>In general</header><text>The term <term>covered memorial</term> means any statue, monument, sculpture, memorial, plaque, inscription, or other structure or landscape feature, including a garden or memorial grove that is—</text><clause id="H1685442C627D4E51BAC6C6235BC89154" commented="no"><enum>(i)</enum><text>owned or administered by a unit of local government or nonprofit organization; and </text></clause><clause id="H4CF5F25307524517A0285CD54C8FD4F1" commented="no"><enum>(ii)</enum><text>designed to perpetuate in a permanent manner the memory of individuals or groups, living or deceased, who—</text><subclause id="H0C8DE95CCBDD4C018A2967AB2C528D0D"><enum>(I)</enum><text>are veterans of the Armed Forces who served on or after April 6, 1917;</text></subclause><subclause id="H23793DD52DD244348B9496533B5DF8BC"><enum>(II)</enum><text>are members of the Armed Forces killed while on active duty as a result of injuries incurred in the line of duty on or after April 6, 1917;</text></subclause><subclause id="HAE51F2B28FF24FF684F05AD55C701898"><enum>(III)</enum><text>have served as law enforcement officers; or</text></subclause><subclause id="HD81899627E7A4862BD841AA071DACF1C"><enum>(IV)</enum><text>have served as firefighters. </text></subclause></clause></subparagraph><subparagraph id="H18785EF63C6441BDBBD08A303B695779" commented="no"><enum>(B)</enum><header>Exception</header><text>The term <term>covered memorial</term> does not include any item listed in subparagraph (A) that is located within the interior of a structure or a structure which is primarily used for other purposes.</text></subparagraph></paragraph><paragraph id="HB9C8C99D9BB146F8B698B2172402991B"><enum>(2)</enum><header>Program</header><text>The term <term>Program</term> means the grant program established under this section.</text></paragraph><paragraph id="H262FE75AB9C24C08AB04AB100FDB6161"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="HFD68C1F9EBB842AEA9685021744C342C"><enum>(4)</enum><header>Unit of local government</header><text display-inline="yes-display-inline">The term <term>unit of local government</term> means—</text><subparagraph id="H052F9DB5D459457DB930A754D6BDCECD"><enum>(A)</enum><text>a unit of general government below the State level, including a city, county, municipality, town, township, or village;</text></subparagraph><subparagraph id="H11703E268E894244871F598C7B6B0751"><enum>(B)</enum><text>the government of the District of Columbia;</text></subparagraph><subparagraph id="H2A8906BFD7484C91A3C43962674DBED3"><enum>(C)</enum><text display-inline="yes-display-inline">the government of, or a unit of general government within, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, the Virgin Islands of the United States, and any other territory or possession of the United States; or</text></subparagraph><subparagraph id="HB41A91637C4A44669CAED6384058AA79"><enum>(D)</enum><text>the Tribal Government of a federally recognized Indian Tribe. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
