which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Comptroller General of the United States to submit a report on the effects of the fentanyl crisis, and for other purposes.</official-title></form><legis-body id="H4651D49AE79C4C12B84310B26353D325" style="OLC"><section id="H6DE1313F9463498BA8A05529E958E55E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fentanyl Crisis Research and Evaluation Act</short-title></quote>. </text></section><section id="H9F4CA97F8E3A4C749EF96279239656A1"><enum>2.</enum><header>Report on the fentanyl crisis</header><subsection id="HAF89E51866CA419C9130F2ED006DE7BA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report on the fentanyl crisis.</text></subsection><subsection id="H71CA2B855F9642038EECDB7CA63B7833"><enum>(b)</enum><header>Report</header><text>The report shall include information related to the fentanyl crisis, including the following:</text><paragraph id="HFBE281AAECF947948099597A8D41F22C"><enum>(1)</enum><text>The effects, and implications of such effects, on—</text><subparagraph id="H003E1615E93246689D6A393A9BCF9C0E"><enum>(A)</enum><text display-inline="yes-display-inline">the general labor market, disaggregated by race and gender, including—</text><clause id="H34AE48A3631F41E39B28D9F5DC14CE96"><enum>(i)</enum><text>the unemployment rate;</text></clause><clause id="H370D99E4F036442995F7655E325A0B9D"><enum>(ii)</enum><text>the employment to total population ratio;</text></clause><clause id="HE202FF3FCB5C42BCA231A652706F9362"><enum>(iii)</enum><text>the population that is age 16 or older; and</text></clause><clause id="HDFB8201AF39E47A2ACB7039A20620976"><enum>(iv)</enum><text>the population that is not younger than age 25 or older than age 54;</text></clause></subparagraph><subparagraph id="H58C790E2688842C9B537A26ED30187E5"><enum>(B)</enum><text display-inline="yes-display-inline">industry sectors, such as construction and finance;</text></subparagraph><subparagraph id="H6D6E3C21906648F7B133177291BE4C2E"><enum>(C)</enum><text>Federal tax revenue;</text></subparagraph><subparagraph id="H1973BB7E55AF45A2ABF42B7DDBB98F7B"><enum>(D)</enum><text>means-tested Federal benefits programs, including Medicaid;</text></subparagraph><subparagraph id="H30CF62D24E7C4F5E9C743CD5F95CA57B"><enum>(E)</enum><text>Federal health programs, including Medicare;</text></subparagraph><subparagraph id="H9715E64871EC4185A7F675501E646C44"><enum>(F)</enum><text>housing instability, including evictions, foreclosures, and homelessness, and the economic effect on individuals experiencing such instability; and</text></subparagraph><subparagraph id="HE2295EC860AA43BAA9340EDEFC8F16DF"><enum>(G)</enum><text>State finances, including the resulting effect on the Federal Government.</text></subparagraph></paragraph><paragraph id="H5A8990AF13884A428843CE7F781025EF"><enum>(2)</enum><text>Information on—</text><subparagraph id="H76231B515B7F47E19785C64C1C2E1EC0"><enum>(A)</enum><text>the availability of each Federally assisted rental housing program to individuals with a known drug conviction;</text></subparagraph><subparagraph id="HB21A8298E638477EA4497AB736B22683"><enum>(B)</enum><text>the number of individuals age 18 or younger who have died from a fentanyl overdose; and</text></subparagraph><subparagraph id="H8759AB2290584E9397CEE9A8714479B8"><enum>(C)</enum><text>actions the Federal Government can take to—</text><clause id="HCB074C7D527549EF85C0B9982631CDCA"><enum>(i)</enum><text>mitigate the burden of the fentanyl crisis on States; and </text></clause><clause id="HD30E3328E179491AB3B4C0A5D671C059"><enum>(ii)</enum><text display-inline="yes-display-inline">efficiently address such crisis.</text></clause></subparagraph></paragraph></subsection><subsection id="HA415E00C1C064F04BFDD4BA150759DAB"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="H0BB1EA2D7FAD4FA6A4443A407BC9F0C3"><enum>(1)</enum><header>Federally assisted rental housing</header><text>The term <term>Federally assisted rental housing</term> means a residential dwelling unit that is made available for rent and for which assistance is provided, or that is part of a housing project for which assistance is provided, under any program administered by the Secretary of Housing and Urban Development or the Secretary of Agriculture.</text></paragraph><paragraph id="HC54039255D7E4766ABD0948FB1E096B4"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means each of the 50 States. </text></paragraph></subsection></section></legis-body></bill>
