<section id="HF2EE651D57514918BFA91F7F403FDBD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Farm to Fuselage Act</short-title></quote>.</text></section> <section id="H00BEF28EA7A64352938B1EAAB73A08C5"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
<paragraph id="HC0E0FEDD295B44AB99EA8C5F721E4036"><enum>(1)</enum><text display-inline="yes-display-inline">Sustainable aviation fuels have the capacity to increase domestic energy security, support the agriculture sector, and foster the farm economy by accelerating the availability of a commercially viable and sustainable aviation biofuel industry in the United States.</text></paragraph> <paragraph id="HD6EB300F586D4142AEE2824248167571"><enum>(2)</enum><text>Sustainable aviation fuels provide a critical opportunity to support America’s farmers and the rest of the agricultural sector in its partnership with the aviation sector to support rural economic development.</text></paragraph>
<paragraph id="H0710B294EBA847DC8A55F22AFE5068E2"><enum>(3)</enum><text>Sustainable aviation fuels will expand domestic energy capacity and create new markets for America’s farmers while providing a new energy resource for the aviation sector.</text></paragraph></section> <section id="H8D8E10DE6F78456187CD4809FF560D15" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Updating the Biomass Research and Development Board</header><text display-inline="no-display-inline">The Secretary of Agriculture shall determine whether the Biomass Research and Development Board established by section 9008 of the Farm Security and Rural Investment Act of 2002 has the requisite expertise to evaluate research proposals and coordinate development activities relating to sustainable aviation fuels and, based on the determination, make such changes to the composition of the board and board procedure as the Secretary deems necessary under the authority provided by such section.</text></section> 
<section id="H93F536101B3A47578A53E85888345503"><enum>4.</enum><header>Supporting sustainable aviation fuel biorefineries</header><text display-inline="no-display-inline">Section 9003(c) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8103">7 U.S.C. 8103(c)</external-xref>) is amended to read as follows:</text> <quoted-block style="OLC" id="H1089E0CD3A7D47E19DC3023D1F5E8D06" display-inline="no-display-inline"> <subsection id="HD3A4BBAFABC94EA29F876A4D0AE1C364"><enum>(c)</enum><header>Assistance</header><text display-inline="yes-display-inline">The Secretary shall make available to eligible entities—</text> 
<paragraph id="HFCFF4D8C041040EDAEDDE2E2A0F1E7CE"><enum>(1)</enum><text>grants to assist in paying the costs of the development and construction of demonstration-scale biorefineries to demonstrate the commercial viability of 1 or more processes for converting renewable biomass to advanced biofuels; and</text></paragraph> <paragraph id="H0BE2C6087B7B4E598B27521810C9E36B"><enum>(2)</enum><text>guarantees for loans made to fund the development, construction, and retrofitting of commercial-scale biorefineries using eligible technology.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section> 
<section id="H34917484C9CC43B481B0196056E9CCC9"><enum>5.</enum><header>Awarding sustainable aviation fuel as an advanced biofuel</header><text display-inline="no-display-inline">Section 9005 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8105">7 U.S.C. 8105</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="HDC7326779D52448E8B598B2CC03C04EB" display-inline="no-display-inline"> <subsection id="H2570BA48CCBC4F78AEFBC084A8B8D7CD"><enum>(h)</enum><header>Innovation</header> <paragraph id="HE90E1AFCE6EB4407BE3C77B5D23CF8CC"><enum>(1)</enum><header>Premiums</header><text display-inline="yes-display-inline">Notwithstanding subsection (e), the Secretary shall make additional payments as premiums to payments under subsection (b) for the purpose of encouraging the production of innovative advanced biofuels.</text></paragraph> 
<paragraph id="HAC45DCAC92A34CE188C9DC45829876ED"><enum>(2)</enum><header>Limitation</header><text>The amount of any additional payment under paragraph (1) of this subsection shall not exceed 25 percent of the amount of the initial payment under subsection (b).</text></paragraph> <paragraph id="H90FCBA0EA9DC405EB606E274B36E457F"><enum>(3)</enum><header>Innovative advanced biofuels</header><text display-inline="yes-display-inline">In paragraph (1), the term <term>innovative advanced biofuels</term>—</text> 
<subparagraph id="H979AB17B09FA491FB2A84D3982BDD774"><enum>(A)</enum><text>means advanced biofuels with respect to which the Secretary determines—</text> <clause id="H85751444760C408F89B1439E09104C26"><enum>(i)</enum><text>there is increasing market demand; and</text></clause> 
<clause id="H013D5B27E84E401E9D8F212A04BE47B9"><enum>(ii)</enum><text>a minority of payments under this section have been made; and</text></clause></subparagraph> <subparagraph id="H0FB1464BD18D43D8A6505653FD7704FB"><enum>(B)</enum><text display-inline="yes-display-inline">includes advanced biofuels used for aviation and other advanced biofuels determined by the Secretary.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section> 
<section id="HCE170B6578594292936FD44A4294C2D8"><enum>6.</enum><header>Modification of Biodiesel Fuel Education Program</header><text display-inline="no-display-inline">Section 9006(a) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8106">7 U.S.C. 8106(a)</external-xref>) is amended by inserting <quote>including aviation fleets,</quote> after <quote>fleets,</quote>.</text></section> <section id="H9296B3E8ECE5479EAF18B7474CD3A8C6"><enum>7.</enum><header>Modification of the Biomass Crop Assistance Program</header><text display-inline="no-display-inline">Section 9011(a)(4)(B)(i) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8111">7 U.S.C. 8111(a)(4)(B)(i)</external-xref>) is amended by inserting <quote>, other than a biofuel crop,</quote> before <quote>that is eligible</quote>.</text> </section> 
<section id="HFF0B94580DCE43F98CF1431C17691A70"><enum>8.</enum><header>Establishing biofuel crop designation</header><text display-inline="no-display-inline">Section 508A(a) of the Federal Crop Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1508a">7 U.S.C. 1508a(a)</external-xref>) is amended—</text> <paragraph id="HFBFB83CE89FD40DCA46E43A8748C0EB1"><enum>(1)</enum><text>in paragraph (2), by inserting <quote>or biofuel crop</quote> after <quote>replanted crop</quote>; and</text></paragraph> 
<paragraph id="HF20CB9FC338345C797DE4A1F873724DC"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H207980B7F81543A48726D6A7E80E720D" display-inline="no-display-inline"> <paragraph id="H6FFF7D98FBAB47BBA4C74A21DC58C2C4"><enum>(4)</enum><header>Biofuel crop</header><text display-inline="yes-display-inline">The term <term>biofuel crop</term> means camelina, carinata, pennycress, and any other crop used in the production of advanced biofuels as designated by the Secretary.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HB90245A9AFAD4487A62EA87FF451E05D"><enum>9.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Within 18 months after the date of the enactment of this Act, the Secretary of Agriculture, acting through the Risk Management Agency, shall submit to the Congress a written report on how approval for farmers to insure secondary crops with revenue streams resulting from biofuel use can be streamlined, with particular reference to carinata, pennycress, camelina, and other oilseeds.</text></section> <section id="HBCD971A1478A4449829808B24B5E5B55"><enum>10.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act and the amendment made by this Act shall take effect 60 days after the date of the enactment of this Act.</text> </section>
