R. 5210</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230815">August 15, 2023</action-date><action-desc><sponsor name-id="E000246">Mr. Edwards</sponsor> (for himself and <cosponsor name-id="P000613">Mr. Panetta</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Environmental Protection Agency to amend regulations relating to exemptions for engines and equipment for purposes of national security, and for other purposes.</official-title></form><legis-body id="H1C2D853BA4A34E14898D27E7A471B977" style="OLC"><section section-type="section-one" id="H50670FDC8E13455FBC40F5E9E6A7C0E3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maintaining Our Tactical and Operational Response Act</short-title></quote> or the <quote><short-title>MOTOR Act</short-title></quote>.</text></section><section id="HCF11EB6108374AF593D18EF2EAFADD23"><enum>2.</enum><header>Amendment to regulations exempting engines/equipment for national security</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall revise the regulations under section 1068.225 of title 40, Code of Federal Regulations (as in effect on the date of enactment of this Act), to specify that an engine or equipment is exempt under that section without a request described in that section if the engine or equipment—</text><paragraph id="HE214FD3A24754B93A38E79B33D0CC33C"><enum>(1)</enum><text>is for a marine vessel;</text></paragraph><paragraph id="H1280300B6B8548D3B1190D63215646AA"><enum>(2)</enum><text>has a rated horsepower of 60 or less; and</text></paragraph><paragraph id="HE0A3FE3099254B92AC6D16A330171A6A"><enum>(3)</enum><text>will be owned by a Federal, State, or local emergency response or public safety agency responsible for domestic response or homeland security activities.</text></paragraph></section></legis-body></bill>
