<section id="H05B71E8D59B54625809ADB16896D0524" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secure Rural Schools Reauthorization Act of 2023</short-title></quote>.</text></section> <section id="H13F28C405CCB42FB9365A110135BE66D" changed="not-changed"><enum>2.</enum><header>Extension of Secure Rural Schools and Community Self-Determination Act of 2000</header> <subsection id="H50F5E9EB5A504AE3BF289A7AA69B1167" changed="not-changed"><enum>(a)</enum><header>Secure payments for States and counties containing Federal land</header> <paragraph id="H4AC43B4D48D64639A0F48FDAD550707E" changed="not-changed"><enum>(1)</enum><header>Secure payments</header><text>Section 101 of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7111">16 U.S.C. 7111</external-xref>) is amended, in subsections (a) and (b), by striking <quote>2023</quote> each place it appears and inserting <quote>2026</quote>.</text></paragraph> 
<paragraph id="H9FE911802B164FD196807BCCC7871C3E" changed="not-changed"><enum>(2)</enum><header>Distribution of payments to eligible counties</header><text>Section 103(d)(2) of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7113">16 U.S.C. 7113(d)(2)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2026</quote>.</text></paragraph></subsection> <subsection id="H00046B96DA9E48189FC0CC8CBC6D496A" changed="not-changed"><enum>(b)</enum><header>Extension of authority To conduct special projects on Federal land</header> <paragraph id="HB3E49303F06D49FAA415B7C99AF748F2" changed="not-changed"><enum>(1)</enum><header>Existing advisory committees</header><text>Section 205(a)(4) of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7125">16 U.S.C. 7125(a)(4)</external-xref>) is amended by striking <quote>December 20, 2023</quote> each place it appears and inserting <quote>December 20, 2026</quote>.</text></paragraph> 
<paragraph id="HC3BF92791E044C1786CD1905919F5610" changed="not-changed"><enum>(2)</enum><header>Extension of authority</header><text>Section 208 of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7128">16 U.S.C. 7128</external-xref>) is amended—</text> <subparagraph id="H4B812D8463934DD29A83D75E412DCDE7" changed="not-changed"><enum>(A)</enum><text>in subsection (a), by striking <quote>2025</quote> and inserting <quote>2028</quote>; and</text></subparagraph> 
<subparagraph id="H203A6F2C6AE74430B0302D8EC2B0C333" changed="not-changed"><enum>(B)</enum><text>in subsection (b), by striking <quote>2026</quote> and inserting <quote>2029</quote>.</text></subparagraph></paragraph></subsection> <subsection id="H0EABE824CFBC4523A63FA3962AAC05D4" changed="not-changed"><enum>(c)</enum><header>Extension of authority To expend county funds</header><text>Section 305 of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7144">16 U.S.C. 7144</external-xref>) is amended—</text> 
<paragraph id="HAF8DB852B63B4B749D9E67EC3D5890DC" changed="not-changed"><enum>(1)</enum><text>in subsection (a), by striking <quote>2025</quote> and inserting <quote>2028</quote>; and</text></paragraph> <paragraph id="HE8FBC369285943868ACB765512437D3C" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(2)</enum><text>in subsection (b), by striking <quote>2026</quote> and inserting <quote>2029</quote>.</text></paragraph></subsection></section> 
<section id="H516E0EB6251842DD837372E5BF5ECA52"><enum>3.</enum><header>Resource advisory committee pilot program extension</header><text display-inline="no-display-inline">Section 205 of the Secure Rural Schools and Community Self-Determination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/16/7125">16 U.S.C. 7125</external-xref>) is amended by striking subsection (g) and inserting the following:</text> <quoted-block id="H20797BFCEB1045488DC75D1470D40785" display-inline="no-display-inline" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="H1C4723C69998405E876EA5E8E99A4C78"><enum>(g)</enum><header display-inline="yes-display-inline">Pilot program for resource advisory committee appointments by regional foresters</header> <paragraph commented="no" display-inline="no-display-inline" id="HC6C36A2E15AB4891A675ACF7F15C486B"><enum>(1)</enum><header>In general</header><text>The Secretary concerned shall establish and carry out a pilot program under which the Secretary concerned shall allow the regional forester with jurisdiction over a unit of Federal land to appoint members of the resource advisory committee for that unit, in accordance with the applicable requirements of this section.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H09D44C5D58C04143AB6A01DEDD8E263F"><enum>(2)</enum><header>Responsibilities of regional forester</header><text>Before appointing a member of a resource advisory committee under the pilot program under this subsection, a regional forester shall conduct the review and analysis that would otherwise be conducted for an appointment to a resource advisory committee if the pilot program was not in effect, including any review and analysis with respect to civil rights and budgetary requirements.</text></paragraph> <paragraph id="HA96CF05CBC2F4EE3B90EC726CF09F413"><enum>(3)</enum><header>Savings clause</header><text>Nothing in this subsection relieves a regional forester or the Secretary concerned from an obligation to comply with any requirement relating to an appointment to a resource advisory committee, including any requirement with respect to civil rights or advertising a vacancy.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H752F01440D844D5EB342470D4D891AC3"><enum>(4)</enum><header display-inline="yes-display-inline">Termination of effectiveness</header><text display-inline="yes-display-inline">The authority provided under this subsection terminates on October 1, 2028.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
