<section section-type="section-one" id="HFE0EEB2CE12C4FCE88057B8A4E34576D"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Don Young Veterans Advancing Conservation Act</short-title></quote>.</text></section> <section id="H21C17096489F4C5E992DDB606A51C62C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text> 
<paragraph id="HD94A856F46014E2DB3EFF1CDEB09EA42"><enum>(1)</enum><text display-inline="yes-display-inline">Veterans are among the greatest assets of the United States.</text></paragraph> <paragraph id="HF152D95A0BD643E4B3D63103E50C9A91"><enum>(2)</enum><text>Veterans are highly skilled and trained individuals whose mission is to protect their communities.</text></paragraph> 
<paragraph id="H984CAD86002B4A86ABDC77820C034FEC"><enum>(3)</enum><text>Studies show that community-focused growth and engagement assists veterans with mental health and combat-related trauma.</text></paragraph> <paragraph id="H19701584648348878D17B2AA361F2EF5"><enum>(4)</enum><text>SCUBA diving has been found to help improve mental, physical, and emotional health and has been specifically linked to improvement in the symptoms of post-traumatic stress disorder.</text></paragraph></section> 
<section id="H1B8B9407FA98435B9641B3FFDAAFDE79"><enum>3.</enum><header>Department of Commerce Veterans Advancing Conservation Grant Program</header> 
<subsection id="HAD656C6DC156456BAF64B42B86AF25DC"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary shall establish a program, to be known as the <quote>Veterans Advancing Conservation Grant Program</quote>, under which the Secretary may award grants, on a competitive basis, to nonprofit organizations that train or employ veterans to conduct underwater marine and coastal conservation activities.</text></subsection> <subsection id="HAE2287FFEBF0485CA5176FCE9A19677A" commented="no"><enum>(b)</enum><header>Eligible entities</header> <paragraph commented="no" display-inline="no-display-inline" id="HD0742D1A929A40EDAB5582954FFF2BF8"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may award grants under this section to nonprofit organizations that train or employ veterans to conduct activities described in subsection (a). </text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H884B5D66F62D44E0AE774180D787D074"><enum>(2)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an organization shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H8CF28FFBFFFB49ACAD4F98FBB033DB4E"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An organization awarded a grant under this section may use grant funds to train or employ veterans to conduct activities described in subsection (a), which may include—</text> 
<paragraph display-inline="no-display-inline" id="H858DF1242CE642C9AF979738828C3F0E"><enum>(1)</enum><text>response to coral disease;</text></paragraph> <paragraph id="H6ACFF80EA1544F0C8E37CB77DAE64160"><enum>(2)</enum><text display-inline="yes-display-inline">restoration and rehabilitation of coral;</text></paragraph> 
<paragraph id="H893DC232D0174704A6F2FCB402AFEB03"><enum>(3)</enum><text>eradication of invasive species;</text></paragraph> <paragraph id="HFDE6C503D8FF4CA58F4BA023DD632710"><enum>(4)</enum><text>removal of marine debris;</text></paragraph> 
<paragraph id="H1D05908B86984A29838ABDDE4E9A8AF1"><enum>(5)</enum><text>rescue of marine mammals and reptiles;</text></paragraph> <paragraph id="H8AF6FD2698194D33B3AD91E489F03AF4"><enum>(6)</enum><text>scientific research and development relating to such activities;</text></paragraph> 
<paragraph id="HB5037733D57E4032A8DFAC8B43AF5FB5"><enum>(7)</enum><text>tagging of sharks and other marine animals; </text></paragraph> <paragraph id="HC78E9E1084874FA48414CCB6AD7AECD2"><enum>(8)</enum><text>mapping of shipwrecks;</text></paragraph> 
<paragraph id="HA928DB841D604949AAEAB76CFBCF1396"><enum>(9)</enum><text>underwater survey work;</text></paragraph> <paragraph id="H85AC905592DC45B5A2BD2348B63FC658"><enum>(10)</enum><text display-inline="yes-display-inline">hurricane recovery; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H8FCBFFB33D344416BB5D6EB2770488FE"><enum>(11)</enum><text>coastal restoration.</text></paragraph></subsection> <subsection display-inline="no-display-inline" id="H1D2B42B237504D0A81C1C71ED05FCC3E"><enum>(d)</enum><header>Coordination</header><text>In carrying out this section, the Secretary shall coordinate with the Secretary of the Interior.</text></subsection> 
<subsection id="H2E1B38EB6C624F51BF8B10E401BEACE7"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Of funds otherwise appropriated to the Secretary, the Secretary is authorized to make available not more than the following amounts to carry out this section:</text> <paragraph id="H600121C4FFCD4E5DA21799BE9F2C0046"><enum>(1)</enum><text>$1,000,000 for fiscal year 2024.</text></paragraph> 
<paragraph id="HD9956C6544404EB5A17A647BEFB3C1A4"><enum>(2)</enum><text display-inline="yes-display-inline">$1,200,000 for fiscal year 2025.</text></paragraph> <paragraph id="H3886371BB8BA45BE9335DCD0BC70F164"><enum>(3)</enum><text>$1,400,000 for fiscal year 2026.</text></paragraph> 
<paragraph id="H8BEFE4782C4D4536A40E58B00F43ED57"><enum>(4)</enum><text>$1,600,000 for fiscal year 2027.</text></paragraph> <paragraph id="H57EA3B221A19460DAA7AD989DCBA6003"><enum>(5)</enum><text>$1,800,000 for fiscal year 2028.</text></paragraph></subsection> 
<subsection id="H86B6255413774082B934F495A18BBEBD"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HC994F699B6104C56BCCFBBCDF83BEFA6"><enum>(1)</enum><header>Nonprofit organization</header><text>The term <quote>nonprofit organization</quote> means an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under 501(a) of that Code.</text></paragraph> 
<paragraph id="HF25C9E36278D41D2920A7FAA83E6B9F2"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph> <paragraph id="HA4A5482C21054D7582FCA55FF3DC4D43"><enum>(3)</enum><header>Veteran</header><text>The term <quote>veteran</quote> has the meaning given such term in section 101(2) of title 38, United States Code.</text></paragraph></subsection></section>
