which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require executive agencies to use the latest available technology to improve website search function, and for other purposes.</official-title></form><legis-body id="H4C5F1E2937B84026BA1FC365089DCD21" style="OLC"><section id="H238F749F73AF4EDE83629A78E32298B9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamlining Effective Access and Retrieval of Content to Help Act of 2023</short-title></quote> or the <quote>SEARCH Act of 2023</quote>.</text></section><section id="H72724BF53CBE44D5B69768C0D72B9B78"><enum>2.</enum><header>Executive agency requirement to use latest available technology for website search function</header><subsection id="HE855B754930D47D4ACBB28BDA77738B9"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text><paragraph id="H9A8408E637EA4CD2B9FE01F14E6CE6EA"><enum>(1)</enum><text>efficient and effective website search functionality is crucial for American citizens, businesses, and other stakeholders to access information and services provided by executive agencies; </text></paragraph><paragraph id="HC9895E896F204DA599B6CF3031435350"><enum>(2)</enum><text>the use of the latest available technology can significantly enhance website search capabilities, enabling faster and more accurate retrieval of information; and</text></paragraph><paragraph id="H53C3D7DF2C024B7A896F5AACBDFC72CB"><enum>(3)</enum><text>the adoption of the latest available technology in website search function can improve transparency, accessibility, and usability of government websites, thereby enhancing public engagement and improving the delivery of services.</text></paragraph></subsection><subsection id="HFAEE07E0D2F24964AEBA2DF71F88EB8E"><enum>(b)</enum><header>Guidance for executive agency use of the latest available technology for website search function</header><paragraph id="HCE238BE467B44BB4A3ABBCFBA1258CFB" display-inline="no-display-inline"><enum>(1)</enum><header>OMB Guidance</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Director shall issue guidance to executive agencies to encourage the adoption of the latest available technology available to improve the website search function of the agencies. </text></paragraph><paragraph id="H020059B93CD24AA1B1C003691A9EB9B3"><enum>(2)</enum><header>Plan for implementation</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which the guidance is issued pursuant to paragraph (1), the chief information officer of each executive agency shall submit to the Director a plan to meet the requirement described in subsection (a) that includes a timeline for implementation of the requirement, estimated costs, and expected outcomes.</text></paragraph><paragraph id="HD0CCCB1EB46E4F35988203C3E9E99059"><enum>(3)</enum><header>Reporting Requirement</header><text>Not later than one year after the date on which the guidance is issued pursuant to paragraph (1), the head of each executive agency shall submit to the Committee on Oversight and Accountability of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report that describes the progress made in meeting the guidance described in paragraph (1), including any challenges encountered and the measures taken to overcome them.</text></paragraph></subsection><subsection id="H33F4CAD926A946FB99DC91A19ADEBDB8"><enum>(c)</enum><header>Exemption of national security systems</header><text>This section shall not apply to any national security system. </text></subsection><subsection id="HFB4DED610F5B41DCAA4C7D9477D83891"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H88446D35A8DF489A9EFC6D8976F4D123"><enum>(1)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Management and Budget.</text></paragraph><paragraph id="H9F38D6E4CE8B4F9A9FEBDFC54D92CAF3" commented="no"><enum>(2)</enum><header>Executive agency</header><text>The term <term>executive agency</term> has the meaning given the term <term>Executive agency</term> in section 105 of title 5, United States Code.</text></paragraph><paragraph id="HEF0D8D04BBA142E29D92EB64833DAC05"><enum>(3)</enum><header>National security system</header><text>The term <term>national security system</term> has the meaning given that term in section 3552 of title 44, United States Code. </text></paragraph></subsection><subsection id="H522E41CC31DB4D9DA3F3D39E0D707D87"><enum>(e)</enum><header>Effective date</header><text>This Act shall take effect 90 days after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
