R. 4773</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230720">July 20, 2023</action-date><action-desc><sponsor name-id="B001257">Mr. Bilirakis</sponsor> (for himself, <cosponsor name-id="B001303">Ms. Blunt Rochester</cosponsor>, <cosponsor name-id="C001120">Mr. Crenshaw</cosponsor>, and <cosponsor name-id="T000482">Mrs. Trahan</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to fund detection and testing activities, such as wastewater surveillance, to detect synthetic opioids, and for other purposes.</official-title></form><legis-body id="H7CF1911A0AD647A283DBBDAAF3B53CC1" style="OLC"><section id="HFAA05FE620E54ACC883200E4B9198044" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Substance Wastewater Inspection For Trends in Detection Act of 2023</short-title></quote> or the <quote><short-title>SWIFT Detection Act of 2023</short-title></quote>.</text></section><section id="H1480D304F78440A0945270F56A5DEA95"><enum>2.</enum><header>Use of grants by States, localities, and Indian Tribes to conduct wastewater surveillance</header><text display-inline="no-display-inline">Section 392A(a)(3)(A) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b-1">42 U.S.C. 280b–1(a)(3)(A)</external-xref>) is amended by inserting <quote>, including through the use of wastewater surveillance to identify trends associated with controlled substance use if it is determined by appropriate evidence that wastewater surveillance is an effective way to survey controlled substance use within a community</quote> before the semicolon.</text></section><section id="H4EA9383CC56F41CF86366630DC06AC10"><enum>3.</enum><header>Pilot program for public health laboratories to detect fentanyl and other synthetic opioids</header><text display-inline="no-display-inline">Section 7011(b) of the SUPPORT for Patients and Communities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d-10">42 U.S.C. 247d–10</external-xref> note) is amended—</text><paragraph id="H991B997731C14F5F96AE5A14D224F2CF"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H618EE75DD8DB4180BCDBB71176AEE6F9"><enum>(2)</enum><text>in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H57CCBC7DC5D54A6896881EE3B28BB867"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H0B2A9336D78A48648B2BDD7C4A2626B6"><paragraph id="H46C22BF6ADE941EEB6A5723C4FE19A53"><enum>(4)</enum><text display-inline="yes-display-inline">public, private, and academic entities with expertise in detection and testing activities, such as wastewater surveillance, with respect to synthetic opioids, including fentanyl and its analogues.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
