<section id="H88D27415E5634086BA34F57AADDDB8EE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reporting Instances of Non-authorized Grift Act of 2023</short-title></quote> or the <quote><short-title>RING Act of 2023</short-title></quote>. </text></section> <section id="H0B1BA0A5EA4449BABC613B8725B06AF4"><enum>2.</enum><header>Billing error assistance</header><text display-inline="no-display-inline">Section 161 of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1666">15 U.S.C. 1666</external-xref>) is amended by adding at the end the following:</text>

<subsection id="HC25D42E9EF3944678BF540E07678454D"><enum>(f)</enum><header>Billing error assistance</header> 
<paragraph id="H154D5C6703004DF0A60ABF6E75AC5732"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this subsection, each creditor shall—</text> <subparagraph id="H537621BBD74546E1888168EC56A8B8F0" display-inline="no-display-inline"><enum>(A)</enum><text>establish and publish the phone number for a toll-free domestic phone line operated by persons located in the United States that is dedicated to directly assisting obligors age 50 and older to navigate the process described in this section for resolving billing errors, including the mitigation of fraudulent activity; and</text></subparagraph> 
<subparagraph id="H88A2369677814195870439B8E9DFF006"><enum>(B)</enum><text display-inline="yes-display-inline">provide a clear, understandable, and prominent notice to such obligors of the availability of such phone line through, email, websites, and mailings.</text></subparagraph></paragraph> <paragraph id="H8A09006E76194FEB9AA2341EC89E201B"><enum>(2)</enum><header>Phone line requirements</header><text>In operating the phone line described under paragraph (1)(A), each creditor shall provide a caller with an option, at the beginning of a call, to receive the assistance described under paragraph (1)(A)—</text> 
<subparagraph id="H635AEB6AE7284CB4AF94167F105FCBBF"><enum>(A)</enum><text display-inline="yes-display-inline">from a live English-speaking individual and not through an automated system; and</text></subparagraph> <subparagraph id="H07F5E476A44145BA86210E32BA476419"><enum>(B)</enum><text>from a live Spanish-speaking individual and not through an automated system.</text> </subparagraph> </paragraph> 
<paragraph id="HF2F867EDDF98493F8D7E09983A11810D"><enum>(3)</enum><header>Personally identifiable information</header><text>Each creditor shall ensure that the operator of any phone line established pursuant to paragraph (1) does not require any obligor to disclose personally identifiable information, including a social security number, to verify the age of such obligor.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
