<section id="H3CAA20D13C4D44F4AC2DCE9D12992741" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pay Back Act</short-title></quote>.</text></section> <section id="H29D20E3852E94C56BD147D1EB05FE475"><enum>2.</enum><header>Prohibition on mass cancellation of student loans</header> <subsection id="H9090CB6CD30E4C4B982E61384FA0C612"><enum>(a)</enum><header>Prohibition</header><text>Notwithstanding any other provision of law, the Secretary of Education, the Secretary of the Treasury, or the Attorney General shall not take any action to—</text> 
<paragraph id="H51DFA6EEDCFE45469EC0238D23B55E23"><enum>(1)</enum><text>cancel or forgive the outstanding balances, or portion of balances, on any covered loan; or</text></paragraph> <paragraph id="H49DCCD7918454402AE8565F65EE079F7"><enum>(2)</enum><text>otherwise modify the terms or conditions of any covered loan, </text></paragraph><continuation-text continuation-text-level="subsection">except as expressly authorized by an Act of Congress enacted after the date of enactment of this Act.</continuation-text></subsection> 
<subsection id="H5097FD8E6E904CA6B3268DE6E944EC12" commented="no"><enum>(b)</enum><header>Definitions</header><text>In this section, the term <term>covered loan</term> means—</text> <paragraph id="HF323A00F805844848300C0C105C1751E" commented="no"><enum>(1)</enum><text>a loan made, insured, or guaranteed under part B, D, or E of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1071">20 U.S.C. 1071 et seq.</external-xref>; 1087a et seq.; 1087aa et seq.) before, on, or after the date of enactment of this Act; or</text></paragraph> 
<paragraph id="H92A0F1CE91C54625865FB22240B6CBB1" commented="no"><enum>(2)</enum><text>a loan under the Health Education Assistance Loan Program under title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/292">42 U.S.C. 292 et seq.</external-xref>) made before, on, or after the date of enactment of this Act.</text></paragraph></subsection> </section> </legis-body></bill>
