R. 4574</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230712">July 12, 2023</action-date><action-desc><sponsor name-id="C001110">Mr. Correa</sponsor> (for himself and <cosponsor name-id="H001077">Mr. Higgins of Louisiana</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name>, and in addition to the Committees on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, and <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Homeland Security to enhance border security by seeking to expand partnerships with appropriate law enforcement entities in Mexico and Central American and South American countries to combat human smuggling and trafficking operations in Mexico and such countries, and for other purposes.</official-title></form><legis-body id="H7A219166B3E94089BB0FC0D75F43F95D"><section id="H984B86342FEB47BBB4A47D9B0005026F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cooperation on Combatting Human Smuggling and Trafficking Act</short-title></quote>.</text></section><section id="HAA8CFBA210AA4B8FA2075998C732ADAC"><enum>2.</enum><header>DHS partnerships to combat human smuggling and trafficking</header><subsection id="HD9D8723157F142C89639DFEB685BB71F"><enum>(a)</enum><header>In General</header><text>The Secretary of Homeland Security, in coordination with appropriate Federal partners, shall enhance border security by seeking to expand partnerships with appropriate law enforcement entities in Mexico and Central American and South American countries to combat human smuggling and trafficking operations in Mexico and such countries, including through the following:</text><paragraph id="HEDA4DA300AF7473FA1FE165DBD208F3B"><enum>(1)</enum><text>The establishment or expansion of cross-border transnational criminal investigative units to identify, disrupt, and support the prosecution of human smuggling and trafficking operations.</text></paragraph><paragraph id="H4E0781FE64E447A8A5ABE164D4585B6A"><enum>(2)</enum><text>Enhanced participation in the Bilateral Human Trafficking Enforcement Initiative or successor initiative.</text></paragraph><paragraph id="H27224B999BC8441384D3B552A3561BC6"><enum>(3)</enum><text>Advanced training for certain investigators and prosecutors from Mexico and such countries.</text></paragraph></subsection><subsection id="H2E4102273573490FBBFA26201FE0D971"><enum>(b)</enum><header>Investigation and Prosecution of Human Smuggling and Trafficking</header><text>The Secretary of Homeland Security shall seek to expand collaborative programs involving Homeland Security Investigations that are aimed at supporting the investigation and prosecution of human smugglers and traffickers targeting children and families that pose border security threats and operate at the southern land border of the United States, including the continuation and expansion of anti-trafficking coordination teams.</text></subsection><subsection id="H619D6B30BFD6409487CF14EB56DE7953"><enum>(c)</enum><header>Information Campaign to Deter Migration</header><paragraph id="H59492030A97443D0BB151004497E7A8A"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security shall carry out targeted public information campaigns to inform targeted migrant populations within Mexico, Central America, South America, and certain other countries with high migration rates regarding the dangers of travel across Mexico to the United States. Such campaigns shall combat misinformation and disinformation by transnational criminal organizations and other nefarious actors regarding United States laws or policies.</text></paragraph><paragraph id="H109DCBDE19534EE7A8FC5DA8085FAFC0"><enum>(2)</enum><header>Specifications</header><text>The information campaigns implemented pursuant to paragraph (1) shall, to the greatest extent possible—</text><subparagraph id="H0AEA86FBA52B4712B3B4F416FDFB91FD"><enum>(A)</enum><text>be targeted at populations and localities with high migration rates;</text></subparagraph><subparagraph id="HBBC2AD2F120445BCA915AB40BE40B813"><enum>(B)</enum><text>employ a variety of communications media; and</text></subparagraph><subparagraph id="H34DE3E89D5D14777AF72921203E2DB38"><enum>(C)</enum><text>be developed in consultation with appropriate program officials of the Department of State and, as appropriate, Mexican, Central American, South American, and other appropriate foreign governments, nonprofit or academic entities, and representatives acting on behalf of targeted migrant populations, including repatriated migrants.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
