Russell National School Lunch Act, and for other purposes.</official-title></form><legis-body id="H3B547FCB00ED474ABF423106F00355D1" style="OLC"><section id="H1EBD1CBBE4244C03AEB9B0790869291D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Renaming the National School Lunch Program Act of 2023</short-title></quote>.</text></section><section id="H429C41E378984E7DB1C5BF6AC1169847"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H8D5698067B984D55997715F2D14F63A1"><enum>(1)</enum><text display-inline="yes-display-inline">That Jean E. Fairfax was a civil rights activist who—</text><subparagraph id="HC89876D20BCF4959933B0AC29FD2760F"><enum>(A)</enum><text>was born to parents who were the first in their family to be legally free; </text></subparagraph><subparagraph id="HDB3970AEAE764CFA921285F350B0025C"><enum>(B)</enum><text>fought for equitable educational access, challenged systemic employment discrimination, and led influential federal policy innovations in all realms to support working class and marginalized peoples; </text></subparagraph><subparagraph id="HE9B125521A754B0097E69B1661F1C49A"><enum>(C)</enum><text>assisted Black families navigating school integration after the ruling of Brown v. Board of Education; </text></subparagraph><subparagraph id="H65C41D408BB644B69C3D455FB4C0394B"><enum>(D)</enum><text>joined the National Association for the Advancement of Colored People’s Legal Defense Fund and established the Division of Legal Information and Community Service; and</text></subparagraph><subparagraph id="H35C0FF0F3F89463F91775B74DE9BE912"><enum>(E)</enum><text>continued to serve her community through civil rights work and philanthropy after retirement. </text></subparagraph></paragraph><paragraph id="H228495BEDE164A42BE19DD07FBB2E5EF"><enum>(2)</enum><text>It is evidenced that Jean E. Fairfax contributed greatly to the National School Lunch Program in an equitable manner through—</text><subparagraph id="H269DDE09A89D47D48D956582D19415B6"><enum>(A)</enum><text>organizing five national women’s organizations and creating the Committee on School Lunch Participation to study the National School Lunch Program; </text></subparagraph><subparagraph id="H1F501006880C460DA51AFA3C24460584"><enum>(B)</enum><text>testifying before Congress on multiple occasions to reveal that the implementation of the National School Lunch Program was failing to reach children that needed it most;</text></subparagraph><subparagraph id="H9B0BAEEBE9AB4818842B6C4519987FB8"><enum>(C)</enum><text>advocating for increased funding of the National School Lunch Program to serve children in areas of concentrated poverty that were disproportionately minorities; and</text></subparagraph><subparagraph id="H4BF97F9DF52A4082B3FB80BF77CDDBF3"><enum>(D)</enum><text display-inline="yes-display-inline">having her findings incorporated in National School Lunch Program reform legislation that led to the program becoming more inclusive.</text></subparagraph></paragraph><paragraph id="HAE40E18930E0475CB5D828CCE6213BD5"><enum>(3)</enum><text>The National School Lunch Program is named after an individual who— </text><subparagraph id="H2065345BF0634C65A54EBB48A69E05FD"><enum>(A)</enum><text>objected to anti-lynching bills and civil rights legislation in Congress and affirmed his belief in white supremacy;</text></subparagraph><subparagraph id="H0561340DC62F43379087C8F580D057F4"><enum>(B)</enum><text>opposed school integration and was a contributor to the creation of the Southern Manifesto; </text></subparagraph><subparagraph id="H38BF8E2F454641E791E0657DCF08B365"><enum>(C)</enum><text>dismissed concerns of child-welfare advocates, civil rights activists, and women-led organizations during debate over the implementation of the National School Lunch Program; and </text></subparagraph><subparagraph id="HBCC35287EB9D4342B60C940C8F0592C2"><enum>(D)</enum><text>believed that segregation should be maintained while implementing the National School Lunch Program.</text></subparagraph></paragraph></section><section id="HF4A913005F0E4765B0B1F3FC76B700B8" section-type="subsequent-section"><enum>3.</enum><header>Renaming of Richard B. Russell National School Lunch Act</header><subsection id="H1F0CCF239A634DCC9BF7DB2BEF40887B"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">The first section of the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751</external-xref> note) is amended by striking <quote>Richard B. Russell National School Lunch Act</quote> and inserting <quote>Jean E. Fairfax National School Lunch Act</quote>.</text></subsection><subsection id="H0072B4E4D8144CFBAB793FFC454A981C" display-inline="no-display-inline"><enum>(b)</enum><header>Conforming amendments</header><text display-inline="yes-display-inline">Each of the following provisions of law is amended by striking <quote>Richard B. Russell National School Lunch Act</quote> and inserting <quote>Jean E.
