Scott Franklin of Florida</cosponsor>, <cosponsor name-id="S001200">Mr. Soto</cosponsor>, and <cosponsor name-id="C001039">Mrs. Cammack</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Agricultural Act of 2014 to authorize emergency assistance for high value crop losses, and for other purposes.</official-title></form><legis-body id="H48BAE53A1C5E486C94DCCA1AC6131860" style="OLC"><section id="H69CA35A5D4D141BA8E7078BB64DEE3C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restore Agricultural Investment, Stability, and Expansion Act of 2023</short-title></quote> or the <quote><short-title>RAISE Act of 2023</short-title></quote>.</text></section><section id="HF8C71112FB504EC1B1353A65B4FD8D2A"><enum>2.</enum><header>Emergency assistance for high value crop losses</header><text display-inline="no-display-inline">Subtitle E of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/7/9081">7 U.S.C. 9081 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H9FD540F5D1EC41D2849DC04831B640BF" display-inline="no-display-inline"><section id="HCD8C3408155E46A8942BEFF056AF06E4"><enum>1502.</enum><header>Emergency assistance for high value crop losses</header><subsection id="H264A1CA8272948E6B05BE1CB59821F22"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may carry out a program to make payments to producers of high value crops (including citrus) for losses of revenue or losses of quality or production of such crops as a consequence of a drought, wildfire, hurricane, flood, derecho, excessive heat, tornado, winter storm, freeze (including a polar vortex), smoke exposure, or excessive moisture.</text></subsection><subsection id="HC056D630D2C64A73B2D5AD63A5669217"><enum>(b)</enum><header>Block grants</header><text>The program established pursuant to subsection (a) may be carried out through block grants to States and territories. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
