Short title

This Act may be cited as the Restore Agricultural Investment, Stability, and Expansion Act of 2023 or the RAISE Act of 2023.

Emergency assistance for high value crop losses

Subtitle E of the Agricultural Act of 2014 (7 U.S.C. 9081 et seq.) is amended by adding at the end the following:

Emergency assistance for high value crop losses

(a)

In general

The Secretary may carry out a program to make payments to producers of high value crops (including citrus) for losses of revenue or losses of quality or production of such crops as a consequence of a drought, wildfire, hurricane, flood, derecho, excessive heat, tornado, winter storm, freeze (including a polar vortex), smoke exposure, or excessive moisture.(b)

Block grants

The program established pursuant to subsection (a) may be carried out through block grants to States and territories.
