which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Department of Agriculture Reorganization Act of 1994 to establish the position of Women Farmers and Ranchers Liaison, and for other purposes.</official-title></form><legis-body id="HE991EB2FBC154EE8834147E7502BF7FD" style="OLC"><section id="H927FF9D077D649A589ACFAD5BBAD589B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Women in Agriculture Act</short-title></quote>.</text></section><section id="H80865FCD577945D199EE0844E8DA1638"><enum>2.</enum><header>Women Farmers and Ranchers Liaison</header><subsection id="H20E9403C84B544309A6A314F7BE024C2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Department of Agriculture Reorganization Act of 1994 is amended by inserting after section 222 (<external-xref legal-doc="usc" parsable-cite="usc/7/6923">7 U.S.C. 6923</external-xref>) the following:</text><quoted-block style="OLC" id="H88B64042A6CB4D43A84883B59876C27E" display-inline="no-display-inline"><section id="H47FC63C1C16444FDB8521CF490D41A5B"><enum>223.</enum><header>Women Farmers and Ranchers Liaison</header><subsection id="H06F2DBD119B3412BB9EF9F44C6CC04DF"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of the Women in Agriculture Act, the Secretary shall establish in the Department the position of Women Farmers and Ranchers Liaison (in this section referred to as the <quote>Liaison</quote>).</text></subsection><subsection id="HFA47F55B28874EFBBDF0C4FF09299696"><enum>(b)</enum><header>Duties</header><paragraph id="H8B384EAAA7C648208C2A0AD324C3C450"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Liaison shall carry out the following duties:</text><subparagraph id="H91B87AC7E20F42E18CAABB810BC65277"><enum>(A)</enum><text>With respect to agricultural programs available to women who are farmers and ranchers—</text><clause id="H9A0AA394F0074DD1AB9ED9ECFAE58BB5"><enum>(i)</enum><text display-inline="yes-display-inline">provide information to such women about the availability of such programs and the eligibility requirements for such programs; and</text></clause><clause id="HA2AB68DF6FA9440294C56A1609C59AEB"><enum>(ii)</enum><text display-inline="yes-display-inline">assist such women, and women who are potential farmers or ranchers, in applying for such programs.</text></clause></subparagraph><subparagraph id="H11B51A170761444A94A266D9C5852EB5"><enum>(B)</enum><text display-inline="yes-display-inline">Advocate on behalf of women who are farmers and ranchers in interactions with employees of the Department.</text></subparagraph><subparagraph id="H1CEAC1D3BB57452ABD9A0E90DC6AEA6A"><enum>(C)</enum><text>Promote the advancement of women in leadership roles within the Department.</text></subparagraph><subparagraph id="H370625952D10401C92228C18DDCA331B"><enum>(D)</enum><text>Submit and make publicly available the report required under paragraph (2)(A).</text></subparagraph><subparagraph id="H4AF385CE4ADA4A7FAA93D7920F28A020" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">Consult and provide technical assistance to the Equity Commission of the Department.</text></subparagraph><subparagraph id="H890244E662BA4B45AFEA8C630A7A5D53"><enum>(F)</enum><text display-inline="yes-display-inline">Consult with and provide technical assistance to any Federal agency that requests such assistance with respect to the duties described in subparagraphs (A) through (E).</text></subparagraph></paragraph><paragraph id="HE6C140FC686844E68F722FEB17E6DA7C"><enum>(2)</enum><header>Report</header><subparagraph id="HDB2AA651D44842A5945B5C55FB6CFC58"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of the Women in Agriculture Act, and annually thereafter, the Liaison shall submit to Congress and make publicly available a report on the grants, loans, loan guarantees, and cost share programs made by the Secretary to woman-owned agriculture operations.</text></subparagraph><subparagraph id="H8A29AFEC61AE44188AC5EF89729CB0E9"><enum>(B)</enum><header>Contents</header><text>Each report required under subparagraph (A) shall include, with respect to the fiscal year preceding such report—</text><clause id="H10CC7121FB324F3888B542A2C5823677" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">the total number of grants, loans, loan guarantees, and cost share programs made by each of the Farm Service Agency and the Natural Resources Conservation Service to agriculture operations;</text></clause><clause id="H5DC16F3126534946930C7F541B66869B" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">the percentage of such grants, loans, loan guarantees, and cost share programs made to woman-owned agriculture operations;</text></clause><clause id="H5A8EFB18171E4282B0A1488759AC3CC2" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">the percentage of total funding directed to woman-owned agriculture operations, disaggregated by program;</text></clause><clause id="HED561020BE27417092DB464F0327B534" commented="no"><enum>(iv)</enum><text display-inline="yes-display-inline">the percentage of applications made by women-owned agricultural operations; and</text></clause><clause id="H6F7A2E53DC694DB78FD906F4AF7CEAA3" commented="no"><enum>(v)</enum><text>the percentage of women at different GS levels at the Department, disaggregated by office.</text></clause></subparagraph></paragraph><paragraph id="H0DC39B38B5D04C979BABEAB265C50BE4"><enum>(3)</enum><header>Contract or cooperative agreement</header><text>The Liaison may enter into a contract or cooperative agreement with a research center of the Agricultural Research Service, an institution of higher education (as such term is defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)), or a nonprofit organization to carry out 1 or more of the following activities with respect to women who are farmers and ranchers:</text><subparagraph id="H25E1589AC6414AF8AD51DD52EDE9FE0A"><enum>(A)</enum><text display-inline="yes-display-inline">Conducting research on the profitability of small farms run by such women.</text></subparagraph><subparagraph id="H811C85AB53D64CAB95CA80C99606390D"><enum>(B)</enum><text display-inline="yes-display-inline">Developing educational materials for such women.</text></subparagraph><subparagraph id="H58E5FED045E94A56B01D5C179A52616D"><enum>(C)</enum><text>Conducting workshops, courses, and certified vocational training for such women. </text></subparagraph><subparagraph id="H08293D9B66CF4DA7ACAD4E00E2054314"><enum>(D)</enum><text>Conducting mentoring activities for such women.</text></subparagraph><subparagraph id="H21BDA3EC03D04BEAAAEBA03DE2D49958"><enum>(E)</enum><text>Providing internship opportunities for such women.</text></subparagraph></paragraph></subsection><subsection id="H52250444358043A59967DF089BE1C298" commented="no"><enum>(c)</enum><header>Staff support</header><text display-inline="yes-display-inline">The Secretary may appoint staff of the Department of Agriculture to support the Liaison. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HAB85B24712B045F680206BEEB7F787E3"><enum>(b)</enum><header>Termination of authority</header><text display-inline="yes-display-inline">Section 296(b) of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/7014">7 U.S.C. 7014(b)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H20CEEBDED2ED4A58937A15B37BD6E3EC" display-inline="no-display-inline"><paragraph id="HC78B5FF0CB6147C2B5CA63FF0A643BD4"><enum>(11)</enum><text display-inline="yes-display-inline">The authority of the Secretary to carry out the amendment made to this title by the Women in Agriculture Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HB327660DC5C04B90A7E75106E7FCF7C2"><enum>3.</enum><header>High-priority research and extension areas</header><text display-inline="no-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H0EB7B3A1115C4775830F3BC7CD666F67" display-inline="no-display-inline"><paragraph id="HF27E1887DD504F448E72C3329DE20DC2"><enum>(21)</enum><header>Ergonomically designed agriculture equipment and machinery</header><text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purposes of developing and making widely available agriculture equipment and machinery that is ergonomically designed for use by women.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H5444AB92D22E42E28A2005DAEFB129A0" commented="no"><enum>4.</enum><header>Child care priority</header><text display-inline="no-display-inline">Section 306(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H73738EC5FF664D08AF563A56CF2B9056" display-inline="no-display-inline"><subsection id="H8B81C9060C0041DF86B994BF0AF1E2C2"><enum>(27)</enum><header>Child care priority</header><text display-inline="yes-display-inline">In selecting recipients of loans and grants under this subsection, the Secretary shall give priority to any qualified applicant that proposes to use the loan or grant to address the availability, quality, or cost of childcare in an agricultural or rural community. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
