R. 4337</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230623">June 23, 2023</action-date><action-desc><sponsor name-id="K000382">Ms. Kuster</sponsor> (for herself, <cosponsor name-id="B001309">Mr. Burchett</cosponsor>, and <cosponsor name-id="S001216">Ms. Schrier</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To expand access to graduate education by amending the Federal Pell Grant program to include postbaccalaureate study.</official-title></form><legis-body id="HD62DA669EF3447428C1260FC7ED39796" style="OLC"><section id="HF165024E890248B3885D622057DEA1D1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Access to Graduate Education Act of 2023</short-title></quote>.</text></section><section id="HD5FE0EAB42D54B93B3A549120348FE1F"><enum>2.</enum><header>Federal Pell Grants for graduate students</header><subsection id="H064C7118DB33466FAABBE6BA1A4EC89A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 401 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref>), as amended by section 703 of the FAFSA Simplification Act (division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) is further amended—</text><paragraph id="H4165A264FBDE407A85C457A964246013"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(8)(A), by inserting <quote>or as a postbaccalaureate student in accordance with subsection (d)(4),</quote> after <quote>as an undergraduate,</quote>; and</text></paragraph><paragraph id="HBA341D19E045496B96FAC606C9F02885"><enum>(2)</enum><text>in subsection (d), by amending paragraph (4) to read as follows: </text><quoted-block style="OLC" id="H2555E0CBDD2E469985D45F485032965F" display-inline="no-display-inline"><paragraph id="HA277A3D9699C4086BEC7DA91297A41AF"><enum>(4)</enum><header>Postbaccalaureate programs</header><text display-inline="yes-display-inline">Notwithstanding paragraph (1), the period during which a student may receive Federal Pell Grants shall also include the period required for the completion of the first postbaccalaureate course of study in a case in which—</text><subparagraph id="H8E09D6FF359742A79EE849128C392737"><enum>(A)</enum><text>the student received a Federal Pell Grant during the period required for the completion of the student’s first undergraduate baccalaureate course of study for at least 1 but fewer than 12 semesters, or the equivalent of at least 1 but fewer than 12 semesters, as determined under paragraph (5);</text></subparagraph><subparagraph id="H7F1A7827D0394C1C90ECFEB8E0F1E01A"><enum>(B)</enum><text>the student would otherwise be eligible for a Federal Pell Grant, but for the completion of such baccalaureate course of study; and</text></subparagraph><subparagraph id="H63672BA166AE4D39BF7EE3DFEC94E4E8"><enum>(C)</enum><text>the period during which the student receives Federal Pell Grants does not exceed the student’s duration limits under paragraph (5).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HBA1B61FC53904A268BDDDD62BE977BCE"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall take effect as if included in the FAFSA Simplification Act (title VII of division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) and subject to the effective date of section 701(b) of such Act, as amended by section 102(a) of the FAFSA Simplification Act Technical Corrections Act (division R of <external-xref legal-doc="public-law" parsable-cite="pl/117/103">Public Law 117–103</external-xref>) (including the authorization provided under section 102(c)(1)(A) of such Act).</text></subsection></section></legis-body></bill>
