<section id="H1BA226CFC2884F25957CFA269DE5B820" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Flood Prevention and Snowpack Management Act</short-title></quote>.</text></section> <section id="H1C56B02413E749C29BAE1834AC90715E" section-type="subsequent-section"><enum>2.</enum><header>Task force on California snowpack and flood mitigation</header> <subsection id="H4F2CBB4DAE314A1DB73D6C9CBFD7AE1F"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of the Army, acting through the Chief of Engineers, shall establish a task force to be known as the <quote>Task Force on the California Snowpack and Flood Mitigation</quote> (in this section referred to as the <quote>Task Force</quote>).</text></subsection> 
<subsection id="H494AEFB468434EFCA8827A1F50DECDCB"><enum>(b)</enum><header>Membership</header> 
<paragraph id="HF261A2B9F91948C3A101E13EF5762B6B"><enum>(1)</enum><header>In general</header><text>The Task Force shall consist of 17 members, to be appointed by the Chief of Engineers, as follows:</text> <subparagraph id="HCC376918C9ED4755894A7B0A8BC3BCBA"><enum>(A)</enum><text>1 member of the Senate representing the State of California.</text></subparagraph> 
<subparagraph id="H1780C19576294777B48616897FEC2AFB"><enum>(B)</enum><text>5 members of the House of Representatives, including—</text> <clause id="HAF53704E7E1E492B8F539A889FCDBB57"><enum>(i)</enum><text>1 member who represents Northern California;</text></clause> 
<clause id="H00552164632349598FF5E83652C26D2C"><enum>(ii)</enum><text display-inline="yes-display-inline">1 member who represents Northern San Joaquin Valley;</text></clause> <clause id="H15FB9948D6E74620BA34373AD1615BF2"><enum>(iii)</enum><text display-inline="yes-display-inline">1 member who represents Central San Joaquin Valley;</text></clause> 
<clause id="HD544899C0D754FEAA8169DA10BFE2665"><enum>(iv)</enum><text display-inline="yes-display-inline">1 member who represents Southern San Joaquin Valley; and</text></clause> <clause id="HAD602CC2C1664EC6BA88778C57E22D2B"><enum>(v)</enum><text>1 member who represents Southern California.</text></clause></subparagraph> 
<subparagraph id="H77F960461EAA43528884F7EA81CB972A"><enum>(C)</enum><text>A representative of the Corps of Engineers.</text></subparagraph> <subparagraph id="HC938AFE8C14245E5BCE7A563319A0026"><enum>(D)</enum><text>A representative of the Federal Emergency Management Agency.</text></subparagraph> 
<subparagraph id="H58FA2EDB266940DFB2ED5BCCE273C338"><enum>(E)</enum><text>A representative of the Bureau of Reclamation.</text></subparagraph> <subparagraph id="H626B02BBA5244998A525BA00BBBA71CB"><enum>(F)</enum><text>A representative of the National Oceanic and Atmospheric Administration.</text></subparagraph> 
<subparagraph id="HD4F9AFA34E524960B093A2DE44AE4347"><enum>(G)</enum><text display-inline="yes-display-inline">A representative of the California Office of Emergency Services.</text></subparagraph> <subparagraph id="HA76FB3B2B05846CAB888A31A83BB0BCB"><enum>(H)</enum><text display-inline="yes-display-inline">A representative of the California Department of Water Resources.</text></subparagraph> 
<subparagraph id="H5EDF64756C4E41258FDDDAB1C8443DBC"><enum>(I)</enum><text>4 members from local community organizations that are impacted by, or provide resources or relief to individuals impacted by, flooding in California.</text></subparagraph> <subparagraph id="H6BEAB1689BA146F0A8A4D9663566DF24"><enum>(J)</enum><text>A representative of Tribal communities in California.</text></subparagraph></paragraph> 
<paragraph id="H1563858FB0B241D3A0584B5C60457344"><enum>(2)</enum><header>Chairperson; Vice Chairperson</header><text>The Chairperson and Vice Chairperson of the Task Force shall be elected by the members of the Task Force.</text></paragraph></subsection> <subsection id="HCA375C88E13546EEAC32A2E34F6D146F"><enum>(c)</enum><header>Meetings</header> <paragraph id="HB82AB8A1D5C44A7888126D35773C48DA"><enum>(1)</enum><header>Initial meeting</header><text>The Task Force shall meet on the day after any day on which the California Department of Resources determines that any portion of the snowpack in California is 150 percent above the average snowpack in California.</text></paragraph> 
<paragraph id="H1D2F794B9B2A4E9A8F1CBA40365DD0AA"><enum>(2)</enum><header>Subsequent meetings</header><text>After conducting the initial meeting described under paragraph (1), the Task Force shall meet on a periodic basis until the plan of action required under subsection (d) is complete.</text> </paragraph></subsection> <subsection id="H76532D0795704C77B143D6F74DBF009D"><enum>(d)</enum><header>Duties</header><text>The duties of the Task Force shall be to—</text> 
<paragraph id="HC05E94266C58431BA38FB16E7459641D"><enum>(1)</enum><text>examine and assess the risks posed by the snowpack in California;</text></paragraph> <paragraph id="H0B22E8CBFDC54EB394C0A162DF015440"><enum>(2)</enum><text>assess what local, State, and Federal actions may be taken to mitigate such risks; and</text></paragraph> 
<paragraph id="H824F2825D367496A8B4306BB4D6E40D5"><enum>(3)</enum><text display-inline="yes-display-inline">not later than 90 days after conducting an initial meeting under subsection (c)(1), develop a plan of action for snowpack melt, flood mitigation and recovery, and expediting water storage projects to capture water from the snowpack and alleviate future drought conditions.</text></paragraph></subsection> <subsection id="H8F0824548B3C42D0B9DADCCF4F3D955F"><enum>(e)</enum><header>Report</header><text>Upon completion of a plan of action under subsection (d), the Task Force shall submit each such plan of action to—</text> 
<paragraph id="H590D09BD1C944BA0A9280E446C67EE88"><enum>(1)</enum><text display-inline="yes-display-inline">the Governor of California;</text></paragraph> <paragraph id="HDD852AE0A2214A3E9ED7984C7385AE8C"><enum>(2)</enum><text display-inline="yes-display-inline">the California Office of Emergency Services;</text></paragraph> 
<paragraph id="HD6C7A389456F4520881B86B6250EAEB8"><enum>(3)</enum><text display-inline="yes-display-inline">the California Department of Water Resources;</text></paragraph> <paragraph id="H6AE60632E0814CD4952FE32471553EDF"><enum>(4)</enum><text display-inline="yes-display-inline">the Administrator of the Federal Emergency Management Agency;</text></paragraph> 
<paragraph id="HA658A9A488C44E049ED2ECC6889FC1F1"><enum>(5)</enum><text>the Chief of Engineers;</text></paragraph> <paragraph id="HE2949614699F4081B57D9A9A6647C6AD"><enum>(6)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></paragraph> 
<paragraph id="HB7D7E62E076B45E6925AD77E1B87825E"><enum>(7)</enum><text>the Committee on Energy and Natural Resources of the Senate. </text></paragraph></subsection></section> </legis-body></bill>
