<section id="H8D8A70E0A2E24558A62B2910B884A4E9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Investing in Community Safety Act of 2023</short-title></quote>.</text></section> <section id="HAD7955E062FF4E959FE362C2A27C5E42"><enum>2.</enum><header>Recruitment of law enforcement officers</header><text display-inline="no-display-inline">Section 1701 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381</external-xref>) is amended—</text> 
<paragraph id="HAA7586D90A6D46CEBD1673E7D3303281"><enum>(1)</enum><text>in subsection (b)—</text> <subparagraph id="H961362CA7712451B9E677A7033AF2FE3"><enum>(A)</enum><text>by redesignating paragraphs (22) and (23) as paragraphs (23) and (24); and</text></subparagraph> 
<subparagraph id="H5D9E85798CF94A9F8B45CBBEBE2DE34D"><enum>(B)</enum><text>by inserting after paragraph (21) the following: </text> <quoted-block style="OLC" id="H43544ED33C984BD6B92F592E4E41A71F" display-inline="no-display-inline"> <paragraph id="H373EC2B2BB3D4A64890A4CD81578959D"><enum>(22)</enum><text display-inline="yes-display-inline">recruiting efforts, including related travel expenses, marketing expenses, retention bonuses, and targeted community outreach events;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H95FA1A2FB2324214A5E184EAC475EC0B"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text> <subparagraph id="H0164FA5F2BA148359497490A9D01E10A"><enum>(A)</enum><text>in paragraph (2)(C), by striking <quote>or</quote> at the end; </text></subparagraph> 
<subparagraph id="HC52F43A88DCB43D08569AE3AE9704053"><enum>(B)</enum><text>in paragraph (3)(B), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph> <subparagraph id="HC1A4D6BA19FB4D8ABA7F97F0A5DCB8AC"><enum>(C)</enum><text>by adding at the end the following: </text>

<paragraph id="H925ABA7E487644AAAB1FFD47F176241C"><enum>(4)</enum><text display-inline="yes-display-inline">for recruiting efforts from an applicant—</text> <subparagraph id="H08111C1BE47D433194FF7955AA3197EA"><enum>(A)</enum><text>that has experienced a history of high violent crime rates that may have an adverse effect on recruitment; or</text></subparagraph> 
<subparagraph id="HF44EFDA9963E4809AAA7294B5D932C51"><enum>(B)</enum><text>a history of persistent recruitment shortfalls.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph></section> </legis-body></bill>
