which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committee on <committee-name committee-id="HAG00">Agriculture</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Agriculture and the Secretary of the Interior to establish a wildfire technology testbed pilot program, and for other purposes.</official-title></form><legis-body id="H3702F38BBCCD4FE0AEDAFC1508AABA5F" style="OLC"><section id="H619C4B5E1E2B4D39AA21106CDA6EA462" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildfire Technology Demonstration, Evaluation, Modernization, and Optimization Act</short-title></quote> or the <quote>Wildfire Technology DEMO Act</quote>.</text></section><section id="HF3C7755B62864A48A5EBA9292EDE9FE8"><enum>2.</enum><header>Public-private wildfire technology testbed partnership</header><subsection id="H5A5877BC75DC41FFA1642AC307E9ECDA"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act, the term:</text><paragraph id="H8B5E7E2C2AFD434A97B99F3D734CF51A"><enum>(1)</enum><header>Covered agency</header><text>The term <term>covered agency</term> means—</text><subparagraph id="HD8C55D0F99514F9B8C66EFDAD77A1CCD"><enum>(A)</enum><text>each Federal land management agency (as such term is defined in the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>)); </text></subparagraph><subparagraph id="HB0875EC50B4547209BEAD836AFF53FF9"><enum>(B)</enum><text>the National Oceanic and Atmospheric Administration;</text></subparagraph><subparagraph id="HB4D4B1D3B974427088472A987861B66E"><enum>(C)</enum><text>the United States Fire Administration;</text></subparagraph><subparagraph id="H43E738002C0E4EDC84AC2EAAEA3D55A5"><enum>(D)</enum><text>the Federal Emergency Management Agency;</text></subparagraph><subparagraph id="HB1BC0E1A1D96430BB55942DFC57630FA"><enum>(E)</enum><text>the National Aeronautics and Space Administration;</text></subparagraph><subparagraph id="H0DA12A74540A4DFBB5B120238CE74B49"><enum>(F)</enum><text>the Bureau of Indian Affairs; and</text></subparagraph><subparagraph id="HD90A7269DD434DD08CDE3CEF9E9AF3CF"><enum>(G)</enum><text>any other Federal agency involved in wildfire response.</text></subparagraph></paragraph><paragraph id="HC30F48797D63416AA01BED96E478DA51"><enum>(2)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means—</text><subparagraph id="HB6120D2D5AB94FA98F6D384133809502"><enum>(A)</enum><text>a private entity;</text></subparagraph><subparagraph id="H205DBBE694764009B45E97AA4B698DA0"><enum>(B)</enum><text>a nonprofit organization; or </text></subparagraph><subparagraph id="HE58D50752CCA45448920834EA85AFE85"><enum>(C)</enum><text>an institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)). </text></subparagraph></paragraph><paragraph id="H7438FB28621A4B9FBE51DE1A5424FAA1"><enum>(3)</enum><header>Secretaries</header><text display-inline="yes-display-inline">The term <term>Secretaries</term> means the Secretary of Agriculture and the Secretary of the Interior, acting jointly.</text></paragraph><paragraph id="HE59E3CD0CD24493B8584F766725A0E2D"><enum>(4)</enum><header>Testbed Pilot Program</header><text>The term <term>Testbed Pilot Program</term> means the testbed pilot program developed under subsection (b). </text></paragraph></subsection><subsection id="H6AAE7FA6B28B471FAE16639DCC41C205"><enum>(b)</enum><header>In general</header><text>Not later than 60 days after the date of the enactment of this Act, the Secretaries, in coordination with the heads of the covered agencies, shall establish a testbed pilot program for new and innovative wildfire prevention, detection, communication, and mitigation technologies.</text></subsection><subsection id="HB9CCAC14D0734A958296881266379EC6"><enum>(c)</enum><header>Functions</header><text>In carrying out the Testbed Pilot Program, the Secretaries shall—</text><paragraph id="H07F5A97C8BBB4003BD37A65517B4AF50"><enum>(1)</enum><text display-inline="yes-display-inline">incorporate the Testbed Pilot Program into an existing interagency coordinating group on wildfires; </text></paragraph><paragraph id="H71BB9E99B7AB4514A95807453B60FEB1"><enum>(2)</enum><text display-inline="yes-display-inline">in consultation with the heads of covered agencies, identify key technology priority areas with respect to the deployment of wildfire prevention, detection, communication, and mitigation technologies, including—</text><subparagraph id="HBB3E1031CA7E495FABC66F726234B044"><enum>(A)</enum><text>hazardous fuels reduction treatments or activities;</text></subparagraph><subparagraph id="HB10B1E5CE66D499F8846891C4AB0CEEF"><enum>(B)</enum><text>dispatch communications; </text></subparagraph><subparagraph id="HE97ACE3F00A844B6815DF8C212BEB0CC"><enum>(C)</enum><text>remote sensing and tracking; </text></subparagraph><subparagraph id="H6D0785C925594C429B8090756CB782DC"><enum>(D)</enum><text>safety equipment; and</text></subparagraph><subparagraph id="HB0D794CC5DC44E268D551848B9B3CE4D"><enum>(E)</enum><text display-inline="yes-display-inline">common operating pictures or operational dashboards; and</text></subparagraph></paragraph><paragraph id="HDE09B1EB8734424A9F79B06719545484"><enum>(3)</enum><text display-inline="yes-display-inline">partner each covered entity selected to participate in the Testbed Pilot Program with the appropriate covered agency to coordinate real-time and on-the-ground testing of technology during wildland fire mitigation activities and training.</text></paragraph></subsection><subsection id="H70F201396B9F4524AEDEC81CF49A6589"><enum>(d)</enum><header>Applications</header><text>To participate in the Testbed Pilot Program, a covered entity shall submit to the Secretaries an application at such time, in such manner, and containing such information as the Secretaries may require, which shall include a proposal to test technologies specific to key technology priority areas identified under subsection (c)(2). </text></subsection><subsection id="H998EC6628E284ABEA759ACC89DAADC89"><enum>(e)</enum><header>Prioritization of emerging technologies</header><text display-inline="yes-display-inline">In selecting covered entities to participate in the Testbed Pilot Program, the Secretaries shall give priority to covered entities developing and applying emerging technologies, including artificial intelligence, quantum sensing, computing and quantum-hybrid applications, augmented reality, and 5G private networks and device-to-device communications supporting nomadic mesh networks, for wildfire mitigation. </text></subsection><subsection id="H68326B5929DA4F16923360F89F74595D"><enum>(f)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Secretaries, in coordination with the heads of covered agencies, shall make public the key technology priority areas identified under subsection (c)(2) and invite covered entities to apply to test and demonstrate their technologies to address those priority areas. </text></subsection><subsection id="H095950F5656540168725536D3CBAAB52"><enum>(g)</enum><header>Reports and recommendations</header><text>Not later than 1 year after the date of the enactment of this Act, and each year thereafter for the duration of the Testbed Pilot Program, the Secretaries shall submit to the Committees on Agriculture, Natural Resources, and Science, Space, and Technology of the House of Representatives a report that includes the following with respect to the Testbed Pilot Program: </text><paragraph id="HB74843C47DCC49C18C43979E7F1B2091"><enum>(1)</enum><text>A list of participating covered entities.</text></paragraph><paragraph id="H3D6B8CD5389A4C90908A77F2C360C4BD"><enum>(2)</enum><text>A brief description of the technologies tested by such covered entities.</text></paragraph><paragraph id="HB4463D7E54384215819747A80049D648"><enum>(3)</enum><text>An estimate of the cost of acquiring the technology tested in the program and applying it at scale. </text></paragraph><paragraph id="HB6852E3B729B4220BE4A50BD02795406"><enum>(4)</enum><text>Outreach efforts by Federal agencies to covered entities developing wildfire technologies. </text></paragraph><paragraph id="H8DD4690B4D05479187CC44EEED0EE60F"><enum>(5)</enum><text>Assessments of, and recommendations relating to, new technologies with potential adoption and application at-scale in Federal land management agencies’ wildfire prevention, detection, communication, and mitigation efforts.</text></paragraph></subsection><subsection id="HBC50C1CE5FB14F028E455028263CD678"><enum>(h)</enum><header>Termination</header><text>The Testbed Pilot Program shall expire 4 years after the date of its establishment under subsection (b). </text></subsection></section></legis-body></bill>
