<section id="H794FD7ED48BC4F3382E153C0BD1E042D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Balloon Location and Identification Pronouncement Study Act</short-title></quote> or the <quote>BLIPS Act</quote>.</text></section> <section id="HF055A26B9CC3433188331AAADE1E1F4A"><enum>2.</enum><header>Study and report on effects of unmanned free balloons on aviation safety</header> <subsection id="HFCCFF4E8F57E40FEA67C96E7509400EA"><enum>(a)</enum><header>Study</header> <paragraph id="H01EBA7798D964BAC95B7D7BBEC992346"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The officials concerned shall conduct a study on the effects on aviation safety of domestically launched unmanned free balloons that do not emit an electronic or radio signal that is able to be located or tracked by the owner of the balloon or by civil or military airspace authorities.</text> </paragraph> 
<paragraph id="HE833F8F0FEFE438394BA1106D486B809"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The study described in paragraph (1) shall include an analysis of—</text> <subparagraph id="HD1B0952CA68846ED805E76E707F3BCA5"><enum>(A)</enum><text display-inline="yes-display-inline">how flights of the balloons described in paragraph (1) have or could affect aviation safety;</text></subparagraph> 
<subparagraph id="HA849416DDF574483ADB95310459ACD85"><enum>(B)</enum><text display-inline="yes-display-inline">how such balloon flights have contributed or could contribute to misidentified threats to civil or military air vehicles or infrastructure; and</text></subparagraph> <subparagraph id="HBD1634CC419E492D9F943B41CBDD692B"><enum>(C)</enum><text display-inline="yes-display-inline">how such balloon flights have impacted or could impact defense readiness and air traffic control operations.</text> </subparagraph></paragraph> </subsection> 
<subsection id="HD7A7F722321D4CB48E1AB229BA778606"><enum>(b)</enum><header>Report</header> 
<paragraph id="H2C96F741086347CC9CFCE8BFDC159505"><enum>(1)</enum><header>In general</header><text>Not later than 12 months after the date of enactment of this section, the officials concerned shall submit to the appropriate congressional committees a report detailing the results of the study described in subsection (a)(1).</text></paragraph> <paragraph id="HFFA9C4F026AC490DBF3911BE7D8AEC29"><enum>(2)</enum><header>Discussion and recommendations</header><text>The report described in paragraph (1) shall include discussion and recommendations pertaining to—</text> 
<subparagraph id="H265D7CD2CF7F49FCB25FC09413FE14EF" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the efficacy, feasibility, technical specifications, and potential civil and military impacts of mandating that each domestically launched unmanned free balloon be equipped with an electronic or radio emitter that can be tracked with near real-time, geolocational, and altitudinal precision, and which can transmit identifying information of the balloon or its owner; and</text></subparagraph> <subparagraph id="H404471B411E1408DB4A7494790AA61BB"><enum>(B)</enum><text>how the officials concerned can collect and use the data of such emitters for airspace deconfliction and maintaining a safe airspace picture by integrating the data into a real-time or near real-time digital system that supports the operations of the Federal Aviation Administration and the Department of Defense.</text></subparagraph></paragraph></subsection> 
<subsection id="H28F6B8EA6A3740C69957AFDECC514A5C"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="HE9263DBE00F842FDB1ED45D36606E5C8"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text> 
<subparagraph id="H3A078F8A915A4AE484B100723BBC9A6A"><enum>(A)</enum><text>the Committee on Armed Services of the House of Representatives;</text></subparagraph> <subparagraph id="H9246ECB00F664391B25C09A16A3F9B18"><enum>(B)</enum><text>the Committee on Transportation and Infrastructure of the House of Representatives;</text></subparagraph> 
<subparagraph id="H9A6E802971224A19A5675B4D6F5E4569"><enum>(C)</enum><text>the Committee on Armed Services of the Senate; and</text></subparagraph> <subparagraph id="H625C094FFF0D4FEE9B12AD78124BC7F2"><enum>(D)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph> </paragraph> 
<paragraph id="HDC1E2E32C95F4C8D874B3852483C86AD"><enum>(2)</enum><header>Officials concerned</header><text display-inline="yes-display-inline">The term <term>officials concerned</term> means the Secretary of Defense and the Administrator of the Federal Aviation Administration.</text></paragraph></subsection></section> </legis-body></bill>
