<section id="HB3CE62F3DE074E1BBF1F10048D93E6D5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Bases Act</short-title> of 2023</quote>.</text></section> <section id="HE83ED2C4DCA941A6A0A0F9FA29BB011C" section-type="subsequent-section"><enum>2.</enum><header>Permits to carry concealed firearms on military installations</header> <subsection id="H20C29937C7B24054B77CC7CEA4C8AF79"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall establish a single element of the Department of Defense to issue, upon request by a covered member, a permit that authorizes that covered member to carry a concealed firearm while on any military installation.</text></subsection> 
<subsection id="H37B759D7AE7B418889411EACE8E0E461"><enum>(b)</enum><header>Covered member defined</header><text display-inline="yes-display-inline">In this section, the term <term>covered member</term> means a member of the Armed Forces who—</text> <paragraph id="HF2B6FDF4CC9545FBBCE78B0410BC6E89"><enum>(1)</enum><text>is not prohibited from purchasing, owning, or possessing a firearm under section 922 of title 18, United States Code; and</text></paragraph> 
<paragraph id="H5940A8F8BC0A4FC7935D085B49AE4E09"><enum>(2)</enum><text>is on active duty.</text></paragraph></subsection></section> </legis-body></bill>
