Service’s forecasting of turbulence and acquisition of aviation weather data, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H1159AC82B27A492AA69E4BB5E29D3CCC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Aviation Weather Improvement Act</short-title></quote>.</text></section><section id="H0802EEE22F9C47E18C6C00A585484093"><enum>2.</enum><header>Aviation weather and data innovation</header><subsection id="H0687198BBCF14F679760DD9197DD3D7B" commented="no"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">The Director of the National Weather Service shall maintain an airborne observation program (in this section referred to as the <quote>program</quote>) for the acquisition of atmospheric sensor data and the deployment, in partnership with the weather enterprise, of critical atmospheric sensors.</text></subsection><subsection id="HB8BBD37DCE464537BC5B95429BC8034F"><enum>(b)</enum><header>Activities</header><text>The program shall include activities that carry out the following:</text><paragraph id="HBF92054FC2A84C2E9A81EA3EBD2EF235"><enum>(1)</enum><text display-inline="yes-display-inline">Procurement of weather data available from commercial aircraft, as determined by the Director of the National Weather Service.</text></paragraph><paragraph id="H28A867B024114694BB9DD9DBD17715CE"><enum>(2)</enum><text display-inline="yes-display-inline">Acquisition of additional vertical profile observations that provide spatial and temporal density, as determined by the Director.</text></paragraph><paragraph id="H8DE5786C07B34FF386A727DDD897E6A3"><enum>(3)</enum><text display-inline="yes-display-inline">Analysis of procured data when incorporated into the National Oceanic and Atmospheric Administration’s unified forecast system in order to provide improved forecast information for aircraft.</text></paragraph></subsection><subsection id="HCD78BB09F59B461A9360370F9F4C2BA3"><enum>(c)</enum><header>Budget</header><text display-inline="yes-display-inline">The Director of the National Weather Service shall, not less frequently than annually, submit to Congress a proposed budget corresponding with the activities described in subsection (b), including an analysis of such activities that can be complemented by National Oceanic and Atmospheric Administration aircraft.</text></subsection><subsection id="HF056570AD7264323A2944DA0AE9C99FD"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">From amounts made available to Operations, Research, and Facilities of the National Oceanic and Atmospheric Administration, there is authorized to be appropriated up to $10,000,000 for each of fiscal years 2024 through 2028 to carry out this section.</text></subsection><subsection id="H1B7E61E4706E4F33B14C2F92429C7AFD"><enum>(e)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <quote>weather enterprise</quote> has the meaning given such term in section 2 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8501">15 U.S.C. 8501</external-xref>).</text></subsection></section><section id="H8163EFDF7FD749E6A03E8D47DFC4A6BF"><enum>3.</enum><header>Aviation weather and turbulence forecasting coordination</header><subsection id="HD8F00FEBFF924786920398C8B4250FA8" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Weather Service shall include turbulence events or phenomena, icing conditions, or other phenomena in the forecasting capabilities of the National Weather Service’s Aviation Weather Center, and deliver operational forecasts with consistent, timely, and accurate weather and turbulence information for the airspace system and the protection of lives and property.</text></subsection><subsection id="HEBC88CDAB839450EB0CF6DA1704652A1" commented="no"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Director of the National Weather Service shall—</text><paragraph id="H84D79CEE31864530BD5C2B73C5C6B849" commented="no"><enum>(1)</enum><text>give consideration to recommendations from the Administrator of the Federal Aviation Administration in furtherance of section 44720 of title 49, United States Code; and</text></paragraph><paragraph id="H0F7ADACC9023419FA8FE1C118AE3F739" commented="no"><enum>(2)</enum><text>improve weather and turbulence forecasting capabilities by—</text><subparagraph id="H52609C9C8EA44BE18D5F53509B7F3CA7" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">designating or establishing within the Federal Government an interagency working group to determine weather and environmental data or observation requirements, needs, and potential solutions related to aviation weather and turbulence modeling or forecasting;</text></subparagraph><subparagraph id="HA79CDD2437824F869EBA2027DB5F4C2A" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">identifying current and future potential data gaps related to turbulence events or phenomena that can—</text><clause id="H07E48AFA4714486C8D170621F9EE76D6" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">identify or inform route specific flight planning; and</text></clause><clause id="H6D61A247183847B5B1BEE9E286F6F3A2" commented="no"><enum>(ii)</enum><text>be supplemented or filled by commercial aviation tools;</text></clause></subparagraph><subparagraph id="HB5EEA5F11FC948F8ABE09B5E64CBBEE5" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">transitioning research initiatives and pilot programs, including a pilot program of instrumentation for observing greenhouse gases and other atmospheric factors deployed on commercial aircraft and supporting the evaluation of a sustained observing network using such platforms, into operations that improve the forecasting missions of the Aviation Weather Center;</text></subparagraph><subparagraph id="H639F81768B3240AEA8F01029E395E1E7" commented="no"><enum>(D)</enum><text>developing and deploying improved probabilistic aviation weather forecast guidance technology; and</text></subparagraph><subparagraph id="HEA9544FA8F554776A0DCD0489C50324C" commented="no"><enum>(E)</enum><text>updating interagency agreements, as appropriate, including to address reimbursable agreements.</text></subparagraph></paragraph></subsection></section><section id="H34DF1BD049BD4F51957A709674D2D5B0"><enum>4.</enum><header>Next generation aviation research</header><text display-inline="no-display-inline">Paragraph (3) of section 102(b) of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8512">15 U.S.C. 8512(b)</external-xref>), is amended—</text><paragraph id="H7AB6D947F6584D0B87BEBC0B940FA306"><enum>(1)</enum><text>by redesignating subparagraphs (F) and (G) as subparagraphs (G) and (H), respectively; and</text></paragraph><paragraph id="H928ED530DF1D4D8683716786FF3A31F4"><enum>(2)</enum><text>by inserting after subparagraph (E) the following new subparagraph:</text><quoted-block id="H6193F446DA4149D4A6DCB9CBBD1DFA8A" style="OLC" changed="added" reported-display-style="italic" committee-id="HSY00"><subparagraph id="HA02D619DE65A408789118D819201D5B5" commented="no"><enum>(F)</enum><text display-inline="yes-display-inline">aviation weather phenomena, including atmospheric composition and turbulence, to improve scientific understanding and forecast capabilities for the airspace system;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement display="yes"><action-date
