<section id="HFC3D341160AF4E5FAA45F3AFEB4104B0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Safety Drill Research Act of 2023</short-title></quote>.</text></section> <section id="HB09171074122404AB3E32DA8958D8EFC"><enum>2.</enum><header>Study and report on mental effects of lockdown drill or active shooter drill in elementary and secondary schools</header> <subsection id="HCD6460763D654AEBA2EAC240F062350B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Education shall enter into an agreement with the National Academies of Sciences, Engineering, and Medicine under which the National Academies shall conduct a study on the mental health effects resulting from a lockdown drill or active shooter drill in elementary and secondary schools.</text></subsection> 
<subsection id="H6DAFE98E35D24953B153D00AB2976EC2"><enum>(b)</enum><header>Elements</header><text>The study conducted under subsection (a) shall include—</text> <paragraph id="HD4E56F17C7C74918843F3A5AEAAFAD8E"><enum>(1)</enum><text>an assessment of the extent to which a lockdown drill or active shooter drill results in adverse psychological effects on students, faculty, and staff of elementary and secondary schools;</text></paragraph> 
<paragraph id="HF91C7A77FA874CA18300E7CC59CB502C"><enum>(2)</enum><text>a comparison of the mental effects of a lockdown drill or active shooter drill, including—</text> <subparagraph id="H8D0C407CF89449B792BB242F459A1567"><enum>(A)</enum><text>the effects of active shooter simulations, full-scale lockdowns, and secured-perimeter lockouts; </text></subparagraph> 
<subparagraph id="H29E69C04E40946099E1800451A1D69CF"><enum>(B)</enum><text>the effects of announced versus unannounced drills; and</text></subparagraph> <subparagraph id="H3C8ABBB93EA2436BA955ED14E8EEB0E4"><enum>(C)</enum><text>the effects of drills of varying frequencies;</text></subparagraph></paragraph> 
<paragraph id="HFD8938E5084C43CF8778339793547BB0"><enum>(3)</enum><text>an analysis of the effects of a lockdown drill or active shooter drill on— </text> <subparagraph id="HBF461FE343954B289193C001CB1257AE"><enum>(A)</enum><text>students of different ages or grade levels; and</text></subparagraph> 
<subparagraph id="HF91ED1B3B6884EC8A04881F22590DF8C"><enum>(B)</enum><text>students with intellectual or developmental disabilities;</text></subparagraph></paragraph> <paragraph id="HABFF0C809D5F4057B8DD2D1F612011AE"><enum>(4)</enum><text> the identification of best practices for—</text> 
<subparagraph id="H121D8B06A60540D5A4D5FE4F0D8EDE47"><enum>(A)</enum><text display-inline="yes-display-inline">accommodating—</text> <clause id="H8C4FA2DFE91C4BF081DD611CFB8D7FAC"><enum>(i)</enum><text>students of different ages and grade levels;</text></clause> 
<clause id="HC5BBDA4E1ADA4C3C98858DBA7A7DF317"><enum>(ii)</enum><text>students and staff with a history of prior trauma;</text></clause> <clause id="H20F09CD1009540C0A05FE2923F249D87"><enum>(iii)</enum><text>students for whom English is a second language; and</text></clause> 
<clause id="H3C564AC832D847739DC1E90A1F6B7ADA"><enum>(iv)</enum><text>students with developmental and physical disabilities; </text></clause></subparagraph> <subparagraph id="H810A3E2473234949A2E418A53BB137C3"><enum>(B)</enum><text>training faculty and staff to recognize traumatic stress reactions;</text></subparagraph> 
<subparagraph id="H7F016F5627D74E599285C1E32D1236E7"><enum>(C)</enum><text>the provision of mental health supports during and after a drill by a school-based mental health services provider;</text></subparagraph> <subparagraph id="HFBD01BBB93324991A1C83F31044FAAC6"><enum>(D)</enum><text>discussing school violence with students; and</text></subparagraph> 
<subparagraph id="HF3962E875EB84617929F95E3A2587052"><enum>(E)</enum><text>keeping parents and the community informed about drills, including—</text> <clause id="H9A1D404DB7E94A8080C9916127ADCC63"><enum>(i)</enum><text>the type of information communicated to parents, emergency dispatchers, and the community before and after a drill; and</text></clause> 
<clause id="H05F32E70AADC4E219D28A77C24FA9308"><enum>(ii)</enum><text>the resources given to assist parents in talking with children about concerns or fears related to violence at school; and</text></clause></subparagraph></paragraph> <paragraph id="H659EB00AE016436C91311915FC33D244"><enum>(5)</enum><text>an analysis of other studies and reports examining the effects of a lockdown drill or active shooter drill on student and staff mental health.</text></paragraph></subsection> 
<subsection id="H89109F38C8684486BF20F7B3D14352EB"><enum>(c)</enum><header>Report</header><text>The agreement entered into under subsection (a) shall include a requirement that, not later than 18 months after the date of enactment of this Act, the National Academies shall—</text> <paragraph id="H98B43A71489E461CB350B5976CAF8497"><enum>(1)</enum><text>compile a report on the results of the study conducted under subsection (a);</text></paragraph> 
<paragraph id="H3ED0933FA0C74D2680D000ED3B5694AE"><enum>(2)</enum><text>make such report publicly available on the website of the National Academies; and</text></paragraph> <paragraph id="HBAD6DF4116E447158D0F07513F9C25F1"><enum>(3)</enum><text>provide a briefing to Congress on the results of the study conducted under subsection (a).</text></paragraph></subsection> 
<subsection id="H9D05E705E09F4D718C0E66E8713FC5D5"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $1,000,000 to carry out this Act.</text></subsection> <subsection id="H46180773F68E42DAA8F308D8C7D9935E"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act, the following definitions apply:</text> 
<paragraph id="HE6385968AB4B42CAA866A2BAFB97D86B"><enum>(1)</enum><header>Active shooter simulation</header><text display-inline="yes-display-inline">The term <quote>active shooter simulation</quote> means a drill in which acts mimicking an active shooter situation are simulated, including any of the following: </text> <subparagraph id="HADBA2DFDEB4C46BF8AEBF52764B85CB9"><enum>(A)</enum><text>The activation of emergency alarms.</text></subparagraph> 
<subparagraph id="H632F73698FDC4D2A9D0DB24311351E39"><enum>(B)</enum><text>The presence of an active shooter or law enforcement officer, or both, inside a school.</text></subparagraph> <subparagraph id="H66C9FDD49ABC41859C7A4C104B7DD6A4"><enum>(C)</enum><text>The firing of a gun with blanks.</text></subparagraph> 
<subparagraph id="H1E4D57506A7C4381920AF254B6241D84"><enum>(D)</enum><text>The sound of a gun being fired.</text></subparagraph> <subparagraph id="H2E545B1275F848C995AD3C7BEA109626"><enum>(E)</enum><text>An attempt by an intruder to breach classroom doors inside a school.</text></subparagraph> 
<subparagraph id="HC6738266ECB747B593CFE6E2E60A26B5"><enum>(F)</enum><text>The expectation that individuals inside the school will fight an intruder.</text></subparagraph></paragraph> <paragraph id="H845183FD0602443D9942351AA386F133"><enum>(2)</enum><header>Elementary school</header><text display-inline="yes-display-inline">The term <quote>elementary school</quote> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph> 
<paragraph id="H2A861FE035A74F389A255732D587EFBC"><enum>(3)</enum><header>Full-scale lockdown</header><text>The term <quote>full-scale lockdown</quote> means a drill in which all doors of a school are locked, all windows of the school are covered, and students and faculty must remain silent and hidden, but in which an active shooter is not simulated. </text></paragraph> <paragraph id="H2C05C2BB93CF4495B2682C09342FF332"><enum>(4)</enum><header>Lockdown drill or active shooter drill</header><text display-inline="yes-display-inline">The term <quote>lockdown drill or active shooter drill</quote> means a procedure in which a school practices an emergency protocol designed to protect students and faculty against assault by an armed assailant.</text></paragraph> 
<paragraph id="HD01F95BF268443199684B7E18A70EF46"><enum>(5)</enum><header>Mental health services provider</header><text>The term <quote>mental health services provider</quote> means a State-licensed or State-certified school counselor, school psychologist, or school social worker, or a mental health professional qualified under State law to provide mental health services to children and adolescents.</text></paragraph> <paragraph id="H974700B51A3C4D0A999774BBDCD41DBC"><enum>(6)</enum><header>Secondary school</header><text display-inline="yes-display-inline">The term <quote>secondary school</quote> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph> 
<paragraph id="HECEE15F27FC9462A86CBB3595663E9C2"><enum>(7)</enum><header>Secured-perimeter lockout</header><text>The term <quote>secured-perimeter lockout</quote> means a drill in which the outside building doors of a school are locked and there is no entry or exit allowed to or from the school, but teachers continue with instruction.</text></paragraph></subsection></section> </legis-body></bill>
