R. 3809</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230605">June 5, 2023</action-date><action-desc><sponsor name-id="D000230">Mr. Davis of North Carolina</sponsor> (for himself, <cosponsor name-id="N000193">Mr. Nunn of Iowa</cosponsor>, <cosponsor name-id="C001119">Ms. Craig</cosponsor>, and <cosponsor name-id="S001209">Ms. Spanberger</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To include cybersecurity technical assistance in the national rural water and wastewater circuit rider program of Department of Agriculture.</official-title></form><legis-body id="HBE9AC38B31AD473D805B7869A33AC927" style="OLC"><section id="H18A290C73CC7458FAA9AA905D51F59E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cybersecurity for Rural Water Systems Act of 2023</short-title></quote>.</text></section><section id="HB0066CF2F7414AAEA674353C38CB42F9"><enum>2.</enum><header>Inclusion of cybersecurity technical assistance in the national rural water and wastewater circuit rider program</header><subsection id="HB46F41FC5E394D1290EA04909E06CB17"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 306(a)(22)(A) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)(22)(A)</external-xref>) is amended—</text><paragraph id="H3442A81A26274FB588F2B5A30BFAD259"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of clause (i); and</text></paragraph><paragraph id="H97E66C7CC8144FEABE0F06D95BD7C0B7"><enum>(2)</enum><text>by redesignating clause (ii) as clause (iii) and inserting after clause (i) the following:</text><quoted-block style="OLC" id="HDFEA8AEC683A43AFB9FD468C3DA74E90" display-inline="no-display-inline"><clause id="H20819EC30D794DB68B4D11660CB24359"><enum>(ii)</enum><text display-inline="yes-display-inline">shall include cybersecurity technical assistance for rural water systems serving fewer than 10,000 persons, to—</text><subclause id="H2B748BD7A08F4B7C8A26D2E295E1C559"><enum>(I)</enum><text>assess system efficacy in protecting against cyber threats; and</text></subclause><subclause id="H26A12B1973B44F09B72A7B3A2D740A39"><enum>(II)</enum><text>implement cybersecurity plans, procedures, and technologies to protect against cyber threats; and</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFB8543FD5ED2429A9B6D979B1C68857E"><enum>(b)</enum><header>Extension of program</header><text display-inline="yes-display-inline">Section 306(a)(22)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)(22)(B)</external-xref>) is amended by striking <quote>$25,000,000 for each of fiscal years 2019 through 2023</quote> and inserting <quote>$32,500,000 for each of fiscal years 2024 through 2028, of which $7,500,000 for each of the fiscal years shall be used to provide cybersecurity technical assistance in accordance with subparagraph (A)(ii)</quote>.</text></subsection></section></legis-body></bill>
