<section id="H7963CC34ED6C4EAB82A55557018AC517" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Apprenticeships to College Act</short-title></quote>. </text></section> <section id="H45A8B2580D404B80A6F6D61786700D06" commented="no"><enum>2.</enum><header>Apprenticeship college consortium</header> <subsection id="H95A7A7A2A9AD47E38DF967C9230811AA" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, in order to cooperate with the Secretary of Education and promote awareness and adoption of apprenticeship programs, the Secretary of Labor shall—</text> 
<paragraph id="HA7CA3F25DCA742B2959EA50342FA634B" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">enter into an interagency agreement with the Secretary of Education to promote and support integration and alignment of programs under the national apprenticeship system with secondary, postsecondary, and adult education, through the activities described in this section; and</text></paragraph> <paragraph id="HECA878F399824660BBE4841C89334796" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Committee on Education and the Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of Senate, such agreement and any modifications to such agreement.</text></paragraph></subsection> 
<subsection id="HF91245E32B38432680B93A520C6F64C7"><enum>(b)</enum><header>Apprenticeship college consortium</header><text display-inline="yes-display-inline">In order to support the establishment of a college consortium of postsecondary educational institutions, related instruction providers, sponsors, qualified intermediaries, and employers for the purposes of promoting stronger connections between programs under the national apprenticeship system and participating 2- and 4-year postsecondary educational institutions, the interagency agreement under subsection (a) shall include a description of how the Secretaries will—</text> <paragraph id="H0FC92C7519814AD1B76CA8BE55ABAE62" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">support data sharing systems that align education records and records of programs under the national apprenticeship system regarding whether program participants who receive financial aid under title IV of the Higher Education Act of 1965 enroll in, or complete, postsecondary coursework while participating in a program under such system;</text></paragraph> 
<paragraph id="HCEEAC61041F54353A81910F67F2A79E1" commented="no"><enum>(2)</enum><text>provide guidance on how to align eligible funding from, planning processes for, and the requirements of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2301">20 U.S.C. 2301 et seq.</external-xref>), the Rehabilitation Act of 1973, and the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>) with this Act;</text></paragraph> <paragraph id="HBF938C0753D14881ABA98A94A33A720B" commented="no"><enum>(3)</enum><text>require all participants of the apprenticeship college consortium to enter into agreements to—</text> 
<subparagraph id="HE4C9582806F64EF1B3CF766DAA5642C8" commented="no"><enum>(A)</enum><text>have an articulation agreement with a participating sponsor of an apprenticeship program, which may include a 2- or 4-year postsecondary educational institution;</text></subparagraph> <subparagraph id="HDD08E90F1FA24454B8034DA830DDB0D4" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">create or expand the awarding and articulation of academic credit for related instruction completed and credentials awarded to program participants as part of a program under the national apprenticeship system; and</text></subparagraph> 
<subparagraph id="H6F2F583513B14C3090BD9C96D27FE170" commented="no"><enum>(C)</enum><text>support the creation or expansion of electronic transcripts for apprenticeship programs and all academic content, including related instruction and on-the-job training; </text></subparagraph></paragraph> <paragraph id="H4AB198D7DB8D4643891259C3FFAAA2A9" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">provide technical assistance on eligible uses of financial aid, including the Federal work study program under part C of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51 et seq.</external-xref>), for related instruction for programs under the national apprenticeship system;</text></paragraph> 
<paragraph id="H57F3B26DD3FE40AE95224FB6EC2DF217" commented="no"><enum>(5)</enum><text>provide to consortium participants or potential participants information regarding—</text> <subparagraph id="H7820066ED05E426DA43235976E616779" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">a list of apprenticeship programs in related occupations offered in the State or available under the Office of Apprenticeship that may become part of the consortium;</text></subparagraph> 
<subparagraph id="HE8997E10A9364194B100728D5858258A" commented="no"><enum>(B)</enum><text>information on how to develop an apprenticeship program;</text></subparagraph> <subparagraph id="H5719DCB0DA664756A3B6D93EF963A0AE" commented="no"><enum>(C)</enum><text>information on Federal, State, and local financial resources available to assist with the establishment and implementation of apprenticeship programs; and</text></subparagraph> 
<subparagraph id="H65ED0FEA98F44B149100F28D2BCD0903" commented="no"><enum>(D)</enum><text>information on related qualified intermediaries or industry or sector partnerships supporting apprenticeship programs, as applicable; and</text></subparagraph></paragraph> <paragraph id="H105654C10EC24C858B55058AC924398D" commented="no"><enum>(6)</enum><text>support information regarding the apprenticeship consortium being made available on a publicly accessible website, including—</text> 
<subparagraph id="HF4E0EF8CF18D45D99F89E28FE19E72CB" commented="no"><enum>(A)</enum><text>a list of participating members of the consortium, apprenticeship programs provided, credentials awarded with each program, and available apprenticeable occupations; and</text></subparagraph> <subparagraph id="HADFAEFC344144E4ABF8F0AE51BF79512" commented="no"><enum>(B)</enum><text>models of articulation agreements, prior learning assessments, and competency-based curriculum for related instruction for illustrative purposes.</text></subparagraph></paragraph></subsection></section>
