Crenshaw) introduced the following bill; which was referred to the
Committee on Energy and Commerce

A BILL
To amend title X of the Public Health Service Act to prohibit funds
under such title from being used for any system through which
counseling or referrals are provided to individuals regarding abortion
services.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PROHIBITION ON TITLE X FUNDING FOR SYSTEMS THROUGH WHICH
COUNSELING OR REFERRALS ARE PROVIDED TO INDIVIDUALS
REGARDING ABORTION SERVICES.
Title X of the Public Health Service Act (42 U.S.C. 300 et seq.) is
amended by adding at the end the following:
``SEC. 1009. PROHIBITION ON SYSTEMS THROUGH WHICH COUNSELING OR
REFERRALS ARE PROVIDED TO INDIVIDUALS REGARDING ABORTION
SERVICES.
``(a) Prohibition.--Except as provided in subsection (b), none of
the funds appropriated under this title shall be used for a system,
such as a hotline or website, through which counseling or referrals are
provided to individuals regarding abortion services.
``(b) Exceptions.--Subsection (a) does not apply with respect to
counseling or a referral provided to an individual regarding abortion
services where--
``(1) such individual is pregnant as the result of rape or
incest; or
``(2) a physician certifies that such individual suffers
from a physical disorder, physical injury, or physical illness
that would place the individual in danger of death unless an
abortion is performed, including a life-threatening physical
condition caused by or arising from the pregnancy itself.''.
