<official-title display="yes">To amend section 207 of title 18, United States Code, to ban former Senators and Members of the House of Representatives from lobbying Congress and the executive branch, and for other purposes.</official-title>

<section id="HE9AD7F89FE0C4C5D99299AE9DCAFDF9F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ban Congressmen Lobbyists Act</short-title></quote>. </text></section> <section id="H146EE054C726489B89319AA88E0D845A" section-type="subsequent-section"><enum>2.</enum><header>Lifetime lobbying ban for former Members of Congress</header> <subsection id="H495CEFD5F8794CAE91D1ABF43660CB4B"><enum>(a)</enum><header>Lobbying the executive branch</header><text>Section 207(e)(1) of title 18, United States Code, is amended by adding at the end a new subparagraph:</text>
<quoted-block style="USC" display-inline="no-display-inline" id="HCE7C771BFF6540E2BF680F88D7D7976D">
<subparagraph id="HD1A24B8D03A94C89B87EEDAB222E85DC"><enum>(C)</enum><header>Members of Congress and the executive branch</header><text display-inline="yes-display-inline">Any person who is a Member of the House of Representatives or a Senator and who, at any point after that person leaves office, knowingly makes, with the intent to influence, any communication to or appearance before any officer or employee of any department, agency, court, or court-martial of the United States on behalf of any other person (except the United States) in connection with a particular matter—</text> <clause id="H119BBD3510E3452A8BA0DFB3AE0D9DA7"><enum>(i)</enum><text>in which the United States is a party or has a direct and substantial interest, </text></clause>
<clause id="H56B30BF5556E46CF933F941CCDBFA5EB"><enum>(ii)</enum><text>in which the person participated personally and substantially as such officer or employee, and</text></clause> <clause id="H7462D71D36BF4E32AA3FD8617A74BD58"><enum>(iii)</enum><text>which involved a specific party or specific parties at the time of such participation,</text></clause><continuation-text continuation-text-level="subparagraph">shall be punished as provided in section 216 of this title.</continuation-text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H80B6ED2046B74FE5BFCC07E693BC17D9"><enum>(b)</enum><header>Lobbying Congress</header><text display-inline="yes-display-inline">Section 207(e)(1) of title 18, United States Code, is amended—</text> <paragraph id="H7E6A7EDBFA2A418CBB07F2F5B808422B"><enum>(1)</enum><text>in subparagraph (A) by striking <quote>, within 2 years after</quote> and inserting <quote>, at any point after</quote>; and</text></paragraph>
<paragraph id="HFE03A4D2EF024D84BB92348B0940E0FC"><enum>(2)</enum><text>in subparagraph (B)—</text> <subparagraph id="H8F89313F3CF44C77AC21018AB7942758"><enum>(A)</enum><text>in clause (i) by striking <quote>Any person who is a Member</quote> and inserting <quote>Except as provided in clause (iv), any person who is a Member</quote>; and</text></subparagraph>
<subparagraph id="H3DF10F5D7E834358A482E674139FF244"><enum>(B)</enum><text>by adding at the end the following new clause:</text> <quoted-block style="USC" id="HA94D9111E599416E9312F39C09998BE4" display-inline="no-display-inline"> <clause id="HB0606527B5E045FD8651461D2EFBE4E3"><enum>(iv)</enum><text display-inline="yes-display-inline">In the case of a person who is a Member of the House of Representatives referred to in clause (i), the restriction under such clause applies to such person at any point after such person leaves office.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection>
<subsection id="H3E9A9FCEE3AA4DACA6C5589C6EDBA446"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to any person who is a Member of Congress during the One Hundred and Eighteenth Congress or any succeeding Congress.</text></subsection></section> </legis-body> </bill>
