which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HII00">Natural Resources</committee-name>, and <committee-name committee-id="HAG00">Agriculture</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Assistant Secretary of Commerce for Communications and Information to establish an interagency strike force to ensure that certain Federal land management agencies, including the organizational units of such agencies, prioritize the review of requests for communications use authorizations, and for other purposes.</official-title></form><legis-body id="H58BF3F45FB9E4EAB930A6772485AAFC0" style="OLC"><section id="HFA263852CFD24DCDA647325C82FF9731" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expediting Federal Broadband Deployment Reviews Act</short-title></quote>. </text></section><section id="H91121218AE5D45F0BDAB1A9E876BB8B4" section-type="subsequent-section"><enum>2.</enum><header>Establishment of interagency strike force</header><subsection id="H607C33FB6B50414490D5B0B79061E4DA"><enum>(a)</enum><header>Interagency strike force</header><paragraph id="H45486689747C4C2486E2BC30DC73870F"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Assistant Secretary shall establish an interagency strike force to ensure that each Federal land management agency, including each organizational unit of the agency, prioritizes the review of requests for communications use authorizations.</text></paragraph><paragraph id="HED34D6916543482F879330D5B330A39F" commented="no"><enum>(2)</enum><header>Members</header><text>The strike force shall be composed of—</text><subparagraph id="H9881204709D34B3F8D2EFB22BE32F31B" commented="no"><enum>(A)</enum><text>the Assistant Secretary;</text></subparagraph><subparagraph id="HC60AAA61CC0A47CAAE48C6696F538EDB"><enum>(B)</enum><text>the head of each Federal land management agency; </text></subparagraph><subparagraph id="H5A776C6ECFF44DF2BE2DA08B2BEE2C04" commented="no"><enum>(C)</enum><text>a designee of the Secretary of Agriculture, other than the Chief of the Forest Service; and </text></subparagraph><subparagraph id="H2E54BFC162DA4A30B869898CE53E86EF" commented="no"><enum>(D)</enum><text>a designee of the Secretary of the Interior, other than the Director of the Bureau of Land Management. </text></subparagraph></paragraph><paragraph id="HFA10713DFCC4406084D11AA16004E8B7"><enum>(3)</enum><header>Duties</header><text display-inline="yes-display-inline">The duties of the strike force shall include—</text><subparagraph id="H1997D5D9F3994682A20BC2D8EEE21650" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">conducting periodic calls between the members of the strike force to ensure that each Federal land management agency, including each organizational unit of the agency, prioritizes the review of requests for communications use authorizations;</text></subparagraph><subparagraph id="H7FFDC5D0140E4F77B684CD40B27DF7C6"><enum>(B)</enum><text>establishing objective and reasonable goals for the review of requests for communications use authorizations; and</text></subparagraph><subparagraph id="H03D1618E31FC4B19893C97C4DA279331"><enum>(C)</enum><text>monitoring, and facilitating the accountability of, each Federal land management agency, including each organizational unit of the agency, with respect to meeting such goals.</text></subparagraph></paragraph><paragraph id="HCF071C74456141569446E66E24B93DAD"><enum>(4)</enum><header>Report to Congress</header><text>Not later than 270 days after the date of the enactment of this Act, the Assistant Secretary shall submit to the appropriate congressional committees a report on the effectiveness of the strike force in ensuring that each Federal land management agency, including each organizational unit of the agency, prioritizes the review of requests for communications use authorizations.</text></paragraph></subsection><subsection id="HD0DAB4503E6D4D5180744455BEE67038"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HD9CECBA13DDA4EE4A7A5C8D33230603D"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="HEBDBD85E909A40579D4990DEE866C63C"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text></subparagraph><subparagraph id="H633DFCDA45754C109C2F3EECD9E455C6"><enum>(B)</enum><text>the Committee on Natural Resources of the House of Representatives;</text></subparagraph><subparagraph id="H495D4B5F6CC94DCAABEE6212A04752B0"><enum>(C)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph><subparagraph id="H82E4B6B2CFF840F5AA7FC599DABECD46"><enum>(D)</enum><text>the Committee on Environment and Public Works of the Senate.</text></subparagraph></paragraph><paragraph id="HCBDEBE7348324C0C9642F788AF3488CF"><enum>(2)</enum><header>Assistant Secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information.</text></paragraph><paragraph id="H58175D94D9D44FEA9F3FD4C1E4A26BF6"><enum>(3)</enum><header>Communications facility</header><text display-inline="yes-display-inline">The term <term>communications facility</term> has the meaning given the term <term>communications facility installation</term> in section 6409(d) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1455">47 U.S.C. 1455(d)</external-xref>).</text></paragraph><paragraph id="H6D6D466147AD4A0FBC0F87CADF827284"><enum>(4)</enum><header>Communications use</header><text>The term <term>communications use</term> means the placement and operation of a communications facility.</text></paragraph><paragraph id="HAA5B0484D2E34B19B8A9B1B2DC752F09"><enum>(5)</enum><header>Communications use authorization</header><text display-inline="yes-display-inline">The term <term>communications use authorization</term> means an easement, right-of-way, lease, license, or other authorization—</text><subparagraph id="H182C9CFF38ED47C5A66C978AEB22D66C"><enum>(A)</enum><text>provided by a Federal land management agency;</text></subparagraph><subparagraph id="H37901F760FBA4F76910A80D55AEBE24F"><enum>(B)</enum><text display-inline="yes-display-inline">to locate or modify a communications facility on covered land; and</text></subparagraph><subparagraph id="H1E0A09FBB57E434AADBC4303D773E1D4"><enum>(C)</enum><text>for the primary purpose of authorizing the occupancy and use of such land for communications use. </text></subparagraph></paragraph><paragraph id="HFCB96B2974054D21B63FF5D6F1F1B639"><enum>(6)</enum><header>Covered land</header><text>The term <term>covered land</term> means—</text><subparagraph id="H055F095AEDF54238B14CAA36263FAE2B"><enum>(A)</enum><text display-inline="yes-display-inline">public lands; and</text></subparagraph><subparagraph id="H571CBC95D3D442D9AE51C2801B2E9C9F"><enum>(B)</enum><text>National Forest System land.</text></subparagraph></paragraph><paragraph id="H0B32C3834CA44C63B9A08F0C28CDCC4F"><enum>(7)</enum><header>Federal land management agency</header><text display-inline="yes-display-inline">The term <term>Federal land management agency</term> means each of the following:</text><subparagraph id="H8861A0E18EF4408CB9B150BC6308606A"><enum>(A)</enum><text>The Bureau of Land Management.</text></subparagraph><subparagraph id="H38EFA097E9084682AA202BA2BDA0F671"><enum>(B)</enum><text>The Forest Service.</text></subparagraph></paragraph><paragraph id="H5FFC7AA4810E424AAE8FC5303DA5068F"><enum>(8)</enum><header>National Forest System</header><text display-inline="yes-display-inline">The term <term>National Forest System</term> has the meaning given that term in section 11(a) of the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1609">16 U.S.C. 1609(a)</external-xref>). </text></paragraph><paragraph id="H7975BF08E163455793BFCAE06AF7EA82"><enum>(9)</enum><header>Organizational unit</header><text>The term <term>organizational unit</term> means—</text><subparagraph id="H84F374CD4870485A891E0445B081D46B"><enum>(A)</enum><text display-inline="yes-display-inline">with respect to the Bureau of Land Management—</text><clause id="H2AA7A53CFBB74D3386BA513BF666196A"><enum>(i)</enum><text>a State office;</text></clause><clause id="HF52B207F5E00455AB65CA1C6A709E731"><enum>(ii)</enum><text>a regional office;</text></clause><clause id="HD951E5ABFA7746B691CBD7D3602E71C9"><enum>(iii)</enum><text>a district office; or</text></clause><clause id="HC489D59D5750454A869429008AB797E8"><enum>(iv)</enum><text>a field office; and</text></clause></subparagraph><subparagraph id="H83691EA537F54A948E0E9FEE1C16973E"><enum>(B)</enum><text display-inline="yes-display-inline">with respect to the Forest Service—</text><clause id="H3261A7C414B046A6B40193EC6C73E984"><enum>(i)</enum><text>a regional office;</text></clause><clause id="H9CDA789E593E4A0D9689327059CE447E"><enum>(ii)</enum><text>a management unit; or</text></clause><clause id="H45F86C96BEC64CA4B15B3804A93FE87A"><enum>(iii)</enum><text>a ranger district office.</text></clause></subparagraph></paragraph><paragraph id="H01189C593E1A406EB007D7A89C0DFDAB"><enum>(10)</enum><header>Public lands</header><text display-inline="yes-display-inline">The term <term>public lands</term> has the meaning given that term in section 103 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1702">43 U.S.C. 1702</external-xref>).</text></paragraph><paragraph id="H6BE788355EEF4645AD23995C5AB8CE46"><enum>(11)</enum><header>Strike force</header><text>The term <term>strike force</term> means the interagency strike force established under subsection (a)(1). </text></paragraph></subsection></section></legis-body></bill>
