which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide grants to owners of intergenerational dwelling units, and for other purposes.</official-title></form><legis-body id="HFC0BCD3A6C4D45F9A7684CDF5C5A656C" style="OLC"><section section-type="section-one" id="HBBE297F247834DDB839C73E53146D883"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited to as the <quote><short-title>Grandfamily Housing Act of 2023</short-title></quote>.</text></section><section id="H0F951829556E48699D1E44F822CA5872"><enum>2.</enum><header>Grant program for grandfamily housing</header><subsection id="HFFE9BB0CF0B74A12987EAC5B5900BA44"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title II of the LEGACY Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/12/1790q">12 U.S.C. 1790q</external-xref> note) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H627B9C3A8EE44EC192D5005384B36862"><section id="HAB96B8866F1F40E6B38170166CF9B303"><enum>206.</enum><header>Grant program</header><subsection id="HEFF814CBEEB54E57A272EFDD14F4E38A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall, not later than 180 days after the date of enactment of this section, establish a program to provide grants to owners of intergenerational dwelling units.</text></subsection><subsection id="H0E18A27B4A3B469C82012B28D20EF29F"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an owner of an intergenerational dwelling unit shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require.</text></subsection><subsection id="H49EDECC3A8E84CEE9445A8530E9C60CB"><enum>(c)</enum><header>Use of grant amounts</header><text>An owner of an intergenerational dwelling unit that receives a grant under this section shall use amounts provided to cover costs associated with—</text><paragraph id="HFC4EA2A465574B2A8308A8A46BBC34BA"><enum>(1)</enum><text>employing a service coordinator to—</text><subparagraph id="H42E8235495714743896C9534E0489D48"><enum>(A)</enum><text display-inline="yes-display-inline">offer onsite services to intergenerational families, including tutoring, health care services, afterschool care, and activities that are age appropriate for children of various ages of development; and </text></subparagraph><subparagraph id="H62003B0529574B60BC49EFB3FF569EEE"><enum>(B)</enum><text display-inline="yes-display-inline">coordinate with any local kinship navigator program (as described in section 474(a)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/674">42 U.S.C. 674(a)(7)</external-xref>);</text></subparagraph></paragraph><paragraph id="H5942F91AF97E489FA7364D78AD1993C9"><enum>(2)</enum><text>facilitating outreach to intergenerational families as described in subsection (d);</text></paragraph><paragraph id="H6A85CAEE75B34F92A4EBDB32C76E1FA1"><enum>(3)</enum><text>planning and providing services to intergenerational families; and</text></paragraph><paragraph id="HB2C4D016A50043038C3FF871CDD295B0"><enum>(4)</enum><text display-inline="yes-display-inline">retrofitting and maintaining existing spaces within the property that contains the intergenerational dwelling unit for the services and programs provided to intergenerational families. </text></paragraph></subsection><subsection id="HAACE79733D9241238608E70371F35D51"><enum>(d)</enum><header>Outreach</header><paragraph id="HA6E35312D881403FB0CE4A6C987E9309"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An owner of an intergenerational dwelling unit that receives a grant under this section shall engage with intergenerational families in the community surrounding the property that contains the grandfamily housing owned by the grant recipient by—</text><subparagraph display-inline="no-display-inline" id="HF644DA8BACE241688D707CF036191682"><enum>(A)</enum><text>performing periodic informational outreach; and</text></subparagraph><subparagraph commented="no" id="H44FF4EF896CA474D880D849D0874469D"><enum>(B)</enum><text display-inline="yes-display-inline">planning and offering events for intergenerational families.</text></subparagraph></paragraph><paragraph id="H6DF922D8CFC5416882B674644981CEF2"><enum>(2)</enum><header>Coordination</header><text display-inline="yes-display-inline">Outreach under this subsection shall, where possible, be in coordination with a local kinship navigator program (as described in section 474(a)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/674">42 U.S.C. 674(a)(7)</external-xref>) or a comparable program or entity in the State in which the intergenerational dwelling unit is located.</text></paragraph></subsection><subsection id="HE537B22ED0E34B519686AE8B8DE65E7E"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out this section for each of fiscal years 2024 through 2028.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HE1AA43143A11416E84A02599463AEC68"><enum>(f)</enum><header>Nondiscrimination</header><text display-inline="yes-display-inline">The program established under this section shall be implemented by the Secretary in a manner that is consistent with the Fair Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3601">42 U.S.C. 3601 et seq.</external-xref>).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HED6C1EBA0F0A47A7847543ACC7190385"><enum>(b)</enum><header>VAWA protections</header><text>Section 41411(a)(3) of the Violence Against Women Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/34/12491">34 U.S.C. 12491(a)(3)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H65022EE5AA8845BAA3978FF761CC362D"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (O) and (P) as subparagraphs (P) and (Q), respectively; and</text></paragraph><paragraph id="HC87757C534CB4FF4AF48D26CB93F902B"><enum>(2)</enum><text>by inserting after subparagraph (N) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H46C08EA696624B038E843AC533A7B1BE"><subparagraph commented="no" display-inline="no-display-inline" id="H78DD03DBCE2744A2A596D6767E04679D"><enum>(O)</enum><text>the program established under section 206 of the LEGACY Act of 2003;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6A8306016CE94FDD9644C2DCB0112597"><enum>(c)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this section, the Secretary of Housing and Urban Development shall submit to the Congress a report that—</text><paragraph id="H7A8C36A88AFC4BDEA4F8915FF5E681A3"><enum>(1)</enum><text>describes the effectiveness of the grant program established under section 206 of the LEGACY Act of 2003, as added by subsection (a); and</text></paragraph><paragraph id="H26C352028F46482299B1F173A3991643"><enum>(2)</enum><text>makes recommendations for legislative changes that could allow for the grant program to be more effective.</text></paragraph></subsection></section></legis-body></bill>
