R. 3124</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230505">May 5, 2023</action-date><action-desc><sponsor name-id="T000478">Ms. Tenney</sponsor> (for herself and <cosponsor name-id="P000613">Mr. Panetta</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to remove private or commercial golf courses and country clubs from the list of uses for which certain proceeds cannot be used.</official-title></form><legis-body id="H01859D642FBE42CA9A2B796AAE64AE0D" style="OLC"><section id="H4E1935C045E4450FA9EE78A37BBB0E7E" section-type="section-one"><enum>1.</enum><header>Repeal of restrictions on use of certain proceeds for private or commercial golf courses and country clubs</header><subsection id="HDE75836F33534FDC8D8A73A34DBFC8BD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/144">Section 144</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>private or commercial golf course, country club,</quote> each place it appears. </text></subsection><subsection id="HCA9B9FF42F7D4B7ABB4D2193994C9586"><enum>(b)</enum><header>Effective dates</header><paragraph id="H93CFA3D05A1D4B36A9C224E649C590DA"><enum>(1)</enum><header>In general</header><text>The amendment made by this section shall apply to obligations issued after the date of the enactment of this Act.</text></paragraph><paragraph id="H3A1229515AAF44168B8AF366C97B4AE2"><enum>(2)</enum><header>Special rule for empowerment zone employment credit</header><text>For purposes of <external-xref legal-doc="usc" parsable-cite="usc/26/1396">section 1396(d)(2)</external-xref> of the Internal Revenue Code of 1986, the amendment made by subsection (a) shall apply to individuals who begin work for the employer after the date of the enactment of this Act.</text></paragraph><paragraph id="H4A51CD086B4E45BD9E883BDF4947339D"><enum>(3)</enum><header>Special rule for empowerment zone business and opportunity zones</header><text>For purposes of sections 1397C(d)(5) and 1400Z–2(d)(3)(A) of the Internal Revenue Code of 1986, the amendment made by subsection (a) shall apply to taxable years beginning after the date of the enactment of this Act. </text></paragraph></subsection></section></legis-body></bill>
